STATEMENT OF WORK
FENDER PILE REPAIR - ISS 2020
Project Description:
Pier 2 is a general purpose berthing pier, serving home-ported and visiting vessels for the Navy, the U.S. Coast Guard, and the National Oceanic and Atmospheric Administration (NOAA). The pier measures about 1550 ft. long by 200 ft. wide, with concrete deck approximately 12 ft. above mean low water (MLW). Constructed in 1958, the pier was surrounded with a wood fender system designed to protect the pier and provide berthing for vessels. The original fender system consisted of 652 timber piles, connected to the pier deck by blocks, wales and chocks, and braced by a lower horizontal wale located one to three feet above MLW. Through the past sixty years the fender system has deteriorated, and has created a hazard for incoming vessels. The current project is intended to “clean up” the fender system by securing loose, but still functional, timbers and hardware, removing broken piles, installing new wale, and reattaching loose piles.
Scope requirements are broken generally into five categories consisting of simple tightening or removal of hardware, reconnecting usable elements, removal of broken piles, removal or restoration of existing wale, and addition of new wale including reattachment of free piles. Scope items requiring demolition or repairs to the wale refer to the upper wale, unless noted otherwise. Project scope is directed at repairs that can be accomplished above water (i.e. without use of divers). Note that piles that are broken off below the splash zone are not part of this project scope. Pile extractions are not included in this project due to recent environmental restrictions on the use of vibratory hammers. As such, piles that extend above the water line but cannot be reattached to the wale must be left in place, and have been excluded from the project scope.
Scope of Work:
1. Tighten loose hardware, and recover reusable hardware: Tighten loose hardware connections on usable fender elements (piles, chocks, wales, and blocks) that are secure enough to remain in place. Recover reusable hardware from elements that are to be removed from the pier. Salvage hardware for reuse that is not severely bent, rusted, contaminated, or otherwise deteriorated.
2. Add recovered or newly purchased hardware to useable fender elements requiring reconnection: Elements may need to be realigned and temporarily secured in place prior to connecting. Some elements may require cutting, notching, reaming, or re-drilling prior to attachment. Deteriorated piles may require addition of steel plates, caps, or rings to secure.
3. Remove broken piles above the water line that are still attached to wales: Provide suitable equipment to lift piles onto pier deck or work barge. Recover usable hardware. Provide testing and disposal as directed. (Field verify condition of piles prior to removal. Piles that are not broken but only compromised in the splash zone or otherwise deteriorated shall be retained to the extent possible. These piles may need to be re-secured to the wale per Scope 2.)
4. Remove cracked, loose, and deteriorated chocks, wales, and blocks. Secure usable elements: Maintain elements that are in usable condition and can be secured in place. Salvage intact timber for blocking and miscellaneous repairs. Recover hardware. Remove unusable materials to pier deck or work barge. Provide testing and disposal as directed.
5. Add new blocks and wale. Reattach free piles to new wale: Add new wale in a manner consistent with original wale construction. Work will require installation of adhesive anchors. Reattach free piles to new wale in a manner consistent with original construction. Free piles that are deteriorated shall be reattached to the new wale to the extent possible. Add chocks to secure piles in place.
Special Requirements:
Construction work on this project is subject to special requirements pertaining to ongoing pier operations, loading restrictions on the pier deck, construction completion deadlines, crane safety, and environmental regulations applicable to testing and disposal of marine timbers . Refer to plans and specifications for additional information.
Project Duration:
Work on this project shall be completed 120 calendar days after contract award.
