AMENDMENT 0006
The purpose of this amendment is to:
A.) Provide and post the following information to FBO at www.fbo.gov.
1.) IFB Pre Solicitation Notice for N4008513B5230, Repair Small Arms Range Component of RTAFG, was previously posted to NECO at www.neco.navy.mil on 05 June 2013. The NECO site is currently down; therefore the Pre Solicitation Notice dated 05 June 2013 is being re-posted to FBO at www.fbo.gov.
2.) IFP Solicitation Notice for N4008513B5230, Repair Small Arms Range Component of RTAFG, was previously posted to NECO at www.neco.navy.mil on 21 June 2013. The NECO site is currently down; therefore the Solicitation Notice dated 21 June 2013, the specifications, and the drawings are being re-posted to FBO at www.fbo.gov.
3.) Amendment 0001 for N4008513B5230, Repair Small Arms Range Component of RTAFG, was previously posted to NECO at www.neco.navy.mil on 03 July 2013. The NECO site is currently down; therefore Amendment 0001 dated 03 July 2013 is being re-posted to FBO at www.fbo.gov.

B.) Provide answers to pre award RFIs.
Question 1
Per Amendment 2, the concrete under the bullet trap contains lead residue. With this in mind, are we able to take that concrete to the Piney Green concrete crusher?
Answer 1 No, dispose of concrete in an approved waste facility off base.
Question 2 Per Amendment 2, no soil shall be removed from site. With this in mind, where can we dispose of excess soils from the new swale?
Answer 2 Excess soils shall be disposed of in an approved waste facility off base.
Question 3 Amendment 2, Page 3, Item B Says B.) Clarifications to the projects statement of work are provided as follows:
Range F-11 is a pistol range. Contractors shall be aware that the range has lead dust residue present from spent rounds, precautions shall be taken to ensure worker safety. No soil shall be removed from the site, assume any debris removed is contaminated with lead and dispose of in accordance with the NC State and Federal guidelines for materials containing lead.
Amendment 003 Questions 1 through 7 Addresses the Contractor Environment Guide and says that EMD is not responsible for disposing lead and that lead is not addressed in the NPDES Permit and other questions related to lead within the base environmental Guide. All questions are answered by “ No Lead Reclamation Activities are part of this Contract”
To keep this from being to long winded I POSE THE FOLLOWING QUESTION:
Will the Bullet Trap and the Concrete Slab need to have the Lead Abated prior to demolition of these items?
Answer 3 The intention is not to abate lead from this range. Items requiring demolition shall be cleaned/abated in order to comply with disposal facility regulations. Contractor shall abate demolished items and provide test reports showing lead concentrations of demolished items.
Question 4 How is the system going from 480 3-phase to 120/208 as specified in the Drawings?
Answer 4 There is an existing power transfer mounted on the power pole at the right end of the range that will transform the 480 to 120 Volt. This is depicted on the electrical plans.
Question 5
In the specifications for the bullet trap in the subject project, the design is very similar to what exists in that location today, which is currently failing. Why does the Navy want to keep that design and not use a more modern robust design?
Answer 5 Bid as per plans and specifications.
Question 6 The specifications define the size of the round being used on this trap but it does not specify the type of ammunition. Can you please provide a listing of the type of ammunition that will be used on this range?
Answer 6 The type of ammunition is full metal jacket.
C.) The time and date for receipt of bids has been changed to 15 August 2013 at 1400.
D.) All pre-bid RFIs shall be submitted no later than 1100 on 12 August 2013 to NAVFACML_OICC_MCIEAST_MACC_RFI@navy.mil.
E.) All other terms remain unchanged.
