60. Reference Attachment J-1700000-02 Fleet Inventory: This attachment lists multiple pieces of equipment (pickups, dump trucks, vans, heavy equipment, etc…) which are assigned to the current contractor, ATSI. Will the successful contractor be allowed to use this equipment for our recurring services and non-recurring services work?
61. If the successful contractor will be allowed to utilize government vehicles (vans, trucks, heavy equipment, etc…) will the government be providing fuel for these vehicles?
62. Reference Annex 1503020: Is fire ant control in the food court areas under the firm fixed price portion of this contract?
Answer: Yes, Annex 1503020 3.1.2 refers to Fire Ant Control under Disease Vector or Health Pest Control. Annex J-1503020-06 COL 3 includes Disease Vector or Health Pest Control
63. Reference Attachment J-1502000-06 and the Pricing Sheets (ELIN X001AA through AC).
The Historical Service Order Workload shown in Attachment J-1502000-06 indicates total service orders to average 11,610 and that number only includes a 7-month amount of service orders for 2016. However, in the Pricing Sheets ELINs X001AA through X001AC indicates that bidders should price 5,000 total service orders. How will bidders recover the cost of the remaining 6,610 service orders that would be the difference between actual historical numbers and what the pricing sheets indicate?
Answer: The numbers associated with the work load Attachment J-1502000-06 should be used to understand the general work load. The Service Orders listed in J- 0200000-11 A001 is a representation of estimated service orders minus the service orders that now will be associated with IMP equipment. IMP equipment does NOT have service orders. Cost associated with IMP should include cost for estimated trouble calls expected for the associated IMP equipment. Example: If the average work load from previous history is 11611 Service Orders and 5000 are now associated with equipment that is NOT IMP then it is estimated that 6611 of the average service orders would be associated with the IMP equipment, and not separately priced.
64. Reference Attachment J-1502000-21-03 Air Quality: This attachment requires 2 inspections per year at all facilities. However, there is no ELIN for this requirement.
Please clarify where bidders are to include this task in our pricing proposals.
Answer: This falls under Section C, Annex -1502000, Section 3.3.1 which is IMP. All pricing for services necessary for the IMP section are associated with that equipment.
65. It is required that the contractor will utilize the Government provided CMMS, Maximo.
That somewhat indicates that the CMMS program is pre-formatted with all parameters.
Can the Government provide the PM schedule for the required tasks of the contract so that all bidders are bidding with the same information? The incumbent contractor has an advantage in that he is the only bidder with access to the frequencies required of this contract.
Answer: All work is in accordance with manufactures specifications and guide lines.
As Per Section C, Annex 1502000 - Section 2.3 and Annex 0200000 - Section 2.4.4. The CMMS program utilizes the manufacturers’ recommendations.
66. Non-Recurring Work ELIN X702 Power Line Clearing: There is a unit of issue of “Each”.
Please define what this is? Can you tell us what one power line clearing might be in terms of maximum linear footage or similar unit of measure?
Answer: Power Line Clearing is intended to keep trees/limbs from contacting power lines during storms or times of extreme winds. It is also intended to clear old, damaged, or dead foliage from proximity to power lines.
a. All tree limbs within a minimum distance of ten feet on either side of the primary and secondary conductors, and a vertical height to extend from ground level to the top of the tree(s), as necessary, are removed. Electrical service drops and telephone and cable television lines are trimmed to maintain a minimum clearance of six feet on either side of the conductors, and a vertical height to extend from ground level to the top of the tree(s). A five foot radius is maintained around all utility pole guy tie-down anchors in work area(s).
b. There is 45,000 linear ft. of powerlines on MCAS Beaufort and Laurel Bay
c. CHANGED TO PER 2500 LINEAR FEET
67. The cell for “Estimated Quantity” is completely blank. Should this be a “1” or and “N/A”
Answer: Revised to N/A for no action years, see Amendment 0003
68. ELINs X712 Bus Service: Please provide additional information as to what ordering a quantity of 1 would represent. Does this mean when one bus service is ordered we are to provide one bus for a certain period of time (up to a maximum time period)? Or does this mean ordering a quantity of 1 could mean multiple buses?
Answer: Revise to one bus and driver for a maximum of 8 hrs per occurrence, see
Amendment 0003
69. ELINs X712 Bus Service: Is there a cap on the amount of time one “Bus Service” can be?
For example, if the customer orders one “Bus Service” that service can last no longer than “X” amount of hours.
Answer: Revise to one bus and driver for a maximum of 8 hrs per occurrence, see
70. Does the Government provide the buses and gas for this service?
Answer: Yes
71. What is the IMP Limit of Liability on the current contract?
Answer: The Limit of Liability does not apply to Non-Recurring Work.
72. ELIN A033AA COL4 Base Measures (Reduced Pest Control Levels): There is a quantity of 12 listed in the Base Year and quantities of 0 in all the Option Years. We believe the quantity for the Base Year was intended to be 0 as well. Otherwise, our submitted price would reflect doing COL3 and COL4 pest control services.
Answer: See Amendment 003
73. Attachment J-1700000-07 BSVE Historical Data: The historical data shows that BSVE averages about 435 trouble calls per year. How are these service orders paid for? Using ELIN A001 or some other method? Or are they supposed to be built in to our firm fixed price?
Answer: The trouble calls will be covered by the Service Orders provided for in
ELIN A001
74. BSVE Service Orders: Please provide a representative listing of BSVE service orders.
Answer: Refer to Section J, Attachment J-1700000-07
75. Section C, Annex 1502000 - Section 3.1 Service Orders: Please provide a historical listing of service orders or at least a recent representative sample.
Answer: Refer to Section J, Attachment J-1502000-06
76. ELIN A001 Service Orders: The Section C specifications (Section C 150200 3.1.3 thru
3.1.9) currently list locksmith, traffic signs, airplane sunshades, septic tanks, power line clearing and gutter maintenance as items which can have service orders applied to. Are these the only items service orders can be called in for?
Answer: No, service orders are for response services that are needed and do NOT fall under IMP.
77. Section C 150200 3.5 Other Recurring Services: Within Other Recurring Services only
Section 3.5.2 Grease Traps has a limit of liability ($250 per occurrence). What are the limits of liability on the other items within Section 3.5?
Answer: Per Section C, Annex 1502000 - Section 3.5, The Contractor shall perform any repairs up to $1,000 per occurrence for all items under spec item 3.5. (unless otherwise noted in the Related Information).
78. Reference Attachment J-1602000-05: The inventory does not list the model and serial number for the Jenbacher generator. This information is critical for bidding purposes in order to look up replacement parts costs and subcontracted maintenance costs.
Answer: Jenbacher Model: JMC-320-GS-N.L. See provided recommended
Maintenance Actions list. Attachment Jenbacher Maintenance will be added, per Amendment 0003 – Attachment J-1602000-09 - Jenbacher Maintenance
79. Attachment J-1502000-38 UPS Inventory: Please provide the kVA ratings for the listed
UPS systems.
Answer : This information is not available
80. Annex 1503020 – Pest Control, Deliverables. There are a couple of Spec Items (2.3.5 and
3) that indicate the Date(s) of Submission are, “With the proposal.” Please clarify
Answer: Revisions to Annex 1503020 Pest Control, Deliverables - Section F, see
Amendment 0003
81. Annex 1503020 – Pest Control, Deliverables. Spec Item 2.3.5 requires, “Planned Pesticide
Use Sheets including Pesticide Labels and Material Safety Data Sheets (MSDS)” This Deliverable will be extensive and multiple pages long. Please clarify if this is required with the Proposal and exempt from the page count
Answer: Revisions to Annex 1503020 Pest Control, Deliverables - Section F, see
82. Annex 1503020 – Pest Control, Deliverables. Spec Item 3 is the Contractor’s Work Plan. Is the information required for this Plan covered by Factor 1 – Management Approach of is it a separate document? If it is a separate document please provide instruction for the contents and clarify whether it is exempt from the page count.
Answer: Per Amendment 0003 the Contractor’s Work Plan is to be submitted 15 after contract award. It is not covered by Factor 1.
83. Attachment J-0200000-13 –Relevant Experience Project Checklist. Please clarify if this form is for Government use or to be completed by offerors. If it is to be completed by offerors, please provide instructions with regard to completing the information requested in the individual cells.
Answer: Form has been deleted, per Amendment 003
84. Non-cost/price Factors for Submission Requirements. Can offerors use a font smaller than 12 point for graphics and tables as long as they are readable?
Answer: The Government considers 12-point Arial or Times New Roman font to be sufficient for Section L - 5252.215-9300 - Content of Proposals (b) (1) - Non-Cost/Price Factors Submission Requirements.
85. A pricing strategy sometimes used for contract pricing is for an offeror to base its initial proposal pricing on the existing CBA until the expiration date of the CBA. The offeror then submits pricing for the remainder of the contract term based on reduced DOL WD rates to gain a significant pricing advantage for its proposal. For evaluation purposes, will the government allow or accept the use of this strategy?
Answer: Section J, Attachment J-0200000-02 - CBA-2017 - In accordance with
Section 2(a) and 4(c) of the Service Contract Act, as amended, employees employed by the contractor(s) in performing services covered by the Collective Bargaining Agreement(s) are to be paid wage rates and fringe benefits set forth in the current collective bargaining agreement and modified extension agreement(s).
86. The current CBA with the International Union of Operating Engineers Local 465 expires
March 31, 2020. In light of this, will the Government expect offerors to submit pricing based on the CBA seniority, salaries, benefits and provisions until March 31, 2020, and then revert back to the established DOL WD rates until new CBA negotiations are complete?
the contractor(s) in performing services covered by the Collective Bargaining
87. The current CBA with the International Union of Operating Engineers Local 465 expires
March 31, 2020. In order to fairly evaluate pricing among offerors, would the Government please advise what salaries, benefits and provisions offerors are to base their pricing on for the remainder of the contract years past the March 31, 2020, CBA expiration date?
the contractor(s) in performing services covered by the Collective Bargaining
88. Attachment J-0200000-11_BOS_ELIN; Attachment J-1502000""ELIN A001;J-1502000-
06, Historical Service Order Workload"2;& 56"
"ELIN A001 provides a number of Service Orders for Emergency, Urgent, and Routine that total to 5,000 annual service orders, while Attachment J-1502000-06 indicates an average of 11,610 annual service orders.
Why is there such a difference in the total number of service orders, and Does the workload data in Attachment J-1502000-06 include IMP service order work?
The numbers associated with the work load Attachment J-1502000-06 should be used to understand the general work load.
The Service Orders listed in J-0200000-11 A001 is a representation of estimated service orders minus the service orders that now will be associated with IMP equipment.
IMP equipment does NOT have service orders. Cost associated with IMP should include cost for estimated trouble calls expected for the associated IMP equipment.
So if the average work load from previous history is 11611 Service Orders and 5000 are associated with equipment that is NOT IMP then it is estimated that 6611 of the average service orders would be associated with the IMP equipment.
89. Attachment J-0200000-11_BOS_ELINS A014, A015, and A017 3 and 4 "Government is referring to the listed ELINs for Integrated Maintenance Program (IMP) as IPM. Should the IPM be listed as IMP?
Answer: ELIN has been updated to read IMP instead of IPM, See Amend 0003
90. Attachment J-0200000-11_BOS_ ELIN A004AH and A012, 2 and 3. Are the 5 Generators listed in ELIN A004AH included in the ELIN A012 listing of Generators?
Please clarify the requirement.
Answer: No, these five (5) are separate because the generators are part of the gate security.
91. ELIN A014AH indicates a quantity of 3 Cooling Towers, while Attachment J-1502000- 09 provides a listing of 2 Cooling Towers. Please provide which quantity of cooling towers is correct.
Answer: The quantity of cooling towers on the ELIN has been updated see Amendment 0003.
92. The column that lists the Quantity of Airplane Sun Shade Inventory indicates 12, 12, 12 and 2. Is the quantity listed the number of shelders (shades) for each facility listed, or do the numbers relate to the months of service required?
Answer: Number of Shades
93. Please provide the horsepower of each Air Compressor listed, a list of which compressors are centrifugal and which are reciprocating, and please provide if any of the compressors are gas-driven.
Answer: Updated J-1502000-13 with HP and if compressor is centrifugal or reciprocating, see Amendment 0003.
94. Please provide the listing of WHE in Attachment J-1502000-15 to include: 1) which cranes are bridge cranes; 2) which WHE are electric and which are manual operation; 3) which WHE are hydraulic; and 3) what is the tonnage for each of the items listed in Attachment J-1502000-15.
Answer: Crane Inventory updated per Amendment 0003
95. PWS 1700000 Spec Item 3.4 BSVE Repair states that the ""Contractor is responsible for repairs 16 estimated flat rate hours and $250 of total direct material costs. Work in excess of the above limit may be ordered under the non-recurring work portion of the contract"", while Attachment J-1700000-03 states ""The Contractor shall provide all maintenance and repair of all equipment for Alpha codes A - Z listed regardless of age or mileage.
This annex will have a Recurring Work PRICE THRESHOLD (RWPT) as outlined below for all USMC owned CESE. The Contractor is responsible for all direct labor cost and the material cost up to the RWPT, per incident, per each piece of equipment."" The RWPT limits in the provided tables range from $5,000 - $20,000 for CESE, and $500 - $4,500 for WHE.
Please clarify if the contractor is responsible for the 16 hours and $250 materials limit as stated in the PWS, or the RWPT thresholds provided in the Attachment J-1700000-03."
Answer: C-1700000 spec item 3.3.1 Related information has been updated to read Contractor is responsible for any repairs found during maintenance up to 16 estimated flat rate hours and $250 of total direct materials costs, see Amendment 0003.
C-1700000 spec item 3.4 related information has been updated to read Contractor is responsible for repairs in accordance with the recurring work price thresholds found in J-1700000-03, see Amendment 0003.

Either of these agreements can be in excess of 30 pages. Would the Government consider moving this requirement to the Price Volume, or consider excluding this requirement from the 100 page limit?
Answer: The U.S. Small Business Administration (SBA)-approved Joint Venture Agreement or an SBA-approved Mentor-Protégé Agreement is excluded from the 100 page count.
98. The solicitation states "The period of performance will be determined at the time of award." The CBA Wage Schedule provides rates for April 2017, 2018, and 2019. Please clarify whether the contract is expected to start before or after April 1, 2018.
Answer: Yes, it is estimated to start before April 1, 2018.
99. The RFP states "The Composite Labor Rate shall include all costs for preparation of the cost proposal, job preparation, travel, pre- expended bin materials and supplies, ordering and stockpiling job material, additional material handling, items of equipment necessary to perform work (i.e. bucket truck, lifting equipment, staging, etc.), equipment set up time, lift time, craft delay allowance, profit, tools, equipment, field and home office overhead, clerical support, supervision, inspection, fees, taxes, licenses, bonds, permits, insurance, etc." The instructions given in B.14c on what to include in the price for Unit Priced Labor seem to contradict the description of Unit Price Labor (UPL) Work (Negotiated) in 2.17.2 on Page 64 of the RFP. There it states that there will be”…separately priced labor, material, and equipment exhibit line items.”
1) If there will be separately priced equipment and materials (including the Contractor’s non-recurring work material fixed burden rate [pg. 65]) on the negotiated task orders, why is the offeror being instructed to include equipment costs and material handling cost in the Unit Priced Labor Rate?
Answer: Incidental Equipment and material handling costs will be included in the UPL as stated in B.14
2) Is the intent for the Unit Priced Labor Rate to cover all costs through profit with the exception of Materials and Equipment Requirements as defined in 2.17.2.1.2 on Page 64?
Answer: Yes
100. ATTACHMENT J-1700000-02 FLEET INVENTORY - Are "ATSI" items listed under

Yes, the equipment associated with ATSI is Government owned equipment that the Contractor uses.
101. ELINs x001AA, x001AB, and x001AC all contain quantities in the "Description" field.
We submitted a clarifying question on these quantities earlier, and Amendment 002 revised the ELIN schedule, column E "Unit of Issue", from "EA" to "MO". However, it is still unclear whether the quantities in the "Description" field represent monthly quantities or annual quantities. For instance, Routine service orders are quantified at "3,600". Are we to expect 3,600 calls per month or per year? It is clear pricing must be on a monthly basis, but the quantity we are to price per month is still unclear. Please clarify.
