AMENDMENT 0003

1. Question: Specification Section – 1.0 Contractor Environmental Guide.

Reference Information: Lejeune Sanitary Landfill, Contractor Specification Sheet (wastes).

The above guidance mentions that wastes identified on the prescribed sheet should be managed through contact with the Environmental Management Division (EMD). Will the EMD remain responsible for disposing of recovered lead from fired munitions excavated including manifesting and required reporting per 6002 of the Solid Waste Disposal Act as amended by Resource Conservation and Recovery Act (RCRA)?

Answer: No lead reclamation activities are part of this project

2. Question: Specification Section - 1.0 Contractor Environmental Guide. Reference

Information: ANNUAL REPORT OF PRODUCTS CONTAINING RECOVERED MATERIALS. Where can historic information regarding values and reportable quantities for reclaimed, recovered, or spent lead from the small arms range be obtained? Is that information available from the EMD and is it reported per the form noted in the Reference Information? If so, is there a POC for this solicitation?

nswer: No lead reclamation activities are part of this project.

3. Question: Specification Section - 1.0 Contractor Environmental Guide Does the MCBCL, in compliance with the CWA Water Quality Act of 1987, required to report lead discharge limits from storm water run-off in their NPDES permit? If so, what are the storm water management plan requirements for the anticipated site work?

Answer: Lead is not a required reporting parameter for the Base's NPDES Permit.

4. Question: Specification Section - 1.0 Contractor Environmental Guide. Does the MCBCL operate removal and clean-up of spent fired munitions lead in accordance with the Military Munitions Rule codified at 40 CFR Parts 260 through 266, and part 270?

Answer: Yes, but this is not applicable to this contract as no lead reclamation or soil remediation/excavation activities are part of this contract.

5. Question: Specification Section - SECTION 02 41 00 DEMOLITION. Reference

Information: 1.0 Contractor Environmental Guide. Worker protection is based on the potential for inhalation and ingestion of lead. As it may be common for lead to be in particulate form in air or soils at a firing range, dust control, protective clothing, and safe work practices should be specified. What are the PPE requirements for serving the existing bullet traps? Where are training records maintained in accordance with OSHA standard 29 CFR 1926.62? Is that a Base responsibility or a Contractor responsibility (The MCBCL Environmental Guide states that training for work involving Lead Based Paint removal or abatement is to be provided by the contractor….Does the same apply for demolition activities at the firing range?)

Answer: The Contractor shall be responsible for implementing a safety plan and shall be responsible for the workers’ safety.

6. Question: Specification Section- 1.0 Contractor Environmental Guide. In July of 1994, the

EPA issued “Revised Interim Soil Lead Guidance for CERCLA Sites and RCRA Corrective Action Facilities”. Does the MCBCL prescribe to any internal target objectives for remediating lead contaminated soils at the firing range? Is the MCBCL required by Consent Decree to meet emission and release criteria? Has the MCBCL identified a recommended approach for contaminated soil treatment?

Answer: No lead reclamation activities are part of this project.

7. Question: Specification Section - 1.0 Contractor Environmental Guide.

Reference Information: Lejeune Sanitary Landfill, Contractor Specification Sheet (wastes).

Reclaimed soil that is hazardous due to the lead toxicity characteristic (exceeds 5 mg/L when subjected to TCLP analysis) cannot be placed in an ordinary solid waste landfill and require pre-treatment before disposal. Is Stabilization/Solidification and/or Soil Washing employed on-site at any MCBCL firing ranges? If so, are supporting records available?

Answer: No lead reclamation activities are part of this project.

8. Question: How old is the existing steel bullet trap system?

Answer: The existing steel bullet trap system is 15+ years old.

9. Question: Have the steel plates been breached by fired ammunition?

Answer: No, the steel plates have not been breached by fired ammunition.

10. Question: Have the deceleration chambers been breached by fired ammunition?

Answer: Yes, the deceleration chambers have been breached by fired ammunition

11. Question: Has the current HEPA HVAC sytem been breached by fired ammunition?

Answer: No, the current HEPA HVAC sytem has not been breached by fired ammunition.

12. Question: Is the current HEPA HVAC system in working condition?

Answer: Yes, it is in working condition.

13. Question: Is the steal bullet trap system currently in working order? If not, what is the estimated problem?

Answer: Yes, 12 of the 16 firing points are still usable.

14. Question: Has this steel trap system been modified/retorfitted/maintained in the past? If so, were the changes made to the system that differentiates it from the supplied drawings?

Answer: Maintenance has been performed on the steel trap system. Bid as per plans and specifications.

15. Question: When was the bullet trap maintenance last performed?

Answer: Bullet trap maintenance was last preformed approximately 5 years ago.

16. Question: Is there any existing containerized lead that needs to be transported from the range site, either in current buckets, drums, or the deceleration chambers?

Answer: No, all buckets will be cleaned prior to start of construction.

17. Question: Are there any obstruction to access both side of the steel bullet trap system with a reachlift?

Answer: No, there are not obstructions preventing access on both sides of the steel bullet trap system with a reachlift.

18. Question: Are there any obstructions to access the front or back of the steel bullet trapy system with a reachlift?

Answer: Yes, there are obstructions preventing access at the front or back of the steel bullet trap system with a reachlift.

19. Question: Would the OICC Marine Corps – Camp Lejeune Range Owner allow for an alternative bullet trap system that demonstrates a substantially reduced HVAC requirement, lower maintenance costs, and offers better training scenarios with more calibers and types of guns? Additionally, a bullet trap replacement that costs substantially less, is quieter, and is used at numerous other Marine Corps installations?

Answer: No, bid per the plans and specifications provided.
