Question RESPONSE AMENDMENT
1 Pg. 5 4 NA What is the expected time gap between the Phase I due date of Feb. 18th and Phase II due date?
The gap between the Phase I due date and Phase II due date is variable based upon the workload of the command.
A Phase II proposal due date will be established once it is issued.
2 Pg. 8 4 NA If we intend to perform all of the design/drawing work in house but will send the drawing set to an outside engineering firm for seal will that company need to be listed as a primary design firm?
Propose according to the RFP.
3 Pg. 14 10 NA Will drawings for this project be posted before the Phase I due date?
Drawings will be published with the issuance of Phase II.
4 NA NA NA When is the project expected to be awarded?
Project is expected to be awarded at the end of fiscal year 20.
5 9 00 21 16 Factor 2 - Experience
Given the Small Business Set-aside Status of this project and the highly specialized nature of the scope of work for this project. We request the government consider Key Sub Contractor Experience allowable in response to Factor 2 - Construction Experience provided the Offeror provides an unequivocal letter of commitment / teaming agreement from the Key Subcontractor in a similar fashion as is already allowed for designers experience.
Propose according to the RFP.
6 9 of 42 (2) (i) (1) The restrictions placed on use of subcontractor projects for construction, combined with the restrictive requirements for a JV/Teaming relationship, limits the amount of competition for qualified small businesses to submit a proposal.
Currently, a company may have completed 500+ MW solar installations with Batteries and still not be able to qualify.
Reliance would like to request that a subcontractor’s experience be permitted in a Teaming/JV relationship as the Offeror. Can the solicitation be amended to reflect that change?
Propose
7 9 of 42 (2) (i) (1) In addition, can there be consideration made to strike the language “Experience of proposed subcontractors will NOT be considered for Construction Experience.
Likewise, the Government will NOT consider the offeror’s experience as a subcontractor” and replace it to state that a Team Member and or Joint Ventures experience WILL be considered for Construction and Design Experience for Factor 2 and Factor 3?
Propose
8 9 of 42 (2) (i) (1) The Solicitation requests that documentation be provided for projects that have been validated and/or certified through the USGBC or other similar organization.
Typically, utility scale renewable generation and/or battery storage systems can provide contribution toward certification but alone do not satisfy requirements for
LEED
certification, etc.
To what extent is and/or will this information be used for the purpose of the Basis of Evaluation?
Propose according to the RFP.
9 SF1442 13 N/A Is a bid bond required for the phase 1 submission? If required, what is the amount of the bid bond?
Bid Guarantee will be required for submission of a Phase II proposal. The amount will be provided in the requisite FAR Clause.
10 Page 11, Factor 3-Past Performance (i)
Paragraph 1 (i)
N/A If we are submitting a design-build project under Factor 2- Experience, do we have to submit 2 separate past performance questionnaires (Factor 3) for the design phase and the construction phase or can we submit one single PPQ for the overall design-build project?
Submit past performance information in the form of PPQ's or CPARS for the construction experience and for design experience separately.

Paragraph 1 (1)
N/A Can you consider lowering the final construction cost requirement of $3 M or greater to $1.5 M or greater? Or to $2M or greater?
