Remedial Action Operation Multiple Award Contract (RAOMAC) Contract ___________, CTO _______ Performance Work Statement Annual Groundwater Sampling and Reporting Naval Support Activity, Mechanicsburg, PA 15 January 2017

GENERAL

This Performance Work Statement (PWS) describes a Contract Task Order (CTO) to perform annual groundwater sampling and reporting at Site 3 located at the Naval Support Activity (NSA) Mechanicsburg, Pennsylvania. The duration of work under this CTO shall not exceed sixty (60) calendar months from the award date.

All requirements of the Basic Contract, in addition to those specifically mentioned in this CTO, remain in full effect and performance under this CTO shall be in accordance therewith. The Naval Facilities Engineering Command (NAVFAC) will administer and manage the Work Elements under this CTO. The CTO will be directed by a Remedial Project Manager (RPM) of the North Integrated Project Team located in the Mid-Atlantic Region of NAVFAC.

The primary work elements, as described in the following sections of this PWS consist of project management activities, the production of work plans, completion of field work, and reporting of results and data.

The Contractor will furnish all labor, materials, tools, supplies, equipment, transportation, services, project management, permits, contract/procurement administration, and other appurtenances necessary as to execute all work described in this PWS.

The CTO will be for a base period, and the Government will have the ability to exercise four (4) options. The total duration of the task order, including options, if exercised, will not exceed sixty (60) months. A firm-fixed-price shall be provided for the base period and for each option. For purposes of evaluating offers for award, the Government will utilize the pricing submitted for the base period and all options. If there are changes to the scope of work over the course of the task order term, a modification proposal will be requested, and once negotiated, the changes will be incorporated into the task order by bilateral agreement. For purposes of proposal preparation, offerors should use the work elements listed in Sections 2-6 below as a basis for developing the price proposal for the base period, as well as the four (4) options, which may be exercised at the Government’s discretion.

Performance Objective The performance objective for this project is to complete annual sampling of groundwater in a quality-controlled manner so as to provide representative data to present in an Annual Monitoring Report (AMR) that is acceptable to the Navy, US Environmental Protection Agency (US EPA), and Pennsylvania Dept. of Environmental Protection (PA DEP).

The Contractor is expected to achieve the objective(s) of each work element in the most direct, cost effective, and timely manner. Schedule adherence is expected with delays resulting in lower performance evaluation ratings and allowed earned value percentage.

General Activity Background NSA Mechanicsburg is a shore activity with a mission to coordinate and provide common base support services to tenant activities and other naval units located on the base in Mechanicsburg, Pennsylvania. Naval Supply Systems Command Headquarters is a major tenant of the base. Buildings occupy approximately 25 percent, roads more than 13 percent, and railroads more than 11 percent of the installation area. NSA Mechanicsburg contains more than 9 million square feet of building space. Of the 155 buildings within the facility, approximately 83 percent are used for supply and storage, slightly more than 7 percent are used for administrative offices, and 4 percent are used for maintenance and production.

During the course of the NSA Mechanicsburg Navy’s Installation Restoration (IR) Program, 66 environmental sites have been addressed. Fifteen are classified as distinct IR sites, with an additional 51 as AOCs. Ongoing Land Use Control (LUC) inspections are part of the remedies at Sites 1, 3, 8, and 9. At Site 3, long-term groundwater monitoring is ongoing in accordance with the 2004 ROD. The ROD for Site 8 was signed in September 2009 with the ROD for Site 9 signed in September 2010.

Site 3 Environmental Restoration History Site 3 is the location of former Ball Road Landfill and Former Burn Pits (1 & 2) and has been the focus of extensive investigation and remedial actions since 1984. Site 3 covers approximately 7.5 acres across the southwestern portion of NSA Mechanicsburg. The site has a history of groundwater contamination and due to a complex geologic setting, successful remediation of groundwater has been challenging. The Navy and the US EPA jointly selected a remedy for Site 3 groundwater as documented in the ROD. The primary action for restoration of groundwater was the injection of a chemical oxidant into the aquifer beneath the site to breakdown organic contaminants with subsequent monitoring (i.e., groundwater sampling) to determine if cleanup goals were achieved. Post injection monitoring was performed from approximately 2004 to 2016 with annual sampling ongoing. This monitoring has indicated a slow but gradual increase in the concentration of contaminants of concern.

Annual sampling has included approximately 50 wells, with most wells located at Site 3; however, nearby wells in adjacent sites 8 and 9 are included for completeness of the plume evaluation.

The Contractor is responsible for obtaining all available site information needed to fulfill the requirements of the PWS.

WORK ELEMENT 1 – PROJECT MANAGEMENT AND MEETINGS

Project Management Project management shall include all general project management, infrastructure, and contract administrative support required to cost-effectively manage the CTO to the project schedule. The Contractor Project Manager (PM) will participate in a routine CTO update call with NAVFAC RPM to review technical progress, financial status, outstanding items, and schedule. Call frequency will be approximately every four to six weeks with an estimated duration of 0.5 to 1 hour per call.

Project Meetings Contract/Project Kick-off Conference Call The Contractor will schedule a contract/project kick-off meeting within 14 days of the CTO award. Attendees at this meeting shall include the RPM, NSA Mechanicsburg Environmental Director, and Contractor staff. The agenda for this meeting shall include introduction of Contractor staff, communication chain, discussion of performance objectives, and schedule. The kick-off meeting applies to the base period only.

Tier 1 Partnering Team Meeting The Contractor will be required to attend one meeting per year to present results of the annual sampling event to the NSA Mechanicsburg Partnering Team. The Contractor will prepare a summary level presentation in electronic format. The Contractor should be prepared to provide the electronic file one week in advance of the meeting for the Navy RPM’s review. For pricing purposes, the Contractor should assume the meeting will be held in Mechanicsburg, PA and will require handouts for 10 attendees.

WORK ELEMENT 2 – PROJECT PLANS

The Contractor shall ensure all project plans are approved by the Navy, with regulatory agency concurrence, in accordance with the deliverable schedule in Section 8. Acceptance of the plans by the Navy does not relieve the Contractor of the obligation of complying with the requirements of the plans, this PWS, or the Basic Contract. Project Plans shall be consolidated deliverables, as appropriate.

Sampling and Analysis and Quality Assurance Project Plans A Sampling and Analysis (SAP) was last issued for Site 3 in 2008 (Tetra Tech 2008) with annual amendments issued, as needed, on a yearly basis to adjust the wells sampled and/or analyte list. Section 12 provides the list of reference documents that are being provided with this solicitation.

Due to the age of the existing SAP, the Contractor will generate a NAVFAC compliant Tier II Sampling and Analysis (CY17 SAP) with a Uniform Federal Policy-Quality Assurance Project Plan (UFP-QAPP) for the calendar year 2017 (CY17) sampling event (see Section 12 for template reference and NAVFAC 2011). CY17 is the base year for this CTO.

The CY17 SAP and subsequent modified worksheets will require review and approval by the NAVFAC Quality Assurance Officer (QAO) and RPM, prior to regulatory review and field implementation. The Contractor will utilize the Navy Installation Restoration Information Solution (NIRIS) process to facilitate the review by the QAO.

The CY17 SAP must be reviewed and accepted by US EPA and PA DEP.

For sampling events performed in subsequent years, modified worksheets will be submitted for Navy, EPA, and PA DEP approval (see Section 12). The CY17 SAP and modifications shall be written in accordance with applicable regulatory guidance documents and NAVFAC Environmental Work Instructions.

All sampling and analysis, as described in the Contractor’s SAP-QAPP, must be compliant with DoD Quality Systems Manual Version 5.1 (US DoD and US DOE, 2017).

Health and Safety Plan The execution of all field work in a safe manner is of the utmost importance to the Navy and the responsibility for safe work practices is the responsibility of the Contractor. For purposes of this CTO, the Contractor will generate a Health and Safety Plan (HASP) and Activity Hazard Analysis (AHA). The HASP should be constructed for the planned work, and in compliance with all Navy required regulation, policies, and guidance.

The Contractor’s HASP shall be in compliance with FAR 52.236-13, 29 CFR 1910.120 (as applicable), the current requirements of the US Army Corp of Engineering Manual 385-1-1, and NSA Mechanicsburg safety plans and standard operating procedures. The Contractor’s HASP will address all sections deemed appropriate for performing this project, and that when adhered to, will provide a safe and healthful environmental for all personnel involved. For sampling events performed beyond CY17, the HASP and AHA shall be reviewed and amended, if needed, to address changes in the field.

The HASP shall be immediately accessible to all workers at the site at all times during the project, and copies shall be mounted on the wall, located adjacent to the Contractor's Safety and Health Bulletin on site, or available in every vehicle utilized for work under this CTO.

The HASP must be reviewed and accepted by Navy personnel and NAVFAC RPM.

For sampling events performed beyond CY17, the HASP shall be reviewed and amended, if needed, to address new or changed field conditions or hazards.

Waste Management Plan The Contractor is required to provide a Waste Management Plan (WMP). The Contractor’s plan will: (i) document the Contractor’s contractual, legal, and risk-management requirements in the generation, storage, sampling and analysis, waste typing, transportation, treatment, and ultimate disposal of all waste associated with the execution of the work described in this CTO; and (ii) assure that waste generated in the course of the fieldwork is safely managed and disposed in accordance with all applicable laws and regulations. The WMP shall be standalone plan and shall address the disposition of all types of investigative-derived waste (IDW) generated by the Contractor and shall include at a minimum:

· a description of the wastes expected by types;

· a description of minimization techniques for reducing the generated quantities of IDW;

· a review of applicable federal, state, and local regulatory criteria governing the management of these materials;

· a characterization rationale for solid and liquid waste materials;

· a rationale for on-site management of each expected waste type; and

· waste transportation, treatment, and disposal methods for fieldwork.

The CY17 WMP must be reviewed and accepted by US EPA and PA DEP.

For sampling events performed beyond CY17, the WMP shall be reviewed and amended, if needed, to address changes in the field.

The WMP shall be immediately accessible to all workers at the site at all times during the project.

WORK ELEMENT 3 – FIELD WORK

The sequence of field work is anticipated to include mobilization, a synoptic water level measuring effort, the sampling of designated wells, and demobilization. Field work should be planned to be completed during May of each year.

The initiation of any fieldwork at NSA Mechanicsburg shall not commence until the Navy provides verification that the project plans have been approved. All field work shall be executed in accordance with the approved project plans. The Contractor’s project manager shall notify the NAVFAC RPM and the NSA Environmental Director, in writing or by phone, at least two weeks prior to the scheduled date of commencement of fieldwork.

General Work Conditions Work restrictions shall be adhered to by all Contractor personnel. Contract personnel employed on NSA Mechanicsburg shall become familiar with and obey Activity regulations, including safety, fire, traffic, and security regulations, and keep within the limits of the work area and avenues of ingress and egress. Ingress and egress of Contractor vehicles is limited to the main gate. Do not enter any restricted areas unless required to do so and unless cleared for such entry. The Contractor’s equipment shall be conspicuously marked for identification.

Contractor employees shall park privately owned vehicles in an area designated by the NSA Environmental Director. This area shall be within reasonable walking distance of the sampling site. Contractor employee parking shall not interfere with existing and established parking requirements of the Activity.

The Contractor will perform cleanup activities during progress of the work, at the completion of the work, and in accordance with the Basic Contract. Cleanup shall be conducted to keep the site free from accumulations of waste materials, rubbish, and windblown debris resulting from sampling operations.

The Contractor shall make every effort to prevent the spread of contamination or release of contaminants to the environment in accordance with federal, State and local laws, regulations, and instructions.

The Contractor shall be responsible for the safety and security of their equipment and materials at all times. Equipment may be stored within the fenced area of Site 3 during site activities.

The Contractor will provide all field forms and copies of logbook pages as an appendix to the AMR.

Water Level Measurement The depth to water will be measured from wells located at Sites 3, 8, and 9, as listed in Table 3-1 of the 2016 AMR (Watermark 2016) as provided in Section 12. All efforts should be made to acquire the measurements within a 48 hour period so that water levels represent a similar aquifer state. To the extent possible, water level measurements should not be performed within three days following a rainfall event.

Water levels will be measured using procedures as provided in the SAP-QAPP. During the visit to each well, depth to water and total well depth (i.e. sounded depth) below top of casing (TOC) will be measured and recorded. In addition, an observation of the well condition will be recorded in the field logbook. This information will be included in the AMR.

Groundwater Sampling and Analysis The collection of groundwater samples shall commence following the collection of water level measurements. The Contractor will perform low flow sampling consistent with procedures used during recent sampling events (i.e., 2016). Sampling procedures will be fully described in the SAP-QAPP for Navy and regulatory review/acceptance. The measurement of field parameters will include pH, temperature, dissolved oxygen, oxidation reduction potential, specific conductance, turbidity, and salinity.

Groundwater samples to be submitted for analysis will be collected at the wells listed in Table 3-2 of the 2016 AMR (Watermark 2016) as provided in Section 12. The analytical requirements for each well’s sample is provided in Table 2. Sample collection methods, the number of QA/QC samples and sample handling will be performed in compliance with the procedures provided in the SAP-QAPP.

All groundwater samples will be submitted to a Navy-approved laboratory and analyzed using the following methods:

· EPA Method 8260 for volatile organic compounds (VOCs);

· EPA Method 8082 for the polychlorinated biphenyl (PCB) Aroclor-1260 only; and

· using the appropriate EPA Methods for total arsenic, manganese, and total iron.

A subset of nine wells will be sampled for select parameters, as listed in Table 1, including geochemistry parameters [(alkalinity (total), ammonia, chloride, iron (dissolved), nitrate, sulfate, sulfide (total), and total organic carbon], chloride, temperature, conductivity, dissolved gases [ ethane, ethene, and methane], and dechlorinating bacteria [Dehalococcides, tecA reductase, BAV1 vinyl chloride reductase, and vinyl chloride reductase].
