PRE-PROPOSAL INQUIRY RESPONSES

Question No.

Reference (Sect/Para/Page)

QUESTION GOVERNMENT RESPONSE

1 ELIN Table Option 7 Replace

Windows (360)

Please clarify window scope for Seed project. Some windows appear to have already been replaced. Plans for Bldg 4 show a total of 106 windows, not 360 as indicated on the ELIN Schedule.

Please indicate Qty, size and type of windows to be replaced.

Please see Part 6 Reference drawings for quantities, sizes and types of windows. All windows are required to be replaced per the RFP. Counting the windows as a whole unit ie 1 cut out = 1 window, we count 108. ELIN sheet has been adjusted to reflect this quantity, but ALL windows are to be replaced.

2 All Drawings Unit Prices are called for on the drawings but they are not indicated on the ELIN Schedule. Where is this information supposed to be provided in the cost proposal?

Drawings in Part 6 are for reference only, disregard unit prices.

3 ELIN Schedule Please confirm Seed Project quantities for all ELINS shall be based on quantities provided in the ELIN Schedule

The quantities provided on the ELIN sheet shall be used for bidding purposes.

Please be advised this solicitation containts FAR clause 52.211-18, Variation in Estimated Quantity

4 ELIN Schedule Please confirm cost for waterproofing after tuckpointing belongs in Base Bid line item.

Waterproofing costs should be associated with each base and options per the

RFP.

5 N4008518R3019N 40085-18-R-3019 Solicitation (PG-56

& 57)

Instruction to offerors section 5 indicates "Electronic submission or Hand deliveries will not be accepted".

Can you please consider hand delivery of the proposal? This can buy us an extra day for submission.

Hand deliveries will not be accepted. Proposors may not have access to the base; allowing hand delivery provides an advantage to those that do.

6 N4008518R3019N 40085-18-R-3019 Solicitation (PG-

55)

Instruction to offerors indicates "The period of performance for the seed project, Bldg. 4VA, is 180 calendar days" Is this period of performance including the design period or is the design period independent of the 180 days?

Total task order completion date is being extended to 280 calendar days. This period starts at time of task order award and goes through project completion.

Please see revised Instructions to Offerors.

7 N4008518R3019N 40085-18-R-3019

Solicitation

SF1442 item 17 calls for "SEE SCHEDULE OF PRICES". We didn't find any documents titled with a schedule of prices. Please confirm that the document titled as "N4008518R3019N40085-18-R- 3019_ELINs" is the document in question and required to submit the pricing concerning this bid.

The Schedule of Prices are the Contract Line Item Numbers (CLINs). In this case, there will be one CLIN with a not to exceed amount of $25,000,000.

The Exhibit Line Item Number (ELIN) pricing sheet will be used for the seed project, and the per linear foot of tuckpointing prices shall be used for future projects.

8 N4008518R3019N 40085-18-R-3019

Solicitation

Section B (Supplies or Services and Prices) is provided on Page 3 of the reference document. What does the government expect from the contractor pertaining to section B? Please explain.

No amount needs to be entered into Section B. It is $25,000,000 not to exceed.

It is called Supplies or Services, and services in this instance include construction services.

9 N4008518R3019N 40085-18-R- 3019_ELINs

Will the contractor need to fill out all the worksheets (Total Evaluated price and ELINs Base year to ELINs option year 4) on the referenced documents?

Yes.

10 N4008518R3019N 40085-18-R- 3019_ELINs

Reference document indicates base scope and 9 options. However, section

1.0 project description (N4008518R3019N40085-18-R- 3019_SOW_Pt_1 Page 194) calls for base bid and 8 options. Please clarify.

Reference Document is correct. We will update the RFP to include Asbestos allowance as Bid Option #9

11 N4008518R3019N 40085-18-R- 3019_ELINs

The project description and details provided on the document (N4008518R3019N40085-18-R- 3019_SOW_Pt_1) do not match with the description provided on the reference spreadsheet for the base bid and all other options. Will the contractor need to bid only the quantities and the construction activity shown on each row (The base bid and all other options) of the reference spreadsheet? Please clarify.

This is an Indefinite Delivery/Indefinite Quantity solicitation. The Total Evaluated Price tab includes option items that are part of the seed project only. Proposors shall provide unit pricing for tuckpointing, at the quantity thresholds listed, on each ELIN tab. These unit prices shall be used on future task orders awarded on the contract resulting from this solicitation.

12 N4008518R3019N 40085-18-R-

3019_SOW_Pt_1

Section 1.0 project description of the reference document calls for "Complete tuckpoint all exterior mortar joints and replace brickwork that is damaged, cracked, spalled, missing or unsound. Mortar and brick replacement shall match existing and shall be properly sealed. Replace existing weeps and weep holes with new and include cell vents. Replace all exterior gutters, downspouts, louvers, wall vents and gutter flashing."

However, provided excel spreadsheet (N4008518R3019N40085-18-R- 3019_ELINs) base scope only shows Tuckpointing of 75098 SF, which is in conflict. Please clarify.

Reference sheet includes everything that is outlined in the RFP base bid. Same goes for each bid option, the RFP is detailed and bids shall include everything as outlined in the RFP for each base bid and bid option.

13 N4008518R3019N 40085-18-R-

3019_SOW_Pt_1

Section B201005 of the reference document calls for "replace all exterior louvers with new." Please provide size and quantity of the louvers for bidding purpose. Also, please mention which line item (base bid to option 9) should include the price of louvers?

Per RFP 1.0 base bid includes Louvers. Louvers can be seen in Part 6 of exterior elevations as well as noted at site visit.

14 N4008518R3019N 40085-18-R-

3019_SOW_Pt_1 and

N4008518R3019N 40085-18-R- 3019_ELINs

Section 1, bid option 6 and section B201004 of the document (N4008518R3019N40085-18-R- 3019_SOW_Pt_1 ) indicates "Replace all terracotta parapet cap and flashing throughout, match existing on original Building 4". Which is in conflict with the description provided on bid option 6 of the spreadsheet which calls for "replace terracotta parapet, flashing".

We did not see any terracotta parapet during the walkthrough. Is it just the parapet cap and flashing, or is the terracotta parapet just a typo? Please clarify.

The main north building has terracotta parapet cap.

This can be seen in the Part 6 Pictures.

15 During the walkthrough, we were told that window quantities provided in the spreadsheet is inaccurate and needs to be corrected. Please provide corrected numbers and sizes of the windows

See response to Question 1.

16 Who is the manufacturer that was used on the most recent roof areas replaced?

The manufacturer used for the previous roof areas was GAF Materials Corp

17 What is the make-up of the existing roofing that is to be removed and replaced? (thickness, material, etc.)

The existing roof shall be a tar and gravel system. Part 6 shows replacement details.

18 We noticed during the walkthrough that there is an existing lightning protection system sitting on the roof which needs to be removed and reinstalled during the roofing work. Is this system still under warranty?

Please provide the contact information of the contractor that installed the system. Also, please mention which option you expect us to include the price of in the proposal.

The existing Lightning protection system is not under warranty. The lighting protection shall be included in the roofing option.

The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
