AMENDMENT 0002
RESPONSES TO PRE-PROPOSAL INQUIRIES (PPIs)
QUESTION GOVERNMENT RESPONSE Response Number
Can the Navy provide any information on what is obstructing wells S03M69D2 and S03M64D1?
No additional information is available beyond the description provided in the 2016 Annual Monitoring Report. 05
Is all purge water drummed and if so, where are the drums stored? When does disposal of the drums need to be completed by?
The storage of IDW will be coordinated with the NSA Mechanicsburg ER Director who will designate on onsite holding area prior to waste disposal determination.
Holding time for liquid IDW will be in compliance with State and Federal regulations. 06
Are all Site 3 wells located in the RV parking lot area?
Site 3 wells are located within and exterior to the fenced RV parking area. 07
Will the Navy provide to the awardee editable copies of the text in Word, Excel tables and graphs, and CADD/GIS files for the drawing for use in preparation of the SAP/QAPP and Annual Monitoring Report?
No, the Contractor is responsible for the generation of text and graphics for use in preparation of all documents. 08
Is there a previously prepared WMP that can be used as a template?
Per the PWS, the Contractor is responsible for generation of a Waste Management Plan. It is in the best interest of the Navy for the Contractor to construct a plan that documents the Contractor’s contractual, legal, and risk-management requirements in the generation, storage, sampling and analysis, waste typing, transportation, treatment, and ultimate disposal of all waste associated with the execution of the work and to assure that waste generated in the course of the fieldwork is safely managed and disposed in accordance with all applicable laws and regulations. 09
For the two monitoring wells with obstructions, if the obstruction(s) can be identified but cannot be removed, is it satisfactory if the well(s) is still able to be sampled? If the obstruction(s) can be identified, cannot be removed, and the well(s) cannot be sampled, should the offeror propose to abandon the well(s) and install a new one(s)?
The Contractor will determine the nature of the obstruction and remove if possible. The Contractor should plan to sample the wells regardless whether the obstruction can or cannot be removed. The Contractor is not responsible for well abandonment nor replacement via installation of a new well. 10
Is there an area to leave equipment overnight or must it be taken offsite?
The Contractor may leave a small trailer within the fenced area of Site 3 during sampling events for equipment storage.
The trailer must be removed during demobilization. 11
Can sampling be performed on weekends or is it preferred for sampling to be performed on weekdays? Is there an order of sampling?
The Contractor should not plan for weekend sampling.
The Contractor may determine the sequence of well sampling. 12
Can the Navy provide clarification for response #04 on Amendment 001 dated 2/21/17? The response indicated that Teflon or Teflon-line tubing was required, but the Watermark Annual Monitoring Report stated that dedicated polyethylene tubing was used for sampling.
Clarification from Watermark indicates the statement is in error. The Navy is requesting the use of Teflon or Teflon-lined tubing for VOC sampling as per US EPA EQASOP-GW 001, Rev. Jan 2010. 13
