A.) The following questions and answers are provided:

Question 1 "2.1.2.1 Funnel Plates, Throat Plates, Deceleration Chamber Plates The bullet trap funnel plates and throat plates shall be constructed of 1/2-inch Grade AR-550 steel. The industry standard for bullet traps is AR500 steel. The issue with harder plates is that they can become brittle over time and shatter. The hardness of the steel is dependent upon angle of the ramp / impact. We have been using AR500 for our traps for 20 years without any problems in the training sector. We use AR500 for our traps capturing full-auto M2 (.50 caliber BMG) rounds for over 10 years without incident. We would request that the steel specification be changed to AR500. The deceleration chamber shall be constructed of 3/8-inch minimum Grade AR-550 steel. The steel plating may be constructed of...."

Question 2 "2.1.2.5 Dust Collection System ...the airflow at an efficiency rate of 99.99% on one (1) micron particulates and 99.9% on 0.12 micron particulates.

The filtration requirements specified are what one would expect in a clean room environment. We would propose that the requirement be 99.99% on 1-micron particulates and 99.6% on 0.12-micron particulates. The system shall include a redundant secondary HEPA filtration system that shall be capable of meeting a 99.99% efficiency on 0.12 micron particulates. We would propose that this be relaxed to 99.97% on 0.3-micron particulates. The dust collection system shall include a self-monitoring, self-cleaning process. The dust collection system shall be rated for continuous..."

Question 3 "2.1.4.1 Shop Painting Ferrous metal work, except factory-finished work, zinc-coated work, aluminum-coated work, and work specified to be painted herein, shall be (1) cleaned of dirt, rust, scale, loose particles, grease, oil, and other deleterious substances; (2) phosphate treated; (3) then be given one coat of an approved rust-inhibiting primer paint of the type standard with the bullet trap manufacturer minimum primer thickness shall be 0.2 mil.; and 4) then be given one (1) coat exterior finish coat of manufacturer's standard paint, minimum dry film thickness of 0.8 mil. This seems to be an excessive paint specification for a bullet trap considering that ½ of the paint job will be exposed to direct shots and will be shot off. We would propose that the typical bullet trap paint finish specification be used which is generally shop primed with a finish coat after installation. If desired by the NAVFAC, a zinc rich or high performance primer could be specified."

B.) Clarifications to the projects statement of work are provided as follows:

Range F-11 is a pistol range. Contractors shall be aware that the range has lead dust residue present from spent rounds, precautions shall be taken to ensure worker safety. No soil shall be removed from the site, assume any debris removed is contaminated with lead and dispose of in accordance with the NC State and Federal guidelines for materials containing lead.

This site is located within or adjacent to former military ranges. As such, unexploded ordnance may exist below surface. Therefore, prior to beginning work at these sites, all contractor personnel working within these project areas shall complete the 3R (Recognize, Retreat, and Report) Training which is available through the OICC or Base Environmental Management Offices. Should contractor personnel encounter any material that may be suspect UXO, stop all work immediately and call 911. Also, alert the OICC Construction Manager and/or Engineering Technician assigned to this project.

C.) The sign in sheet from the solicitation’s site visit held on 08 July 2013 at 1000 is provided.

D.) A revised procedure for submittal of pre-bid inquiries is provided below:

All pre-bid inquiries shall be submitted via email to: NAVFACML_OICC_MCIEAST_MACC_RFI@navy.mil in lieu of gerald.brusaw@navy.mil.

E.) A second site visit has been scheduled for 18 July 2013 at 1000. All attendees are to meet at Marine Corps Base Camp Lejeune at Building 1005, at the front entrance of the building, on Michael Road at 10:00 a.m. eastern standard time. If you require sponsorship for base entry please provide the names of the site visit attendees to Ashley Bryan at Benjamin.a.bryan@navy.mil.
