EXECUTIVE SUMMARY
On July 8, 2014 the Navy tasked Resolution Consultants (Resolution) to conduct additional site assessment activities for petroleum hydrocarbon impacted soil and groundwater at Tank Farm 950 at the Naval Surface Warfare Center, Carderock Division, Ship System Engineering Station (NSWCCD-SSES) located in Philadelphia, Pennsylvania under the Comprehensive Long-Term
Environmental Action Navy (CLEAN) Contract No. N62470-11-D-8013, Contract Task Order (CTO)
WE25. The NSWCCD-SSES is located within the Navy-retained property at the Philadelphia Naval
Business Center (PNBC).
The primary objective of this investigation will be to evaluate data gaps identified from the Site
Characterization Report (SCR) (Tetra Tech, 2004) and subsequent additional remedial and characterization activities. Activities occurring as part of this Sampling Analysis Plan (SAP) addendum have been outlined in the Remedial Action Plan (RAP) (Resolution, 2013) and all site work is covered under the authority of the Tier II SAP which includes the Field Sampling Plan and
Quality Assurance Project Plan submitted in February 2012 (Tetra Tech, 2012). The RAP was prepared in general accordance with the Storage Tank and Spill Prevention Act (Act 32); the
Storage Tank Corrective Action Process regulations (Pa. Code Title 25, Chapter 245, Subchapter D) and the Pennsylvania Department of Environmental Protection (PADEP) Storage Tank Cleanup
Program Guidelines (255-4000-001; Sept. 2005).
During this scope of work, four monitoring wells will be installed and developed (MW09 through
MW12). Resolution will conduct an analysis of potential light non-aqueous phase liquid (LNAPL) migration pathways by conducting interviews, reviewing documents, including as-built drawings, sewer maps, water maps, and assessing the existing structures while on-site. Two groundwater sampling events will be conducted of the well network to account for seasonal variability.
This document is a modification of a Tier II SAP prepared by Tetra Tech (Tetra Tech, 2012) for site characterization at Tank Farm 950. As an addendum, this document includes only those items that are supplemental to, or different from, information and procedures presented in the original SAP.

SAP Addendum Worksheet #11: Project Quality Objectives/Systematic Planning Process Statements
The United States Environmental Protection Agency’s Guidance for Systematic Planning Using the Data Quality Objectives (DQO) Process (USEPA, 2006) describes the process used to determine the type, quantity, and quality of data necessary to support decision-making regarding current site conditions and future site management. Inherent in the development of DQOs is a systematic and logical approach intended to yield an efficient sampling design based on accepted levels of potential decision errors. The following sections present the problem statement, decision criteria, information inputs, and the analytical approach, along with decision rules to be used for field activities at Former Tank Farm 950. Performance criteria, to assure data used to make project decisions are of sufficient quality, are also presented herein.
The DQOs are presented in the following table. General discussions of each step of the DQO process are presented below.
State the Problem
Additional investigation activities for the presence of petroleum contamination in groundwater is necessary at Former Tank Farm 950 are necessary to address the PADEP comments dated March
13, 2014 regarding the 2004 SCR. Specific issues to be addressed at the sites are as follows:
Four monitoring wells (MW09 through MW12) will be installed and developed.
Two groundwater sampling events will be conducted of the well network. The first round of groundwater sampling will be conducted after the newly installed monitoring wells have been allowed to stabilize for a minimum of two weeks after installation. The second round of sampling will be conducted three months after the first round to account for seasonal variability.
Groundwater samples will be analyzed for PADEP Revised Short List of Petroleum Products for jet fuel, No. 2 fuel oil, and Nos. 4, 5, and 6 fuel oils using EPA Methods 8260B, 8270C, 6020A, and 8011.
As a follow-up to an exceedance in a post confirmation sample collected during the 2012 lead hot-pot excavation, a small area of soil (less than 1 cubic foot) will be removed by hand in the area between the previous excavation and the asphalt pad. Soils will be contained in one 55 gallon drum and stored on-site pending transportation and disposal.

WS 11-2
Identify the Goals of the Study
The primary objective of this investigation will be to evaluate data gaps identified from the Site
Characterization Report (SCR) (Tetra Tech, 2004) and subsequent additional remedial and characterization activities.
Identify Information Inputs
To resolve the problem statement, the following data must be collected at each of the sites:
Chemical Data — Environmental media must be analyzed for potential site-related contaminants, as presented in Worksheet #15. The target analytes are based on the previous data were available and site history gathered from background documents including the 2013 RAP (Resolution, 2013), Post Remediation Investigation Activities Report
(April 25, 2012) and the 2012 SAP (TetraTech, 2012). Worksheet #15 lists all chemicals to be analyzed. Resolution of the problem statement requires that analyte-specific concentrations be compared to the PALs in Worksheet #15.
Field Parameters/Observations – Field observations, including groundwater elevations, headspace VOCs, and LNAPL presence, will be recorded. This information will be used to refine the CSM to assist the evaluation of the nature and extent of contamination.
Define the Boundaries of the Study
Lateral Boundaries
The boundaries of Former Tank Farm 950 extending north and west to the harbor, Building 833 and Constitution Avenue to the south, and Former Building 47 and 15th Street to the east.
The well network MW01 through MW08 and proposed wells MW09 through MW12.
Vertical Boundaries
The horizontal and vertical extent is based on the monitoring well network, tidally influenced depths-to-water, and the historically reported depth of impacts to soil.
Temporal Boundaries
Additional site investigation activities will begin approximately December 8, 2014 and continue through two rounds of groundwater sampling. The technical period of performance is predicted to be complete April, 2015.
Philadelphia, PA 12/12/2014
WS 11-3
Develop the Analytical Approach
If the results of the groundwater gauging events indicate no presence of LNAPL and dissolved phase concentrations of select analytes are less than the project screening criteria listed in
Worksheet #15, then NFA consent will be pursued. If groundwater gauging determines the presence of free-phase LNAPL and/or concentrations of select analytes exceed applicable project screening criteria (Worksheet #15), then the nature and extent of impact will be assessed and a determination of plume stability will be evaluated.

SAP Addendum Worksheet #14: Summary of Project Tasks
Clearing
Prior to the initiation of intrusive field work, Resolution and the Navy will conduct a site visit to mark out the proposed sampling locations. The mark out of the locations will be utilized for utility clearance (described below). The locations will also be cleared through local base personnel with historical knowledge of subsurface utilities.
Utility Clearance
Intrusive field investigation activities related to monitoring well installation and excavation are planned. Prior to the initiation of this field work, utility clearance will be conducted via a geophysical survey and via air knife/vacuum extraction.
Drilling and Subsurface Soil Sample Collection
Monitoring wells will be installed. The proposed boring locations are illustrated in Figure 3. The proposed locations may be adjusted in the field based on the presence of subsurface hazards.
Sample Handling
All samples will be preserved in accordance to this SAP. Upon collection the samples will be placed in coolers on ice and shipped to the laboratory chilled to less than 6 °C. Samples will be shipped on the day of sampling or as soon as logistically possible. All samples will be handled under appropriate chain-of-custody procedures.
Quality Assurance/Quality Control
The QA/QC sample collection frequency is as follows and project specific QA/QC samples are shown in Worksheet #12 (TetraTech, 2012) and combined worksheets #18, 19, 20, 30 (herein).
Equipment blanks - 1 per day per type of non-dedicated sampling equipment used for those methods and matrices for which they are included.
Trip blanks - 1 per cooler containing VOC samples and 1 per cooler containing 1,2-dibromoethane
Field duplicates – (single blind samples) 1 per 20 samples per method and matrix
MS/MSD or MS/Matrix Duplicate - 1 per 20 samples per method and matrix
Philadelphia, PA 12/12/2014
WS 14-2
Equipment Decontamination
To the maximum extent possible, Resolution will utilize dedicated and disposable sampling equipment to avoid the potential for cross contamination of samples due to inadequate decontamination processes. The dedicated sampling equipment will include plastic scoops, acetate liners, disposable gloves, and laboratory supplied sample bottles. Non-disposable or non-dedicated sampling equipment will be decontaminated prior to sampling and between samples. Cleaning of equipment is performed to prevent cross-contamination between samples and to maintain a clean working environment for all personnel. Decontamination will generally consist of a water rinse station to remove gross contamination (if needed), followed by a non-phosphate detergent (e.g., Alconox) water rinse, and a rinse with de-ionized water. All water generated during decontamination of sampling equipment will be containerized as IDW and disposed of per appropriate procedures.
Investigation-Derived Waste Management
Soil cuttings and monitoring well development water will be collected in properly labeled 55-gallon drums and temporarily stored on the site for off-site disposal. The containers will be characterized with laboratory analyses and properly disposed at a Navy approved disposal facility.
Laboratory Coordination, Data Management and Validation
Resolution’s Project Chemist will track the samples from collections through analysis and obtain data packets from the laboratories within the appropriate turn-around-time of sample receipt. A signed certificate of analysis will be provided in the narrative section of each laboratory data package. The laboratory will submit the data in hard copy and an electronic format.
Analytical results will be validated according to the procedures in combined Worksheets #34-36.
Resolution will be provided with the hard copy and electronic version of the laboratory. The hardcopy and electronic versions will be examined for completeness and accuracy. The electronic copy will be compared to the hardcopy results by Resolution’s Project Chemist and then loaded into the Resolution Sharepoint site and database.

SAP Addendum Worksheet #17: Sampling Design and Rationale
Soil Removal
A removal action was conducted in 2007 that included the removal of 565 tons of petroleum impacted soil. Post excavation soil sampling and a site wide soil boring program conducted by
Tetra Tech in 2012 indicated that soil at the Site attains the SHSNRU with the exception of an isolated occurrence of lead south of tank JP5. Based on this information, no additional excavation of soil related to the release of petroleum products at the Site is warranted other than the potential removal of this isolated “hot spot”.
On January 16, 2014, a “hot spot” excavation was completed to address the isolated lead exceedance in soil sample 951SB001-0304. Approximately 900 cubic yards of soil were removed by
Tier Environmental from and area 4 feet wide by 9 feet long by 6 inches deep. Soil was removed to the west until asphalt was encountered. To the east some additional soil remained between the excavation and the asphalt. Confirmation soil samples were collected from two locations PE-1(0-
0.5) and PE-2(0-0.5’). Sample PE-2 exceeded the PA non-residential MSC direct contact value for surface soil (0-2’) of 1,000 mg/kg and both samples exceeded the PA non-residential MSC soil to groundwater value of 450 mg/kg for total lead.
Groundwater
Petroleum-related volatile organic compounds (VOCs) or semivolatile organic compounds (SVOCs) were not detected above the GWNRU during the 2012 groundwater sampling event. Although the
2012 groundwater results did not exceed the GWNRU, LNAPL has been observed in MW03 and
MW06. Potential data gaps exists upgradient and downgradient of these two monitoring wells as discussed in Section 3.3.
Groundwater from MW05 exceeded the GWNRU for lead. MW05 is located on the eastern upgradient edge of the Site. Lead has not exceeded the SHS in monitoring well MW04 located adjacent to
MW05 nor monitoring wells MW01 and MW08 located downgradient of MW05.
Philadelphia, PA 12/12/2014
WS 17-2
Monitoring wells will be installed to close potential data gaps as follows:
MW09 will be installed downgradient of MW03 and MW06
MW10 will be installed sidegradient of MW03 and MW06, and
MW11 and MW12 will be installed upgradient of MW03 and MW06.
Monitoring well locations are shown on Figure 3; however final locations may be adjusted due to field conditions.
Monitoring Well Installation
The monitoring wells will be installed by a qualified driller using a hollow stem auger drill rig under the oversight of a Resolution geologist. Monitoring wells will be installed across the water table from 2 to 12 feet below ground surface, with final depth and screen interval potentially adjusted based on field observations of Resolution geologists. Monitoring wells will be constructed with 2-inch Schedule 40 polyvinyl chloride (PVC) well casing and 0.01 inch slot screens. Morie No.1 filter sand packs will extend 1 foot above the top of the screen and a bentonite seal will cap the filter pack.
The monitoring well installed inside of Building 520 will also be installed by a qualified driller using a combination of tools such as an air compressor, jackhammer, posthole digger, hand auger, and vacuum excavation rig.
The wells will be developed by using a submersible pump. Groundwater quality parameters
(temperature, pH, ORP, turbidity, and specific conductivity) may be monitored during the well development. The wells will be developed until the turbidity is less than 10 nephelometric turbidity units (NTU) or for a maximum of two hours, whichever occurs first. The purge water and soil cuttings will be containerized and sampled for waste characterization purposes. The drummed investigation derived waste will be staged onsite while arrangements are made for disposal. Once the wells have been developed they will be allowed to equilibrate with the aquifer for at least 14 days before they are sampled.
Groundwater Sampling
Once monitoring wells MW09, MW10, MW11, and MW12 are installed and have stabilized for a minimum of 14 days, Resolution will conduct one round of groundwater sampling from the entire well network to determine if dissolved phase petroleum related constituents are present above the GWNRU. In addition, one groundwater sample will be collected from MW05 to verify the exceedance
Philadelphia, PA 12/12/2014
WS 17-3
of the lead GWNRU from the April 2012 groundwater sample. A second round of groundwater sampling will be completed in the spring to account for seasonal variability.
Prior to sampling, depth to groundwater and LNAPL thickness (if present) will be measured with a groundwater interface probe. If LNAPL is present in a monitoring well, the well will not be sampled. Groundwater samples will be collected using EPA low-flow sampling procedures. If a monitoring well yields insufficient water to conduct low-flow sampling, the well will be purged dry and allowed to recharge before a sample is collected with a bailer. Groundwater quality parameters will be monitored during sampling and recorded. Groundwater samples will be handled using chain-of-custody procedures. All groundwater samples will be analyzed for PADEP Revised
Short List of Petroleum Products for jet fuel, No. 2 fuel oil, and Nos. 4, 5, and 6 fuel oils by EPA
Methods 8260B, 8270C, 8011, and 6020A. All purge water will be containerized, sampled for waste characterization purposes, and staged onsite while arrangements are made for disposal.
