Page Section Para.
1 2/25/2019 Please clarify the applicability of Specification Sections
01 35 29.13, 02 61 13, and 02 61 23. These sections relate to the excavation, handling, removal, and disposal of contaminated soils. The drawings do not appear to identify areas of contaminated soils. Are contanimated soils expected for this project? If so, please provide analytical data and identify anticipated limits.
Hazardous or contaminated soils are not expected to be found in the project area but the spec sections were included to provide guidance if any previously unknown hazards are discovered.
2 2/25/2019 Has hazardous materials testing been performed relative to the demolition at existing Building 170A or other areas? Are hazardous materials anticipated?
No hazardous material testing has been performed. Building 170A was constructed in 2012 and no hazardous materials are anticipated.

1.2 (e) In addition to the previous question, Spec section 41 para 1.1.1.1 indicates the contractor is responsible for trade coordination including slab reinforcing prior to pouring the concrete slab, lighting, and fire protection.
This is not possible if the government waits 365‐days before awarding option 3, as this work needs to be completed based in concert with the automated handling system design. Otherwise, warehouse construction work will be put on hold awaiting government decision on Option 3.
Design of the Automated Racking
System (CLIN0003) will be awarded within 60 days of contract award. The completed design procured under this option should provide adequate information for conrete slab, lighting, and fire protection coordination.

N/A N/A Please provide the basis of design for the automated material handling system layout provided on this lighting plan. Was there a supplier contacted to provide this layout who is interested in bidding to construction contractors, or was this a NAVFAC design team conceptual layout not associated with a particular supplier?
The design shown on the drawings is conceptual only. Actually design of the system will need to be procured as part of CLIN0003. Lighting locations will need to be coordinated with final system design.

Spec
Part 2 2.2 and 2.3 The specification suggests that there will be two separate ASRS systems, one for Lumber as outlined by
Section 2.2, and one for Pallets as outlined by Section
2.3. Please confirm this is the Government's intent.
ASRS system could be one or two units depending on equipment manufacturer's capabilities.
12 3/6/2019
Spec and A‐
N/A N/A Please confirm all automated material handling system equipment must fit within the approximately 175‐foot by 100‐foot area designated as Open Warehouse on drawing A‐100, with a maximum storage height of 35‐ feet above finished floor.
This is correct for the base bid. If
CLIN0002 is to be excercised, rack system height can be increased by 8', if allowed by system capability, to meet storage requirements.

Lumber
ASRS
Para 2.2 Regarding the Lumber ASRS:
a. It is mentioned that there will be captive pallets.
Who is responsible for supplying these? If not
Contractor, what do these captive pallets look like?
(Pictures, dimensions, model numbers, etc.)
b. Within the list of loads and sizes, it is mentioned “43 pallets boxes of lead”. What dimensions are these loads, and should they be stored in the lumber ASRS?
c. Product flow – when looking at drawing A‐100, where would the lumber loads be coming from when inbound?
Where would they be going when outbound?
a. Captive pallets would be provided by the contractor as part of the racking system b. Pallets are to be standard 48" x 40"
c. Lumber loads would be inbound / outbound from overhead doors on plan east and plan south side of building
14 3/6/2019
Spec
Pallet
ASRS
Para 2.3 Regarding the Pallet ASRS:
a. It is requested that 9,500 pallets with a footprint of
40” x 48” be stored, with two heights of 36" and 48".
Given the available floor space of 100’ x 175’, and a max height of 35’, it would be impossible to fit anywhere close to 9,500 pallets into that space, even if all 100’ x
175’ was dedicated only to pallets and there were no aisles or clearances between pallets. Please confirm the quantity of Pallets, in addition to the Lumber storage list, that the ASRS system must accomodate in the Open
Warehouse area.
b. Throughput – the document says “approximately 20 moves per hour into or out of the facility.” Does this mean 20 total moves (combined in and out?), or 20 in and 20 out?
c. Product flow – when looking at drawing A‐100, where would the pallets be coming from when inbound?
Where would they be going when outbound?
a. Correct number of pallets should be 590, 9,500 number is a typo. b. 20 total moves is incorrect. The total in and out picks per hour is 10. c.
Materials will be coming in and out from the overhead doors on the plan east and plan south side of the building.

9900 1.3.2 Paint and coatings specification states that a SSPC QP 1 certification is required for any contractor performing surface preparation or coating application. SSPC QP 1 certification is usually reserved for complex industrial and marine structures.
This does not seem applicable to the paint and coating systems listed in 3.15.1.
Where a majority of the field painting is either interior
CMU, structural or gypsum, we request it be acceptable to use a contractor not yet certified to increase cost effectiveness to bidders. Applicable quality control and quality assurance testing/inspection will still apply to the contractors installation.
It is acceptable to use a subcontractor who is not SSPC QP 1 certified as long as the QA/QC testing and inspections still apply.

Bid Option 2 & 3 ‐ Will the design and installation of the
AMHS need to account for the award of Bid Option 1?
In other words, if the building is taller, it may affect pricing for the design and installation of the material handling system.
The intent to exercise the higher roof option is dependent on the storage capcity of the racks and will be considered if the lower rack height cannot accomidate the requested storage capability.

CG100
Det. A4 Please provide clarification for Detail A4 and flow direction of Note 21 ‐ 4" PVC foundation drain.
According to the inverts shown it appears that the 4"
PVC foundation drain should flow from west to east and be tied to the 4" solid wall pipe flowing to the north to existing strom manhole. IT appears that invert connection to the south (inv. 22,9') would not be required. Please clarify.
The 4" PVC on sheet CG100 is a perforated roof drain as shown on detail A5/CG100. This pipe is used to water the landscape area on the north side of the building. The perforated roof drain is sloping in the right direction, east to west. If that pipe does fill up, then it will discharge through the 4" pipe and into the manhole located north of the site.
The foundation drain information is located on sheet CG101 Grading Plan.

2.6.6 The Specifications include several different materials for flashings. Are we correct to assume that the Copper
Coated Flashing (2.6.6.2) is the through wall flashing, the Copper or Stainless Steel Flashing (2.6.6.3) is the drip plate, and the Rubberized Flashing (2.6.6.5) is to tie into the AVB?
Correct
47 3/13/2019
A‐501
A1 Detail A1/A‐501 shows copper fabric flashing over a drip plate. Please confirm the size of the drip plate (3” wide is industry standard).
3" is acceptable
48 3/13/2019 The plans call for an 8” CMU fire wall, grouted solid, rated for 3hrs. Is this wall required to be built from 3hr rated CMU, or will the wall achieve the fire rating from being grouted solid? An 8” CMU wall that is grouted solid will exceed a 3hr rating. The rating will be the same if the wall is built with CMU that has a 3hr rating, or if it is built with standard CMU. 3hr CMU is 75%solid, leaving minimal space for grout and reinforcement.
Standard CMU grouted solid will be acceptable.

2.3 Please confirm the number (9500) contained in the
sentence reading " Provide system capable of handling pallets of 40" x 48" x 36" and 48" in height. System can utilize 2 or 3 deep storage racks and should be capable of storing approximately 9500 of these pallets." is correct. The size of the building does not appear to lend itself to this much storage.
This is a typo, the correct number should read 590.
