(1)(i) 1st Par With project acceptability range being 10 years, some points of contact may no longer be available to prepare PPQs with acccuracy. Please consider allowing previously completed PPQs to be utilized.
Offerors may utilize previously submitted PPQs. The RFP only directs offerors to not include them by reference.

(1) (i) (d) This Factor 1 Corporate Experience item (d) is requesting projects of similar size ($8M) and scope (warehouse) to have passive Radon Gas mitigation systems. Based on the drawings provided (i.e. P‐102, P‐ 501, and S‐501 detail A4), the radon mitigation for this project does not appear to be complicated. Having past projects demonstrate this appears to be a very niche and small area of the construction details and makes finding past projects with similar work very difficult to locate. Suggest eliminating this Corporate Experience requirement.
The Corporate Experience Solicitation Submittal requirement has been modified. (d) Construction/Installation of passive Radon Gas mitigation systems has been removed from Factor 1

(1) (i) (c) This Factor 1 Corporate Experience item (c) is requesting projects of similar size ($8M) and scope (warehouse) to have design and installation of heavy materials storage automated racking systems. This work is very specialized and not common for construction contractors to have a lot of these types of j hi k i l i d bid i
Due to the specialized nature of this project the experience requirement cannot be eliminated.

QUESTION GOVERNMENT RESPONSE
88 3/6/2019
ATT D ‐
1.2 (e) The government is requesting Contractor and specialty subcontractor to hold pricing on an undesigned specialty automated material handling, storage, and retrieval system for 365‐days from contract award, which is up to 120‐days after proposal submission. This is an incredibly long time to ask contractors to hold their pricing and will result in considerable risk allowances for escalation and unknowns related to the 8‐page specification section 41 associated with this work. Request reducing the 365‐day period to 150‐ days, after which time the contractor should be complete with the design Option 2, if awarded, and government should know if they will be interested in purchasing this option.
It is the government's intent to award CLIN0004 after the design period is complete as part of CLIN0003 which should provide enough time for the manufacture and installation of the ASRS within the contract time frame.
Offerors will be required to comply with the pricing provided in the option CLINs for the full option period.
89 3/6/2019
ATT D ‐
1.2 (e) In addition to the previous two questions, there are LDs associated with option 3 that also complicate this situation. If the government waits up to 365‐days to award option 3, there will only be 217 PoP days remaining. This is not "off the shelf" equipment and will not be enough time to procure, fabricate, deliver, install, and test the automated material handling system. If the government does not change the 365‐ day period, should contractors assume LDs will apply based on their schedules and include these costs at $3950/day as part of Option 3? Alternatively, LDs associated with Option 3 should be eliminated or re‐ evaluated with the award of Option 3. Please advise.
It is the government's intent to award CLIN0004 after the design period is complete as part of CLIN0003 which should provide enough time for the manufacture and installation of the ASRS within the contract time frame.
Any delay to the completion of CLIN0004 work caused by government inaction can be evaluated at the time of CLIN0004 award.

1.2 CLIN 00004 ‐ 1.2.e General Notes:
The lead time for a complex material handling system is approximately 18‐22 weeks to deliver. The government has up to 365 days to award the option to furnish & install. This would leave less than 60 days allowance for the installation, testing, inspection and owner training prior to red zone activities. We request either the time to award be less than 365 days or provide a contract duration extension option.
91 3/8/2019 To provide the Government with a comprehensive and cost effective proposal for the building and material handling system, we request the proposal due date be extended to April 9, 2019.
Please see amendment 0005, which extends the proposal due date to 04 April 2019 at 2:00 EDT.

2.1.1 & 2.1.2
We had previously expressed concern on obtaining aluminum faced insulated metal wall panels. We may have found a manufacturer who can produce the panels in limited lengths and profiles. The manufacturer of the existing panels on Building 170A, Metal‐Span, will not produce with aluminum faces so we once again request the Navy to change the specifications to a galvanized steel or galvalume substrate.
An alternative galvanized metal panel is acceptable to replace the aluminum panel as long at it meets the dimensional, finish and profile requirements to match the existing building 170A. Alternate panel information must be submitted to architect for review and approval prior to ordering.

2.5.1.1 Specification Section 07 22 00, 2.5 MOISTURE
CONTROL, 2.5.1 Vapor Retarder, 2.5.1.1 Asphalt Saturated Felt Base Sheet for Single Layer Application:
Provide in accordance with ASTM D4601/D4601M, weighing not less than 35 pounds per 100 square feet.
A hot asphalt vapor barrier would not be included in any metal roof manufacturer’s warranty. No testing information is available for its use with a metal roof system. After installed this system will be penetrated with fasteners for the remainder of the assembly and then pressure tested. In talking with the roofing manufacturers there is no evidence this would pass a pressure test. Can you please adjust the specification.
The 35 lb felt is installed to act as a vapor retarder and slip sheet under the metal panels. This is not intended to be a hot aphalt application.
104 3/15/2019 07 42
2.1.1 The Specifications call out roll‐form aluminum insulated wall and liner panels to the specified profile, with fy = , .040 thickness as indicated. Material must be plumb and true, and within the tolerances listed: a. Aluminum Sheet conforming to ASTM B209, AA ASD1 and AA ADM. b. Individual panels to have continuous length to cover the entire length of any wall area with no joints or seams and formed without warping, waviness, or ripples that are not part of the panel profile and free of damage to the finish coating system. Panel lengths must span 40'‐0". Module widths must be 30", 36" and 42". Panel thickness to be 3" The longest aluminum panel offered in the industry is 24’‐0”. Plesae clarify how we should bid project.

105 3/15/2019 07 61 14.00
2.2 & 3.3.1 Paragraph 2.2 Roofing Panels state the individual sheets must be sufficiently long to cover the entire length of any unbroken roof slope when such slope is 30 feet or less. Provide panels that extend over two or more spans when length of run exceeds 30 feet. This contradicts paragraph 3.3.1 Roof Panels: Provide roofing panels in longest practical lengths from ridge to eaves (top to eaves on shed roofs), with no transverse joints except at the junction of ventilators, curbs, skylights, chimneys, and similar openings. Do they want transverse seams or continuous length panels?
Provide roofing panel lengths per paragraph 2.2 requirements.
106 Electrical Drawing E‐501 detail A1 directs three (3) 12 strand single mode fiber to be routed from the Telecom room in the new building to BLDG 170 6th floor telecommunication room. Please specify what should be included for the Automated Material Handling and Retrieval System for CLIN 0002, Option 1 Eight Foot Height Increase and how should the additonal Design, Procurement/Install be indicated? Should there be a separate CLIN and Option for each of the Material Handling items?
Rack system is intented to store all materials listed at the base bid roof height. If CLIN0002 is to be excercised, rack system height can be increased by 8', if allowed by system capability, to meet storage requirements if needed.
111 3/15/2019
FX‐
8 Note 8 states "Provide 8" pipe with flanged connection for rack sprinkler system 40 feet from system riser. In‐ rack sprinkler system to be provided by automated material handling contractor" Typically sprinkler systems are designed and installed as a whole system by one certified sprinkler system subcontractor. Should this be re‐stated to say, "Sprinkler system installer to coordinate in‐rack sprinkler system requuirements and installation with final rack layout provided by material handling contractor"? NFPA code requires total fire suppression system designer , calculations and installatio to be submitted by one fire suppression design/installation contractor.
Entire building including rack areas should be protected by building fire protection system. UFCs requires a supplimental in rack system so if an integral in rack sprinkler system is not a part of the rack system priced by the contractor then an rack sprinkler system will need to be provided by the contractor to meet IBC, NFPA and UFC requirements.

41 2.2 The Spec para 2.2 calls for an ASRS for lumber, including a total of 564 "Lifts" that identify specific lumber, plywood, sheet metal, etc. types of materials. Drawing E‐102 shows a conceptual layout, but does not appear to include an Automated system for most of these materials. Is it the government's intent for the Contractor to in fact provide Automated systems for these materials that will be oversized and up to 5000‐ pounds each (i.e. no Manual Forklift operations required other than loading and unloading at the end‐ of‐aisle terminals)?
The intent is for the storage of these items to be fully automated except for manual operation at the end of aisle terminals.
168 3/19/2019
Spec
41 2.2 Will a proposal that only includes Manual Forklift operations under Bid Option 3 for the lumber lifts be deemed Unacceptable?
Yes, the purpose of the ASRS is to eliminate the manpower need at the facility.

Spec
41 All Will a proposal that provides Automated Storage and Retreival Systems with significant future rack expansion capacity rank more favorably than one that solely meets the basic requirements of 564 lumber lifts and 590 pallets, but is essentially maxed out within the space provided and cannot be expanded upon? Will the Government have flexibility to open discussions with a contractor that is not low price on the base bid, but has a superior approach on the ASRS aspects of the project?
This project is lowest price technically acceptable so the main criteria for the rack will be if it meets the storage requirements specified.

Para 2.5 2.5 MOISTURE CONTROL, 2.5.1 Vapor Retarder, 2.5.1.1 Asphalt Saturated Felt Base Sheet for Single Layer Application: Provide in accordance with ASTM D4601/D4601M, weighing not less than 35 pounds per 100 square feet.
The 35 lb felt is installed to act as a vapor retarder and slip sheet under the metal panels. This is not intended to be a hot aphalt application.

The ASRS equipment will require power and communication conduits. If these are not installed subslab to designated locations prior to placement of the floor slab, the conduits will need to be run overhead, which is problematic, or the floor may need to be cut. If the government delays award of bid option 3 for up to 365 days, it would prevent these conduits from being installed before the floor slab is placed.
Should the Contractor include the costs for installation of these conduits (or similar work) as part of bid option 2 to ensure they are installed per our design, regardless of if the Navy awards bid option 3, or should the contractor assume we need to work with the warehouse facility as a retrofit where coordination of such items is not possible prior to award of bid option 3?
It is the goverments intent to award CLIN0003 for the rack design with enough lead time for the contractor to locate the slab penetrations prior to the installation of the slab. It is NAVFAC's intent for any underslab items required for the racking system to be installed at the time of slab installation.

The lighting details in the Automated Storage Area as designed by the Navy on E‐102 are fixed pendants that mount with rigid pendant and/or yoke from bottom of roof joists in specific locations of the ceiling/roof to be positioned over the aisles. If the design of the ASRS system changes the layout of these lights because the aisles are in different locations, the lights could potentially need to be relocated. Can the conduit for the lights be installed below the GWB ceiling and/or can the contractor adjust the lighting design to a more flexible one as part of Bid Option 2?
The lighting design is to be coordinated with the ASRS system that the contractor selects per specification 26 00 00.00 20 Paragraph 1.5.1, 26 51 00 Paragraph 1.4, and General Note #2 on sheet E‐ 102.

186 3/20/2019 Drawing E‐502 calls for main electrical service (secondary) conductors to be sized at 350‐KCM copper wire, which I rated for 310‐amps. The main circuit breaker for the electrical service is rated at 400‐amps.
The minimum code‐required size wire for a 400‐amp electrical service is 500‐KCM copper wire. Should this wire size be increased accordingly?
Conductor shall be increased to 500 kcmil.
187 3/21/2019 One‐line diagram on Drawing E‐501 calls for main circuit breaker in SB‐01 (which is the main for the building) to have a 400‐amp trip; however E‐601 Panel Schedule calls for this main breaker to have a 600‐amp trip.
Which is correct?
The trip setting shall be 400A with the ability to be increased to 600A if needed in the future.
188 3/22/2019 Electric Unit Heater EUH‐1 and Exhaust Fan EF‐104 appear on mechanical drawings but no wiring is indicated on the electrical drawings for these units.

Yes, this is correct.
191 3/24/2019 The one‐line diagram for the fire alarm system on Drawing FA601 shows a line interconnecting the new fire alarm panel to the existing fire alarm panel in Building 170 and presumably an existing connection between the fire alarm panel in Building 170 to the existing FACP in Building 170A. Since the distance to the FACP in Building 170 is unknown and since there appears to be an existing connection between 170 and 170A, is it acceptable to run interconnecting conduit and wire between the FACP in the new building and the FACP in Building 170A in lieu of running all the way back to the FACP in Building 170 (distance unknown)?
It is acceptable to connect to the Building 170A panel. Sequence of operation requriements must still be met.
192 3/27/2019 We are still receiving additional questions from subcontractors related to various aspects of the project.
Some have been submitted and are pending response.

Proposal date has been extended to April 4th
193 3/27/2019 PPI 42 Navy's previous response to PPI 42 clarified the product to be used as mineral wool. Please also advise on how much of the cavity between the two CMU walls requires filling. A number of details throughout the drawing package showing the double CMU wall does not include the insulation, but A‐303 includes insulation layer for full wall height in details A5 and C5, as does C5 on A‐304 and C5 on A‐306. However on A‐503, details A3 and B3 only show a partial depth layer of batt insulation, without a dimension. Please clarify if the cavity between the two CMU block walls at the exterior of existing B170A need to be completely filled with batt insulation, or if only partially filled please provide guidance on to what extent.
Cavity between CMU walls at building 170A will need to be completely filled with mineral wool batt insualtion.
194 3/27/2019 Our assessment of construction schedule indicates the project will take approximately 700 calendar days to complete without any bid options and 800 calendar days with all bid options awarded. This assumes the Navy waits the full 365 days to make award of Option 3.
Will the Navy consider extending the Period of Performance accordingly?
