About this file

This document is an amendment to a solicitation for the design and construction of ordnance facilities at Naval Weapons Station Yorktown in Virginia. The amendment provides updated proposal due dates of December 29, 2020 for electronic copies and January 5, 2021 for hard copies. It also revises the technical evaluation criteria in Factor 1 for relevant experience, reducing size requirements for weapons magazine projects from 9,000 total square feet to 4,000 square feet, and expanding the types of projects that qualify beyond just weapons magazines. In addition, the amendment includes responses to questions received addressing the experience criteria and requirements. A revised price proposal form is included with estimated quantities and unit pricing for optional items like undercut and disposal of unsuitable soils. The Navy is the contracting agency seeking these ordnance facility construction and demolition services.

Factor 1, Recent, Relevant

Experience of the Firm

(Experience)

Factor 1 of the solicitation requires all projects that are submitted to be completed by the date of the RFP issuance to satisfy Recent, Relevant

Experience of the

Firm. Will the government consider allowing projects that are

85% complete to be submitted to satisfy project relevancy under this Factor?

Please see revised

Technical Factor 1 in Amendment

16 11/10/20 8 3

Factor 1, Recent, Relevant

Experience of the Firm

(Experience)

Factor 1 of the solicitation under relevancy for

Weapons

Magazines experience states, “…a minimum of

9,000 total square feet combined in the project.” Is the 9,000 total square feet in reference to the limits of disturbance for the project to be submitted under this Factor?

Please clarify.

Please see revised

Technical Factor 1 in Amendment

Factor 1, Recent, Relevant

Experience of the Firm

(Experience)

Factor 1 of the solicitation under relevancy for

Weapons

Magazines experience states, “…a minimum of

9,000 total square feet combined in the project.” This size restriction may eliminate highly qualified firms from participating in this procurement. Wo uld the government consider decreasing the size to 6,000 total square feet combined in the project?

Please see revised

Technical Factor 1 in Amendment

18 11/19/20 8 3 (1) Factor 1

Type C or Type

D magazines are very unique and specialized construction projects. As a result they are not constructed frequently. In order to promote competition, Please see revised

Technical Factor 1 respectfully request that the relevant

"Weapons

Magazine" project requirements be reduced to: Size:

A minimum of

4,000 total square feet combined in the project;

Scope/Complexit y: New construction of a high-performance, reinforced concrete, earth-covered magazine.

19 11/16/20 8 Factor 1 A and C

In order not to limit competition would NAVFAC consider changing the requirements from "Weapons

Magazines" specifically to also include construction and demolition of other types of earth-covered reinforced concrete structures matching the construction type and size of the to be built structures. These designed facilities are specifically

"Reinforced

Concrete

Facilities" and do not contain comprenhensive

Munitions

Extinguishing

Systems or similiar type systems which

Please see revised

Technical Factor 1 would require specific working weapons explosion reference for construction in a

"Build Build" type contract.

20 11/16/20

The RFP indicates that the experience of proposed subcontractors will be considered for roadway construction projects. As a general construction contractor with extensive successful experience with

NAVFAC Mid-

Atlantic at NWS

Yorktown and relationships with subcontractors in area, we request that experience of proposed subcontractors also be considered for weapons magazines construction and demolition with an explanation of the subcontractor's meaningful commitment on the project.

Please see revised

Technical Factor 1

21 11/20/20 8 100 (1) (i)

In order to not limit competition, would NAVFAC consider changing the requirements for

Factor 1

(Experience)? As it’s currently written, only firms that were the prime contractor on projects constructing

Type-C and

Type-D earth-covered reinforced concrete weapons magazines and demolishing earth-covered reinforced concrete weapons magazines would be able to bid on this project. If this requirement was broadened to allow offerors to use projects with construction and demolition of other types of earth-covered reinforced concrete structures of comparable size and complexity, then more qualified offerors would be able to pursue this project, and

NAVFAC would still be able to make a best-value selection.

NOTES

General

1. Award will be made on the total price of Item 0001 (0001AA-0001AF) Base Price. Offerors shall enter prices/unit prices/extended prices in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended price and the total recomputed accordingly. If an offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price. The Contract Completion Date (CCD) will be 820 calendar days after award for

Base Price.

2. FAR 52.217-5, Evaluation of Options (Jul 1990) – Except when it is determined in accordance with FAR

17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

3. The Government reserves the right to award options to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for all options. No provision is made for economic price adjustment. If one magazine is awarded by exercising an option, the CCD will increase by 60 calendar days, from 820 to 880 calendar days. If 2-3 magazines are awarded concurrently by exercising options, the CCD will increase by 120 calendar days, from 820 to 940 calendar days. If 4-6 magazines are awarded concurrently by exercising options, the CCD will increase by 180 calendar days, from 820 to 1,000 calendar days. If all Options are exercised at the time of contract award, the CCD will be 1095 calendar days after award of the contract.

4. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

5. In accordance with FAR 52.228-15, if an option is exercised after award and the total contract price increases, an additional amount equal to 100 percent of the increase is required for the Performance and Payment Bonds.

6. Unit Prices: The unit prices provided will be the basis for the adjustment in accordance with FAR 52.211-18, Variation in Estimated Quantity.

7. For CLIN 0001AB: Geotechnically Unsuitable Subgrade Soil Removal, Disposal, and Replacement: Unit price for all work in connection with the removal, disposal, and replacement of geotechnically unsuitable subgrade soil (i.e. soft subgrade soils) with imported structural backfill or imported aggregate as specified. Unsuitable subgrade soil determinations shall be made by the Government Geotechnical Engineer and approved by the

Contracting Officer. The price shall include removal of geotechnically unsuitable soils encountered at the planned footing subgrades or identified during proofrolling of planned subgrades, disposal at the specified disposal facility, and backfilling the excavation with compacted imported structural backfill or imported aggregate. Soils disturbed by the contractor’s construction activities, or that are excessively wet and soft due to lack of proper site maintenance and protection measures, and lack of specified drainage or excavation dewatering will not be considered unsuitable. Unit price shall include all handling and transportation. The volume of material removed and imported backfill required shall be neat quantities determined based on field measurements (length x width x depth) of the completed excavation to remove the unsuitable soil as approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval of the

Contracting Officer and direction of the Government Geotechnical Engineer.

8. For CLIN 0001AC: Unit price for providing demolition and excavation of buried concrete and debris that is encountered within planned excavation limits and not identified in the Contract Documents for demolition, greater than 1 cubic yard in size. Pieces of buried concrete and debris encountered within the planned excavation limits smaller than 1 cubic yard in size shall be considered to be incidental to the work (i.e., at no cost to the

Government). Unit price shall include all work in connection with buried concrete and debris removal and disposal and replacement with clean imported structural backfill or other material specified. Unit price shall include removal and disposal of buried concrete and debris encountered within planned excavations at a permitted licensed disposal facility and backfilling the excavation with compacted clean imported structural backfill or other material specified. Unit price shall include handling and transportation. The volume of buried concrete and debris removed will be based on approved truck scale measurement and the quantity must be approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval and field verification from the Contracting Officer.

9. For CLIN 0001AD: Unit price for providing all work in connection with excavation, handling, storage, sampling, analysis and disposal of petroleum contaminated soil (TPH <200 ppm) at a permitted licensed facility. Sampling shall consist of one composite soil sample (obtained by combining and homogenizing a minimum of three smaller samples from representative sampling points) for each 200 loose cubic yards of material. Soil samples must be analyzed for Total Petroleum Hydrocarbons (TPH) diesel range and gasoline range organics (DRO & GRO), and Benzene, Toluene, Methylbenzene, and Xylenes (BTEX), plus other analytes required by the treatment/disposal facility. Unit price shall include all work in connection with petroleum contaminated soil removal and disposal and replacement with clean imported structural backfill.

Unit price shall include removal, treatment, and disposal of petroleum contaminated soils encountered within planned excavations at a permitted licensed treatment/disposal facility and backfilling the excavation with compacted clean imported structural backfill. Unit price shall include handling and transportation. ACKNOWLEDGEMENT OF AMENDMENT(S):

3. Update Factor 1, Recent, Relevant Experience of the Firm (Experience). Revisions are in bold and Italic.

1. Factor 1, Recent, Relevant Experience of the Firm (Experience):

(i) Solicitation Submittal Requirements:

Submit a minimum of one (1) and up to a maximum of five (5) relevant construction projects performed by the offeror that best demonstrates experience on relevant projects (similar in size, scope, and complexity to this RFP).

For purposes of this evaluation, a relevant project is defined as:

A) Weapons Magazines:

Size: A minimum of 4,000 total square feet combined in the project.

Scope/Complexity: New construction of a high-performance earth-covered reinforced concrete weapons magazine.

B) Road Construction:

Size: A minimum of 3,000 feet.

Scope: Secondary or primary roadway construction.

Complexity: Heavy-duty asphalt pavements, roadside ditches, underdrainage, slope stabilizations, stormwater management facilities, and guardrails.

C) Demolition:

Size: Demolition of one or more magazines with a total minimum of 1,000 square feet.

Scope/Complexity: Demolition of earth-covered reinforced concrete weapons magazine.

The offeror must demonstrate a minimum of one (1) relevant project in the following areas: (A) Weapons

Magazines, (B) Road Construction, and (C) Demolition. The offeror may demonstrate this experience collectively on one project or over multiple projects within the project limit.

Projects submitted for the offeror shall be completed within the past fifteen (15) years from the date of issuance of this RFP. Projects which are not complete as of the date of issuance of this RFP will be considered “Not Relevant”.

Additionally, Projects completed prior to (15) years from the date of issuance of this RFP will be considered “Not

Relevant.”

Experience of proposed subcontractors will be considered for roadway construction projects only. Experience as a subcontractor will be considered for roadway construction projects only. For Magazine and Demolition projects, experience of proposed subcontractors and experience as a subcontractor will not be considered.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;

rather, offerors shall submit the work performed under a task order as a project.

The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided pages (or two (2) single-sided pages).

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (e.g., unique features, area, construction methods).

If the offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the

Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint

Venture members. Experience submitted for one of the Offeror’s Joint Venture members in which the Joint

Venture member was a partner in a different Joint Venture entity may be submitted to demonstrate relevant project experience. Offerors who fail to submit experience for all Joint Venture members may be rated lower.

Offerors are still limited to a total of five (5) projects combined.

If the Offeror is proposing as a single corporate entity (i.e., not as a Joint Venture), the Offeror may submit relevant project experience it performed as a partner in a previous Joint Venture. Offerors are still limited to a total of five (5) projects.

(ii) Basis of Evaluation:

The basis of evaluation will include the offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the offeror’s relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects total. Any projects submitted in excess of the five (5) for Experience will not be considered. An offeror that does not demonstrate a minimum of one (1) relevant project in the following areas: (A) Weapons Magazines, (B) Road Construction, and (C) Demolition, whether collectively on a project or over multiple submitted projects, as defined above, will receive a rating of

“Unacceptable” and will not be eligible for award.

Offerors that demonstrate the following additional experience in relevant projects, as defined above, may be considered more favorably than those that do not:

Relevant projects submitted to demonstrate experience in any of the three relevancy categories ( A)

Weapons Magazines, B) Road Construction, or C) Demolition) completed within the past five (5) years of the date of issuance of this RFP.

Relevant projects submitted to demonstrate “A) Weapons Magazines” that demonstrate 9,000 total square footage or greater combined in the project.

Relevant projects submitted to demonstrate “A) Weapons Magazines” that demonstrate a Type C or Type

D or Type E or Type F earth covered reinforced concrete weapons magazine.

(safe.apps.mil). Only DoD SAFE is authorized for the submission of the electronic original proposal in response to this solicitation. Further guidance is provided below for submission of hard copy submissions.

The contractor shall send the contract specialist, Michelle Corsino at michelle.a.corsino@navy.mil, the email address of the offeror’s point of contact who will be receiving the Drop-Off invitation to upload proposals to the

DOD Safe Site no later than Wednesday, December 16, 2020 by 1400 EST, unless that date and time are changed via Solicitation Amendment.

The Contract Specialist, Michelle Corsino, will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. Requests from DoD SAFE will be sent on Friday, December 18, 2020. If you do not receive an email containing drop off instructions on that date, please contact the Contract

Specialist, Michelle Corsino. Only the identified POC will be able to drop-off proposals or proposal revisions in

DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note:

only two email addresses may be provided per Offeror.

To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”.

[Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist via DOD Safe. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD

SAFE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8

GB. Up to 25 packages may be uploaded per link.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities
