SUBJECT: SOLICITATION #N4008519R7702 – GROUND MAINTENANCE AT THE NAVAL SUPPORT
ACTIVITY CRNAE, INDIANA AND THE GLENDORA TEST FACILITY, SULLIVAN, INDIANA
1. The pre-proposal conference/site visit sign in-sheets and power point presentations are provided for informational purposes only.
2. Proposal due date is extended to 2:00 p.m. (EDT)(local time) on Thursday, 20 Jun 2019. Acknowledge receipt of this amendment with your proposal.
3. The following questions and answers including referenced revised spec sections and attachments are incorporated into the subject solicitation.
Questions 1: A013 and A033 Emergency Clean Up and Disposal of Trees Blocking Roadway Section C-1503050, Spec Item 3.5 states : Also includes standing tree considered by competent person that are endangering personnel or property. Does this mean the contractor will be required to remove any or all dead trees? There are so many dead ones along the power lines alone it would require 2 men and equipment an estimated 4-6 months of work to remove.
Answer 1: No, the intention is to be able to remove a few select standing dead trees as approved by the COR/PAR that would affect operations or public safety if they fell. (See Revised Section C-1503050, paragraph 3.5 (revisions shown in red))
Question 2: A011, A029, A043, A053 Tree Control Section C-1503050, Spec Item 3.2.2 The contractor shall provide tree control to prevent encroachment on roads, buildings, ammunition storage firebreaks, and structures.
Tree control includes maintaining a 50 feet firebreak around ammunition storage areas. Remove and properly dispose of all tree trimmings. Trees do not encroach on roads, buildings, ammunition storage firebreaks, and structures. If this was in the IDIQ section I would understand it, but with it being in the FFP I need to understand what work will be required. Is this a price to clear back all areas?
Answer 2: Delete, “Tree control includes maintaining a 50 feet firebreak around ammunition storage areas” from
3.2.2 and leave “Remove and properly dispose of all tree trimmings” (See Revised Section C-1503050, paragraph
3.2.2 (revisions shown in red).
Attachment J-0200000-08, Exhibit Line Items, is revised to delete the referenced firm fixed-price line items for tree control Exhibit Line Items are renumbered. Complete and submit revised Exhibit Line Items with your proposal.
Question 3: A018 and A019 Does EA=1 Mile mean 1 mile of clearing or 1 mile both sides Also Section C- 1503050, Spec Item 3.2.1.2.1 says right of way will be cleared 50’ from pavement, would this be along the roads like H-5 where the average mowing width is 55’. The secondary asphalt roads only mow to 20’ now so there would be at least 30’ of clearing on those roads?
Answer 3: 1 mile includes both sides of the road. The areas to be re-established will be priority highways 5, 45, 58, 101, 161, 90, 99 and 331. All other secondary paved roads will be re-established at 20’. (See Revised Section C- 1503050, paragraph 3.2.1.2.1 (revisions shown in red), Revised Exhibit Line Items and Revised J-1503050-08)
Question 4: Attachment J=1503050-09 NSWC is highlighted in yellow includes inert buildings to mow 2 times. I believe the same buildings are listed on Attachment J-1503050-18 as CAAA responsibility to mow 3 times Where do I put my price to mow them?
N4008519R7702 Amendment 0001
Answer 4: See revised J-1503050-09 for revised NSWC inert building count for 2-times mowing.
Question 5: 1503050 Spec Item 2.3.2 Equipment Restrictions Is the contractor allowed to store fuel in bulk tanks (1,000 gallon) if they are OSHA approved? And could we park a truck with a tank in a containment pad when not being used?
Answer 5: No. . Fuel will not be allowed to be stored in bulk tanks on base overnight. The vehicle with the fuel tank must leave the installation at the end of each workday
Question 6: A044 Glendora Power Line Is it just mowing or does it get cleared every time also?
Answer 6: Glendora Power Line Right of Way mowing. Removal of Trees up to 8" DBH, removal of brush, side trimming, brush hogging. ROW is defined as 25' from the centerline of the utility line to a height of "to the sky".
Refer to Section C-1503050, Spec Item 3.6.5. Section J J-1503050-21
Question 7: A012, A030, A042, and A054 Annual Weed Control Section C-1503050, Spec Item 3.1.2 Section C- 1503020 Spec Item 3 and J-1503020-05 and J-1503020-06 . The total square yards listed to spray is 36,825 not including the landscape beds which is 7.6 acres approximately. Is this total weed spraying to be done in this contract? FYI this year I already sprayed approximately 20 acres in the OTA area in two days.
Answer 7: See revised J-1503020-05 for Additional Weed Control Areas.
Question 8: Some of the line items in the bid schedule are repetitive. Can you please correct them or explain if they are repeated on purpose?
Answer 8: The ELINS are correct as issued. There are repetitive ELINS due to there being difference customers that services are provided for. (ie, please note highlighted area within the ELIN schedule for NSA, CAAA, NAVFAC, NSWC, Glendora)
Question 9: Also can I please email my proposal to this address?
Please reference Section L, Proposals (page 48) for proposal submittal requirements. Proposals cannot be sent via e-mail. Price and technical proposals shall be submitted in paper copy and on CD-ROM.
