Factor 1, Corporate Experience

We request that "(d) Construction / installation of passive Radon Gas mitigation systems" be removed from Factor 1, Corporate Experience as a Complexity requirement. Past experience with this particular aspect of work does not necessarily demonstrate that the prime contractor has the complexity experience to successfully complete this project and conversely the lack of experience in this specific aspect of work does not demonstrate that the prime contrator is lacking in

The Corporate Experience Solicitation Submittal requirement has been modified. (d) Construction/Installation of passive Radon Gas mitigation systems has been removed from Factor 1

S003

083323 4 OH Coiling doors specification lists 90 pounds per square foot for the wind loading. Sheet S‐003 does not appear to support this value. Is the 90 psf correct?

The 90 psf wind loading given in the specifications is a minimum value.

Use the larger pressure between the specification minimum and the components and cladding pressures shown on S‐003. Note that the wind pressures specified are "ultimate" per ASCE 7‐10. Refer to Note 3E on S‐001 for additional wind load criteria.

A302

Detail C5 on sheet A302 shows a rated gypsum wall system inboard of the structure. Other wall sections do not show studs and gypsum. Please confirm which walls receive the metal framing and gypsum inboard of the structure.

Metal stud and drywall rated assembly is to be installed in areas indicated with wall type 3 note and note 44 on sheet A100

67 3/14/2019 spec 41 50 13.00

See drwg E‐102 ‐ With the space that is allotted, we can only store 1,500 – 1,800 pallets (40 x 48” x 36‐48”H) in a three aisle system. Based on the length and height of the building we would need 11 aisle system to store 9500 pallets. The area designated for pallet handling will, assuming 35’ clear, will only provide total of 1,800 gross locations; approx. 1,500 actual pallet locations based on 85% rack utilization for a 3‐deep system. This is a far cry from 9,500 pallets spec’d. Even the additional building height option does not come close to meeting the specification requirements.

Will the Government revise the storage requirements downward ?

Correct number of pallets should be 590, 9,500 number is a typo

68 3/14/2019 spec 41 50 13.00

Is it acceptable to limit the load weight capacity in the last 3rd deep pallet location to 2,500 lbs ? That is the limit that can be provided at the inner location.

Yes this is acceptable

69 3/14/2019 spec 41 50 13.00

Will the Government consider extending the bid date ?

The above storage system questiond need to be answered and we will need several weeks to properly prepare a quotation after receipt of sufficient answers.

Please see amendment 0003, which extends the proposal due date to 02 April 2019 at 2:00 EDT.

70 3/14/2019

N/A

N/A N/A Has the building power supply, fire suppression demand, and floor thickness and foundation all been designed to accommodate the ASRS system? If so, can any basis of assumption information be provided?

Yes, the power, fire supression and floor take into account the maximum need of the assumed ASRS with the list of required items to be stored as the basis of design.

71 3/14/2019

FX‐

N/A N/A Will the roof sprinkler system branch piping be installed above the 5/8" drywall ceiling with pendant heads below?

Or Will the roof sprinkler system branch piping be installed below the 5/8" drywall with upright heads all exposed?

Please provide detail if possible.

The sprinkler system piping should be installed above the drywall ceiling, with pendent sprinklers below and upright sprinklers above.

72 3/14/2019

P‐501

A1 N/A This drawing detail shows the 4" PVC radon piping capped outside the building. E‐103 keyed note 22 references 4 radon mitigation fans. These fans are also listed in RP‐01A panel schedule on sheet E‐601. Also, the project spec references metal radon exhaust ductwork which we assume does not exist. Please clarify, are the fans required or just the electrical infrastructure to a JB for future installation by others if necessary following post‐construction testing?

Fans are for future installation by others. Provide the radon piping and cap at the four locations. Provide circuit breakers switched off and marked "future radon fan" and raceways to future fan locations indicated on E103.

73 3/14/2019

E‐601

SB‐01 N/A SWBD SB‐01 includes service for three S/R Machines. If Bid Option 3 is not awarded, should the contractor only plan on installing these three circuit breakers and no additional conduit, or should these positions in the Switchboard be left as blanks or spares?

Provide the circuit breakers regardless of bid option award. If bid option is not awarded, the breakers shall be left "OFF" and marked "SPARE".

74 3/14/2019

E‐102

SE

corner

N/A What is the large gray box in front of the forklift on sheet E‐102 and E‐103 in the southeast corner of the building? Is there any work for the contractor associated with this box/location?

The box is diagramic only and is a possible location for storage equipment.

75 3/14/2019

Bid Optio n 3

N/A N/A Should the contractor include fencing and access gates around the rack system if required as part of Bid Option 3, or will the Navy install any safety / access control after the material handling and storage systems are constructed?

Contractor should include any access and safety equipment required by ASRS manufacturer. Any additional safety equipment not required or specified is outside of this contract.

76 3/14/2019

N/A

N/A N/A What type of equipment will the government use to move the long lumber loads into and out of the building?

Lumber will be moved into and out of the building using conventional equipment such as fork lifts.

77 3/14/2019

Spec

07 42

1.5.1 During the site walk, it was mentioned that the Navy

would like the building addition to match the existing building exterior to the extent possible. As such, please advise on the suppliers for the insulated metal panel siding and clerestory windows used for the construction in 2012 so we can ensure the products still meet the Navy's specification released for this project. For example, the panels include a requirement for 20‐year "No‐Dollar‐Limit" warranty that may not be possible with suppliers to match existing materials.

Federal Aquisistion Regulations requiring fair and open competition prevent disclosing specific manufacturers.

78 3/14/2019

Spec

11 13 19.13

All Please advise what portions of Specification Section 11 13 19.13 apply to this project. The drawings do not appear to include any details on Loading Dock Levelers.

There are no Loading Dock Levelers required for this projects.

Specification section is not applicable.

79 3/14/2019

Spec and A‐

N/A N/A All the lumber and pallets listed in the specification will not fit in the designated space. Should the contractor accommodate all the lumber lifts listed, and indicate how many additional pallets will fit in the remaining space based on their approach and the given constraints? Alternatively, please advise on the minimum number of pallet storage positions and we can develop a layout to maximize lumber storage.

Correct number of pallets should be 590, 9,500 number is a typo

80 3/14/2019

Spec

Lumber

ASRS

Para 2.2 Is the maximum storage height for Lumber ASRS the same 35‐foot tall as the Pallet ASRS?

35' is the assumed height but the maximum height for Lumber ASRS should be determinded by rack manufactuerer.

81 3/14/2019

Spec

Pallet

ASRS

Para 2.3 Roof height at low end of sloped roof appears to be around 48‐feet, or 56‐feet if Option 1 is awarded. What is the basis for the 35‐foot storage height limitation?

Can contractors exceed this by a foot or two if necessary to get an additional row of storage on top?

35' height may be exceeded if allowed by racking manufacturer.

82 3/14/2019

Spec

02 61

Para 1.3 This says the work includes removal and disposal of PCB contaminated soils. Please advise on the location and anticipated quantities expected. Similarly, Spec section 02 61 23 includes similar language related to excavation and handling of contaminated materials, however this was not discussed during the site walk or shown on the drawings.

Hazardous or contaminated soils are not expected to be found in the project area but the spec sections were included to provide guidance if any previously unknown hazards are discovered.

83 3/15/2019 A101 and A504

Some of the details call for 2 layers of 4” insulation and some details call for R‐35 which is 6” +/‐. Which is correct?

R‐35 is the insulation value that must be achieved.

84 3/15/2019 41 50 13.00

There have beeen an number of questions previously submitted but yet unanswered for the Automated Material Handling and Retrieval System. Many of our vendors require clarification for these questions before they can finalize their design intent and equipment costs, which can take many weeks. We have had numerous requests for an extension of up to two weeks time following reciept of answers for the equipment related questions. Can you consider extnding the bid due date with regards to equipment related questions?

Please see amendment 0003, which extends the proposal due date to 02 April 2019 at 2:00 EDT.
