AMENDMENT #0003 10 September 2013
Re: Solicitation N40085-13-R-3537, DESIGN/BID/BUILD REPLACE ROOF, BLDGS 8 & 9, MECHANICSBURG, PA
Inquiry #4 Plan sheet G-002 for both Building 8 and Building 9 has a note stating that the contractor is to provide 6 mil polyethelene sheeting underneath the work area and that it is to be removed and be installed each work day. It was noted during the walkthrough that many areas were inaccessible or not safely accessible, as materials were stored up to the truss height. Is sheeting required to protect the materials within the building?
Response: Yes. Also, see bottom of sheet A-101.
Inquiry #5 If the top of the materials within the building are not accessible, or not safely accessible, will the owner move the materials to create access or will the sheeting requirement be deleted at those locations?
Response: Owner will not move stored materials. Sheeting is not required in areas that are not accessible. However, the contractor is still responsible to protect the building interior and contents.
Inquiry #6 As the removal work is called to be performed during off hours, the installation and removal of sheeting, if required on a daily basis as noted, will also be done on off hours. Will the owner be providing access to the interior of the building on off hours for the contractor?
Response: No access inside the buildings during off-hours. Installation and removal of sheeting will be done during Navy work hours. See Inquiry #14.
Inquiry #7 Section 01 35 26 Paragraph 3.1.3 states that there is no asbestos on the project unless identified in the documents. Section 01 57 19 Paragraph 3.11.2.3 states that all insulation is to be assumed to be asbestos and that this project has asbestos. The plan sheets do not indicate asbestos at any location and replacement note 11 on the drawings states to contact the contracting officer if asbestos is located. Is there asbestos abatement included within the scope of this project?
Response: No asbestos is anticipated on this project. These paragraphs address unforeseen hazardous materials.
Inquiry #8 If asbestos abatement is included within the scope of the project, what are the materials, where are they located, and what is the quantity?
Response: No asbestos is anticipated on this project.
Inquiry #9 Is it the intent to start this project next spring since there are weather/safety concerns in the winter?
Response: It is anticipated that the contractor will begin on-site work in March/April 2014. The duration of time in the solicitation takes into account this Spring start. The time between award of the contract and March 2014 is to be used for submission of pre-construction submittals and for approval time.
Inquiry #10 Note 4 on Drawing G-002 of Bldg.8 and Bldg. 9 says that we must cover all interior items. Do we need to cover all items inside the buildings even though we are not removing the roof deck including stored warehouse materials?
Response: Yes. All stored materials are to be covered for protection. Also see Inquiries 4 & 5.
Inquiry #11 Bldg 8 Drawing A-301 shows painting CMU and Bldg 9 Drawing A-506 shows painting a vent.
Is it the intent to paint the entire CMU wall on Bldg. 8 or just a foot or so where we remove the channel and spot paint at the down rod removal?
Response: Only paint areas exposed or disturbed.
Inquiry #12 In order to remove the down rods on bldg 8 and rework the roof drains on both buildings we will need to have access to the exterior wall area from the interior. Will the Navy be responsible for providing clear access for the contractor or will it be our responsibility to materials and equipment that may be in our way?
Response: The Navy will not relocate stored materials. Roof drains will be removed and reinstalled in the same location as per the Amendment of Solicitation, Item 10. All roof drains in Bldg 08 are accessible from inside by articulated lift. All roof drains in Bldg 09 are accessible from inside by articulated lift or from the inside roof decks over the office spaces at the north and south ends of the building.
The hanger rods and W8 connections shown in Detail B, Sheet A-301 of Bldg 08 shall be cut inside the CMU wall. Patch the exterior side of the CMU wall by installing 4” CMU. Paint the exterior but not the interior of the CMU wall.
Inquiry #13 Is the wood blocking required for this project if the roof manufacturer allows the roof to be installed without blocking? It is assumed that we will provide blocking on the parapet walls where we have fascia materials to be installed and blockouts around pipes and at mechanical equipment as required.
Response: Install wood blocking as detailed.
Inquiry #14 The specifications state that the demolition must be done at night. It is our intent to have the roofer remove XXsf of roof and install the new in its place at once. Can this work be performed at once during the day? If not, what hours do you want the demolition performed? What time do you want the new work performed?
Response: All roofing removal shall be done between the hours of 5:00 PM and 5:00 AM as stated in section 00 14 00, paragraph 1.1.b. The Navy work hours inside the building are between the hours of 6:00 AM and 3:30 PM. The contractor shall do cover-up of stored materials during Navy work hours until 3:00 PM. The clean-up shall be done during Navy work hours after 6:00 AM. Installation of new roofing shall be done during daylight hours.
Inquiry #15 Has a hazardous material survey been done on the roof on either bldg.? If yes can you please provide a copy of that to us?
Response: An asbestos survey was done with no asbestos detected in the roofing material. No copies are available. Lead paint is expected on a few items listed in section 02 83 13.00 20, paragraph 1.3.1.
Inquiry #16 E-102 Note #2 Building 8 and E-102 Note #1 Building 9-The drawings show us providing new 150 watt HPS building perimeter lighting. During the site visit it was noticed that the fixtures have recently been replaced with LED lighting which is by far better than what the HPS would
be. Is it still the intent to install the HPS lights or should the LED lights remain?
Response: This requirement has been changed. See Amendment to Solicitation Item 8.
Inquiry #17 E-102 Note 6 Building 8-There is a note to relocate the (4) ¾” conduits from the underside of the overhang that is to be removed @ building #8 but it does not say what the conduits service and if wiring is to be installed. Can you please advise what these are serving and what we are to reinstall if anything?
Response: See response to Inquiry #3.
Inquiry #18 Bldg 8 Drawing A-502, note 2 for the Roof Edge shows installing anchor bolts, is the existing block hollow or solid? If the block is solid please provide an alternate anchoring detail. If the block is hollow please advise what method should be used to keep the concrete from migrating down though the blocks.
Response: The existing block is hollow. Install an industry approved material in the core to plug the core so mortar can be poured around the anchor bolt.
Inquiry #19 Does the air monitoring company have to be a third party or is it acceptable for this to be performed by the roofing company? Also advise if this testing needs to be maintained and monitored around the clock or just during the hours work is being performed?
Response: The air monitoring for VOC’s does not have to be done by a third party. However, the contractor must be qualified to perform this air monitoring. Air monitoring shall be done during each day that adhesives are being used. Air monitoring may be discontinued after five days in accordance with Note 18 on sheet G-002.
Note:
The existing roofing system on the main roof of each building is shown on Sheets A-301. This built-up roofing system is further clarified as follows:
Base sheet nailed to gypsum deck Fiberglass top ply, moped Perlite Insulation, 1” thick, moped Three plies, moped Ballast
