About this file

This is a Pre-Proposal Inquiry Form containing government responses to contractor questions regarding Solicitation N4008426Q3000 for Integrated Solid Waste Management Services at CFAO (Commander Fleet Activities), Okinawa, Japan, dated 28 January 2026. The document addresses 13 questions spanning operational clarifications, pricing methodology, and contractor responsibilities across waste collection, recycling, salvage handling, and container delivery services.

Key clarifications from government responses include: bulky waste items placed more than 1 meter from trash enclosures are not considered collection items; the 24-hour container delivery requirement may apply on weekends and holidays with government verification; contractors are responsible for waste overflow caused by third parties; salvage handling costs fall under administrative fees with contractor-funded delivery; contractors must visually identify potentially salvageable items and coordinate with government for investigation; contractors cannot reject improperly segregated recyclable waste but must report issues to Property Administrators; contractors must report overly heavy bulky items but cannot refuse collection—delays are acceptable pending coordination for disassembly; used cooking oil collection is limited to designated food service locations per Attachment J-1503030-6; containers discovered post-pickup with government property markings must be reported and held at contractor facilities pending direction; and "Foreign Port Origin Waste" refers specifically to waste from ships. For recurring container delivery services, contractors should price based on historical data with no guaranteed maximum quantities, and non-recurring container orders apply to new customers or locations not covered under recurring services. Container delivery requests require five business days' notice except in emergencies, with specific delivery/pickup locations and points of contact provided by the ordering activity.

QUESTION GOVERNMENT RESPONSE

1 3.1.1.3

Does the Contractor’s obligation to collect bulky items include items placed around (but not inside) the waste deposit area, and how far does “around” extend?

It is not always possible to place bulky waste inside of trash enclosures so it will be a normal occurance to have customers leave bulky waste outside of trash enclosures. If item is more than 1M away from enclosure then it can be assumed item is not for collection as bulky waste.

2 3.5

Does the 24-hour container delivery requirement apply on weekends, holidays, and after-hours?

Yes, 24-hour container requirement MAY be applicable for weekends, holidays, and after-hours. GOV will make every effort to ensure orders are verifed and justified that services are required within 24hours.

3 3

Is the Contractor responsible for waste overflow or spillage caused by Government personnel or third parties?

Yes. This will be assessed under Spec Item 3.1 Performance Standard "Waste collection areas are free of waste following collection operations."

4 Please clarify under which pricing section the costs associated with handling salvage items should be included.

This includes temporary storage, protection, handling, and delivery of salvageable items that must be returned to the

Government.

Should these costs be included in recurring services, non-recurring services, or under a specific pricing section?

This falls under Annex 0200000 - Mgmt & Admin and thus should fall under administrative fees. However, specific to Spec 2.9.1.9 Salvage, part of the description clearly states that "The contractor shall deliver this material and equipment at the contractor's expense.

5 PWS Clause 2.9.1.9, Salvage, We respectfully request clarification regarding PWS Clause 2.9.1.9, Salvage, as it relates to refuse collection and recycling operations.

Specifically, we would like guidance on the following scenarios:

If items that may be considered “sound and of value” are found inside refuse or recycling containers after pickup, how is the contractor expected to determine whether these items are classified as salvage?

Is the contractor responsible for identifying salvage items once they have been placed in refuse containers by tenants?

Why are tenants not instructed or required to separately manage or avoid disposing of salvageable items in refuse containers, to prevent unintentional disposal of Government property?

In such cases, what is the expected action by the contractor if potentially salvageable items are discovered during collection or processing?

1. Contractor personnel can make a visual assessment. If item is suspected to be "sound and of value" then it can be coordinated with GOV for further investigation.

2. Yes, contractor is responsible for identifying items left as bulky waste.

3. It is expected that CFAO customers understand how to process items that are considered as "salvagable".

4. If item is found at trash enclosure, then it can be reported to PARs for coordination and follow up action. If item(s) are found after dumpster is collected then contractor will hold item until determined by GOV that it should be received by GOV or not.

6 2.3.6, Protection of

Government Property, We understand and acknowledge that the Contractor is fully responsible for protecting Government property and for restoring any damage caused by Contractor negligence.

However, we respectfully request clarification regarding situations in which Contractor-owned property is damaged due to tenant or customer negligence, rather than Contractor fault. Examples include, but are not limited to:

Contractor-provided refuse containers damaged on site due to tenant misuse or negligence; or

Contractor refuse collection vehicles damaged as a result of tenants improperly disposing of hazardous waste (e.g., hazardous materials placed in plastic bags mixed with general refuse), contrary to established disposal guidance.

In scenarios where the damage is not the result of Contractor negligence, we respectfully request clarification on the following:

Whether repair or replacement costs would be the responsibility of the Government; and

What documentation, reporting procedures, or evidence (e.g., photographs, incident reports, witness statements) are required to properly document, address, and resolve such incidents under the contract.

Contractor's property damage is addressed in the following specs under Annex

0200000 – Management and Administration.

Reference:

Spec 2.3.5.2 Minimum Insurance Amounts;

Spec 2.8.5 Accident and Damage Reporting.

7 PWS Clause 3.1.1.2, Recyclable Waste.

To ensure proper compliance with the contract requirements, we would appreciate guidance on the following:

Are tenants required to properly segregate recyclable waste prior to placement in recycling containers?

If recyclable waste is not properly segregated, is the contractor authorized to reject the non-segregated items?

In such cases, may the contractor report the issue to the PAR and request that the tenant perform proper segregation before collection?

Is there an established procedure for documenting and reporting repeated segregation issues?

1. Customer is expected to adhere to separation of waste when disposing of items into contractor provided bins at CFAO trash enclosures.

2. No - If items are not properly separated then contractor may not reject collection.

3. Yes, contractor will report issue of improper disposal to PARs.

4. Contractor can report any issues via email.

8 PWS Clause 3.1.1.3, Bulky Items.

To ensure safe operations and compliance with labor and safety requirements, we would appreciate guidance on the following:

If bulky waste items are too heavy or difficult to load manually by personnel, is the contractor authorized to report the condition and request the tenant to disassemble, reduce size, or demobilize the item prior to collection?

In such cases, may the contractor delay or refuse collection until the item is made safe and manageable for loading?

1. Contractor is to report any bulky waste item(s) that are too heavy or cumbersome to be manually lifted.

2. Refusal of collection is not acceptable. Delay of collection to allow coordination and follow up action to make item easier to collect is acceptable.

FSC COR/PAR will coordinate support for disassembly or assistance with loading such items with customer(s).

9 PWS Clause 3.1.1.4, Used Cooking Oil

Based on our understanding, the contractor is required to collect used cooking oil only from the designated locations identified in PWS Attachment J-1503030-6.

To confirm compliance, we respectfully ask:

Is the contractor’s responsibility limited to pickup of used cooking oil only at the locations listed in Attachment J-

1503030-6?

Attachment J-1503030-6 identifies food service locations that contractor is responsible for providing drum can/container/bins for holding UCO.

10 PWS Clause 3.2.2, Recyclable

The clause states that the contractor shall not collect such items and shall report them to the PAR/COR when discovered at waste collection areas. However, we would like clarification on the following scenario:

If items with Government property stickers or bar codes are discovered after dumpster pickup, once the waste has already been transported to the contractor’s facility, is the contractor authorized to report the items and request

Government pickup from the contractor’s facility?

In this situation, is the contractor required to hold the items at the facility until direction is received from the

PAR/COR?

1. Depending on the property, Contractor will report to PARs for coordination and follow up action.

2. Yes.

11 3.2.3, Foreign Port

Origin Waste.

What is the definition of “Foreign Port Origin Waste” under this contract?

Does this term refer to all waste collected from dumpsters supporting U.S. Navy vessels (USS) while they are berthed at ports in Okinawa?

Specific to this contract, Foreign Port of Origin means waste and refuse coming from the ships.

12 PWS 3.5 Container

Delivery and Pickup

PWS 3.5 Container Delivery and Pickup

Question 1: Recurring Container Delivery and Pickup (Monthly ELIN Pricing)

• PWS 3.5 does not specify required quantities for container delivery and pickup services. Is there a maximum anticipated number per year the Government is considering for this recurring monthly price?

• Historical data in Attachment J-1503030-08 is provided for reference. Please confirm how pricing will be handled if actual container requests exceed historical quantities.

Question 2: Use of Historical Data

• Does Attachment J-1503030-06 represent estimated workload limits, or is it provided for informational purposes only with no ceiling on future orders?

Question 3: Non-Recurring Container Pricing (10-Ton / 4-Ton Containers)

• The pricing schedule requires unit prices for non-recurring 10-ton and 4-ton containers (25 EA each).

• Please clarify under what conditions container delivery and pickup will be ordered as non-recurring work instead of under the recurring monthly service in PWS 3.5.

Question 1: No. Contractor should price ELIN per yearly cost basis per provided historical information.

Note from KO: This ELIN is a recurring service with firm fixed price. Due to the varying nature of the actual requests versus historical information, Contractors should anticipate some surges and account for cost risk.

Question 2: Attachment J-1503030-6 is exactly as labeled. It is historical data and makes zero reference to estimated workload, neither minimum or maximum. Historical data is only for infromation purposes only and in no way represents any "ceiling on future orders".

Question 3: If there is new customer/location that is not covered under Recurring services then Task Order will be issued under Non-Recurring ELIN as needed.

13 PWS 3.5 Container

Delivery and Pickup

To ensure efficient logistics management, safety, and uninterrupted service, we request guidance on the following operational items:

May the contractor require a formal Container Delivery Work Order with a minimum lead time of five (5) business days for container delivery and pickup requests, except in emergency situations?

Is the contractor permitted to adjust container size based on operational needs and site conditions (for example, providing two 4-ton containers in place of one 10-ton container)?

Will the COR/PAR provide specific delivery and pickup locations, along with an on-site point of contact name and phone number, at the time of the request?

Can it be confirmed that tenants are responsible for ensuring containers are not overfilled beyond the container height for safety and proper collection?

If there is any objection to the proposed container delivery or pickup location, can the PAR provide prompt feedback or direction to avoid delays in service?

1. Yes.

2. Changing dumpster sizes may be possible by with coordination with PAR.

3. Dumpster orders sent to contractor will include date/time for deliver and pickup, POC at location.

4. Customers are responsible in recognizing what items will be disposed of and thus are responsible for recognizing the amount that will make a container unable to be transported.

5. Any questions regarding location of dumpster can initially be coordinated with customers. If there are any issues with customer proposed location then PARs will assist in coordination with customers at the soonest.
