RESPONSES TO PRE-PROPOSAL INQUIRIES (PPIs)
QUESTION GOVERNMENT RESPONSE Response Number
Is free product characterized as fuel oil? Has the free product ever been fingerprinted to determine type of fuel oil (i.e.
No.4, No.5, No.6)?
The free product has not been fingerprinted. Section 1.2 (Background) of the Scope of Work notes that Nos. 2, 4, 5, and 6 fuel oils, Navy Special Fuel Oil, diesel fuel, Navy distillate fuel, and JP-5 were historically used at the site. 03
Has IDW liquid been characterized as NonHaz or Hazardous during past IDW disposal? Is it still free of PCBs?
Historical documents dated 2014 classified both soil and liquid IDW as non-hazardous.
PCBs are not expected to be present at the site. 04
When EFR and semi-annual groundwater sampling occur simultaneously, has EFR typically been performed prior to sampling?
The objective of combining the EFR and sampling events is to minimize the number of site visits and reduce the impact to Site Activity personnel and operations. Note that if the well contains free product, it will not be sampled, but will be EFRed. EFR can be performed before, during, or after the sampling event. 05
Does data require 3rd party validation? Yes, 3rd party data validation is required. 06 Per the 2012 SAP, the only SVOC 8270C constituents analyzed for were Chrysene, Phenanthrene, and Pyrene.
Please confirm whether only these 3 or full suite?
Analyze for the full suite of SVOCs. 07
Per the 2012 SAP, SVOC 8270C SIM was used. SIM analysis was not mentioned in the PWS. Are we to use 8270 SIM?
Analyze using EPA Method 8270D for SVOCs per the PADEP Revised Short List of Petroleum Products for jet fuel, No. 2 fuel oil, and Nos. 4, 5, and 6 fuel oils. 08
(End of Summary of Changes)
For disposal of the petroleum-impacted water IDW, can analytical from one sampling event be sufficient to characterize/profile for disposal of drums required every 90 days?
The contractor can use historical analytical data from previous sampling events. The contractor is responsible for the proper characterization/profiling and disposal of IDW. The disposal facility is responsible for accepting the IDW and may have other or additional testing requirements. The historical analytical data may not be sufficient for disposal purposes. 09
Can the most recent Annual GW report be provided? The most recent reports for this site can be provided to the successful offeror. 10
