ALL QUESTIONS MUST BE SUBMITTED AT LEAST 10 DAYS BEFORE PROPOSALS ARE DUE
Item 1 Reference: Solicitation, ATTACHMENT J-1503020-08, Pest Group 7, reference to “Aerial Spray Support and Operations.”
Question: Would the Government please clarify whether Aerial Spraying is required, and if so, provide historical data on number of aerial sprayings and specify the targeted pest(s) for aerial spraying?
Answer: Aerial Spraying is an IDIQ Line item, we cannot predict the requirement. The need is based upon an Annual Aerial Survey performed by the U.S. Forestry Service. The Historical Values provided at 1503020-17, indicate that none were required. This service has not been performed under the current contract (the last five (5) years). The usual targeted pest: Gypsy Moths.
Item 2 Reference: Solicitation, ATTACHMENT J-1503020-15, number of Pest Control trouble Calls Question: Does the Historical Work Load Data in J-1503020-15 include Wildlife Trouble Calls and Animal/Carcass removal?
Answer: Yes, the Trouble Calls do include Wildlife Trouble Calls and Animal/Carcass removal.
The Historical Work Load Data in J1503020-17 is accurate.
Item 3 Reference: Solicitation, ATTACHMENT J-1503020-17, HISTORICAL IDIQ WORK.
Question: With the Historical Work Load Data in J-1503020-17 only showing one (1) occurrence for 2017 for Termite Treatment, would the Government please confirm that this was the only IDIQ work performed since June 2017, or provide updated information?
Answer: The HISTORICAL INFORMATION is correct.
Item 4 Reference: Solicitation, page 68, Section F, spec item 1503020/3, Planned Pesticide Use sheets including Pesticide Labels and Material Safety Data Sheets (SDS), inclusion with proposal.
Question: Considering that the Pesticide Use Sheets and Labels and Safety Data Sheets could easily exceed 150 pages, would it be acceptable to the Government to provide these documents after contract award?
Answer: Pesticide Labels and Material Safety Data Sheets (SDS) will not be required with the submission of the proposal. HOWEVER: These items will be part of our responsibility determination, must be supplied BEFORE AWARD and MUST COMPLY with SPEC ITEM 1503020 Paragraph 2.3.5.
Item 5 Reference: Solicitation, page 68, section F, spec item 1503020/2/3/5, Contractor’s Work Plan, inclusion with proposal.
Question: Would it be acceptable to the Government to provide the Contractors Work Plan after award of the contract? If not, would the Government please provide instructions as to where to include the plan in the proposal?
Answer: The Contractor’s Work Plan is required with the submission of the proposal. It is part of our Pre Award Survey Work (Section M). The work plan should be provided in any (ex. .doc,.pdf) un-editable format as a separate attachment.

Item 6 Reference: Solicitation, pages 29-30, spec item 2.7.1, Key Personnel Question: Was it the Government’s intent to have contractors staff and price the positions of Project manager, Quality Manager, Site Safety Health Officer and Environmental/Energy Manager on this “Pest Control Contract?”
Answer: Spec Item 2.7.1 Key Personnel and subsequent paragraphs describe what the Government needs for performance, and the qualifications required by employees that hold each position. The Government has no input on the price you quote for each line item. NOTE: This is a SCA Covered Contract.
Item 7 Reference: Solicitation, PWS, page 32, spec item 2.7.1.4, Environmental/Energy Manager Question: If an Environmental/Energy Manager is required for this project, can they be the same person as the Project Manager?
Answer: Yes
Item 8 Reference: Solicitation, page 149 of 151, section L.3 PRICE PROPOSAL SUBMITTAL REQUIREMENTS, item c., “Copy of the State of New Jersey Department of Environmental Protection Licensing and Pesticide Operations in all applicable categories.”
Comment: Other than the incumbent or a local contractor, it is unlikely that other offerors outside the local area would have personnel on staff that would have the necessary licenses to meet the submittal requirement “with the proposal” for the State of New Jersey. To meet the requirement for submission with the proposal, those contractors would require hiring the necessary staff prior to proposal submission with no assurance of wining and contract award.
Question: Would it be acceptable to the Government for the awarded contractor to submit a copy of the State of New Jersey Department of Environmental Protection Licensing and Pesticide Operations in all applicable categories after contract award and prior to start of contract performance?
Answer: In Accordance With (IAW) Section L paragraph L.3 line (c ): We require a copy of the State of New Jersey Department of Environmental Protection Licensing and Pesticides in all applicable categories with your proposal.
