AMENDMENT 0002

Proposal Inquiry Questions and Answers

13. Content of Proposals, (b), (1) Non-cost/price Factors Submission Requirements. States, “Provide Attachment J-0200000-12 Contractor’s Self-Performance Certification and Notification of Subcontracting in accordance with Factor 1- Management Approach.” Will Attachment J-0200000-12 count against the 100 page limit?

Answer: Yes Attachment J-0200000-12 counts against the 100 page limit. Per page

244 Section L, 5252.215-9300 - 100 page limit (inclusive of all charts, forms and other documentation responsive to the solicitation requirements), pages sequentially numbered.

14. Factor 2 – Recent/Relevant Experience of the Firm, (i), Size. Will projects performed under a Multiple Award Contract be considered similar in size, if the total value of the projects exceeds $5M or greater per year?

Answer: The total of the contract amount will not be considered as similar size, scope and complexity as it is a Multiple Award Contract (MAC). However, Firm Fixed Priced task orders awarded the contractor similar in size, scope and complexity will be within the guidelines of the RFP.

15. Factor 2 – Recent/Relevant Experience of the Firm, B. Evaluation Factors for Award, (i).

States, “The attached Relevant Experience Form (Attachment D) is MANDATORY and SHALL be used to submit project information.” Should this be J-0200000-12?

Answer: It should be Attachment J-0200000-13, see Amendment 0002

16. Deliverables, Annex/Spec Item, Form Attachment Number. Shows the Form Attachment

Number as J-0200000-12, with the Deliverable Title of “Contractor Hazardous Material Inventory Log. Please clarify, as this is identified as the Contractor’s Self-Performance Certification and Notification of Subcontracting in other areas of the Solicitation.

Answer: It should be Attachment J-0200000-08, see Amendment 0002

17. Factor 4 – Past Performance. Please clarify if only CPARS, completed and/or first pages of

PPQs, and performance recognition documents are the only information to be included in this Factor. Factor 2, Recent/Relevant Experience of the Firm, states, “The attached

Relevant Experience Form (J-0200000-13) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form.”

Answer: The contractor shall submit all documentation required in Section L, 5252.215-9300 – Content of the proposals. Attachment J-0200000-13 – Recent, Relevant Experience form is a condition of Factor 2 – Recent/Relevant Experience.

The contractor should review Section L, 5252.215-9300 – Content of the proposals, Factor 4 –Past Performance for submission.

NOTE: The distinction between Recent / Relevant Experience and Past Performance is that Experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past Performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

18. Factor 4 – Past Performance. States, “Also include performance recognition documents received within the last (5) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.” Will these performance recognition documents count against the 100 page limit?

Answer: Yes, per page 244 Section L, 5252.215-9300 - 100 page limit (inclusive of all charts, forms and other documentation responsive to the solicitation requirements), pages sequentially numbered.

The performance recognition documents would be considered other documentation responsive to the solicitation.

19. Factor 4 – Past Performance, (ii) Basis of Evaluation. In order to demonstrate a “pattern” of successful completion of tasks, deliverables that are timely and of good quality, and cooperativeness and teamwork with the Government, can contractors submit multiple years of CPARS for projects? If so, will the CPARS submitted count against the 100 page limit?

Answer: Yes, Per page 244 Section L, 5252.215-9300 - 100 page limit (inclusive of all charts, forms and other documentation responsive to the solicitation requirements), pages sequentially numbered.

CPARS documentation would be considered other documentation responsive to the solicitation.

Please clarify the total number copies of SF33 required, 5 total copies (1 original + 4 copies) or 2 total copies (1 original + 1 copy)?

Answer: Per Section L and Section 9 of the standard Form 33 the four (4) copies are:

the three (3) non-cost/price proposal copies and the one (1) copy of price are the 4 copies. The one (1) original for non-cost/price and one (1) original for price would not be considered copies.

21. Attachment J-0200000-13 Relevant Experience Individual Project Data Sheet 6. Type of

Work: RAO Projects. Please provide a definition for RAO.

Answer: See Amendment 0002

22. Attachment J-0200000-13 Relevant Experience Individual Project Data Sheet 6. Type of

Work: LTM Projects. Please provide a definition for LTM.

Answer: See Amendment 0002

23. Will escorts be needed to perform any of the testing/inspections of the Fire & Life Safety systems throughout the base?

Answer: Yes, in certain areas of Building 2145, (Pilot Training Center) that have restricted access. Escorts are provided by the building security office.

24. We were told certain buildings have higher levels of security thus needing a higher access level, which buildings require the higher access levels?

Answer: Building 2145 (Pilot Training Center) has restricted access areas (see

Question 1). Building 2146 (F-35 Hanger has a restricted access area. Escorts are provided by the building personnel at both locations.

25. In the solicitation page 104, 3.3.3 - Fire Protection Systems, it states "IMP shall adhere to established guidelines in accordance with NFPA, UFC 3-601-02, Operations and Maintenance: Inspection, Testing, and Maintenance of Fire Protection Systems." The frequency of inspections are much different between NFPA and UFC. Question: Which code prevails for the Frequency of Inspections, NFPA or UFC?

Answer: Depending on the function, the most stringent code to be enforced.

26. Is there an annual requirement for each Foam Tank system to release a small portion of the foam and have a sample tested off site? If yes how do we dispose of the excess foam?

Answer: There is a sample test requirement once per year taken from the tank. They do not do a release to test the foam.

27. Are there any fire and smoke dampers that require testing under this scope of work?

Answer: This requirement is accomplished under a task order when required.

28. If there are fire and smoke dampers, how many are in each building? If yes, when were the fire and smoke dampers last tested?

Answer: This requirement is accomplished under a task order when required.

29. Is there any 6 year maintenance requirements for the Fire Extinguishers? Please provide a list by building of those fire extinguishers needing 6 year maintenance.

Answer: This requirement is accomplished under a task order when required.

30. Is there any 12 year hydrostatic testing requirements for the Fire Extinguishers? Please provide a list by building of those fire extinguishers needing 12 year hydrostatic testing.

Answer: This requirement is accomplished under a task order when required.

31. Attachmnet J-1502000-06 Historical Service Order Workload. Are SO's for Bachelor

Quarters included in Attachment J-1502000-06?

Answer: Yes

32. N40085-17-R-1140 J-0200000-11_BOS_ELIN.pdf "Will the government clarify if the contractor should use the workload included in the Section J attachments or the N40085- 17-R-1140 J-0200000-11_BOS_ELIN.pdf workbook if there are any discrepancies?

For example, SLIN A001aa (emergency) shows qty 500 ea, A001AB (urgent) 900 ea, A001AC (Routine) 3,600 ea. The workload in J-1502000-06 Shows Emergency Avg: 473, Urgent Avg: 692, and Routine Avg 10,446. "

Answer: The numbers associated with the workload attachment J-1502000-06 should be used to understand the general work load. The Service Orders listed in J-0200000- 11 A001 is a representation of estimated service orders minus the service orders that now will be associated with IMP equipment.

IMP equipment does NOT have service orders. Cost associated with IMP should include cost for estimated trouble calls expected for the associated IMP equipment.

So if the average work load from previous history is 11611 Service Orders and 5000 are associated with equipment that is NOT IMP then it is estimated that 6611 of the average service orders would be associated with the IMP equipment.

33. N40085-17-R-1140 J-0200000-11_BOS_ELIN.pdf SLIN A033AA and H033AA - COL4 Base Measures (Reduced Levels) has a quantity of 12 for each of these while the rest of the X033AA CLIN's show a quantity of 0. Is it the government's intent that the contractor price these items for the first and last year only?

Answer: COL Base 4 is a reduced level. This line item is in place if for some reason the level of Pest Control should need to be reduced. Once the annual cost for the Pest control at COL is determined then it is divided by 12 which will give you the unit price.

34. Is it the contractor’s responsibility to acquire the SBA signature?

Answer: In accordance with the solicitation Section L, 5252.215-9300 - Content of Proposal, Factor 2 - Recent/Relevant Experience of the Firm If the Offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. For a JV, the offeror shall provide the signed U.S. Small Business Administration (SBA)-approved Joint Venture Agreement or an SBA-approved Mentor-Protégé Agreement as part of this Factor.

Failure to submit an SBA-approved Agreement will result in the relationship being considered as Prime/Subcontractor, and the prime contractor will not be found acceptable on the basis of the subcontractor’s experience only.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

BASIS OF AWARD

EVALUATION FACTORS FOR AWARD

A. BASIS FOR AWARD

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract(s); to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.

2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

4. As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.

B. EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-cost/price factors:

Factor 1– Management Approach

Factor 2 – Recent, Relevant Experience of the Firm

Factor 3 – Safety

Factor 4 – Past Performance on Recent, Relevant Projects

NOTE: The distinction between Recent / Relevant Experience and Past Performance is that Experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past Performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. The relative importance of non-cost/price factors is that Factors 1, 2 and 3, are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment rating determined from the evaluation of Factor 4.

When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offeror’s non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

3. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price:

(1) Solicitation Submittal Requirements: Offerors shall submit one (1) original and one

(1) copy of the price proposal, in a separate three ring binder, that shall include the following:

Signed Solicitation, Offer and Award Forms (SF 33), including Section B (CLINs 0001 through 0016), with all amendments acknowledged.

Exhibits A through H (Attachment J-0200000-11) Copy of Representations and Certifications and proof of registration in System of Award

Management (SAM).

Confirm submission of the most recent Vets 4212 Report.

Provide name of financial institution, point of contract, telephone number and email address.

Provide a signed statement of release giving the reference permission to release the information to the Navy.

In addition to providing a hard copy of the price proposals, offerors shall also provide one (1) non-rewritable CD with pricing information. Offerors are advised that in the event of a discrepancy between pricing information contained on the CD and the hard copy, the hard copy will govern.

(2) Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation).

The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s).

Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

Factor 1 - Management Approach:

(i) Solicitation Submittal Requirements: The offeror shall submit a narrative response that clearly demonstrates its understanding of and approach to accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement. Each of the topics below must be included in the narrative and tabbed in the technical proposal and d iscussed separately.

a. Phase-In Transition Plan, Describe what you will do to "start-up'' for performance of this contract. The phase-in transition period is 60 days as per F.2 of the RFP. Incl ude a schedule of key events and personnel actions.

b. Demonstrate your ability to provide key personnel in accordance with RFP Section 2.7.1 through

2.7.1.6 and provide a workforce management plan (not to exceed 10 pages) that describe the lines of management authority, supervision, span of control and accountability, including the relationship between overall management (corporate and on-site), administration, and subcontractors. The narrative shall include, at a minimum, Project Manager, Quality Manager, Site Safety and Health Officer, and on-site supervisor(s) and who they will report directly to for this contract.

c. Describe the work to be performed as the prime contractor as well as the work to be performed by each subcontractor proposed. The work to be self-performed, subcontractors to be utilized and their roles shall be clearly identified. If the prime will self-perform 100% of the work, it shall be clearly stated. Offeror must meet the requirements of DFARS 52.219-14, Limitation on Subcontracting. Submit Attachment J-0200000-12 as part of this factor.

d. Demonstrate your ability to provide and maintain a qualified workforce and clearly define the controls and/or processes that are in place to ensure continuity of services.

e. Demonstrate your ability to manage numerous work requirements simultaneously with a dispersed workforce under competing priorities at multiple locations.

f. Quality Management. Provide a summary of your Quality Management System, not to exceed two

(2) pages, that describes Quality Processes (Practices, Resources and Activities) and minimum controls that will be used to ensure full compliance with all performance objectives and standards as described in (0200000 - Management and Administration).
