About this file
This is a Notice 2 document containing Request for Information (RFI) Questions and Responses for RFP N40084-26-Q-1023, a straight vehicle lease solicitation issued by the Department of the Navy, Naval Facilities Engineering Systems Command Far East for the Naval Criminal Investigative Service.
The solicitation requires delivery of approximately 60 vehicles across six locations by July 1, 2027, with progressive delivery permitted no earlier than 30 days prior to that date. The contract base year period of performance commences July 1, 2027, regardless of individual vehicle acceptance dates, with no lease charges accruing before that date. Vehicles must be new upon delivery and of the latest model available; if option years are exercised, replacement vehicles are not necessary, but if replaced, they must also be new and of the latest models. A mixture of different makes and models within each line item is acceptable. The line items include sedans (37 units), sports utility vehicles (2 units), passenger vans, truck van panels, and other vehicle types, each with specific dimensional, engine displacement, and equipment requirements. Key specifications include engine displacement minimums (adjusted to 1.4 liter or 1,400 cc for hybrid vehicles), tire and wheel requirements, door configurations, and overall length and width parameters. The document clarifies that studless winter tires are not required for the Misawa, Japan location as tire chains are mandated, though vendors may substitute studless winter tires if desired. Overall length of 5,230mm and minimum width of 1,695mm are acceptable for certain vehicle types. All vehicles must be provided in good working order as new vehicles with no specific year or mileage limitations beyond the new vehicle requirement.

Page 2-5
Attachment 4, Price Schedule, CLIN 0005 through CLIN 0020.
Do the option years require continued lease of the same vehicles delivered in the base year, or delivery of new vehicles at the start of each option year?
If the same vehicles are continued, does any vehicle age or mileage limitation apply during the option years?
ANSWER:
The vehicles must be NEW upon delivery and the latest model available. If option is exercised, replacement of vehicle is not necessary. If vehicles are replaced, they must be new and of the latest models available.
Please see Amendment 0003.
15. Document: Attachment 1: Statement of Work
DELIVERY, INSPECTION, AND ACCEPTANCE, for each Line Item.
Delivery is required on or before 1 July 2027.
(a) May the Contractor deliver to the six locations progressively over a period ending 1 July
2027, rather than delivering all sixty vehicles on a single date?
(b) If so, what is the earliest date on which the Government will accept delivery at each location?
(c) Does the twelve-month period of performance commence on 1 July 2027 regardless of the actual delivery date, or on acceptance of each vehicle?
(d) If it commences on 1 July 2027, please confirm that no lease charges accrue before that date.
Vehicles may be delivered progressively. All vehicles must be delivered on or before 1 July 2027 after date of contract award, but no earlier than 30 days prior 1 July 2027. Contract base year POP starts 1 July
2027.

21. Document: Attachment 1: Statement of Work
Delivery Date: on or before 1 July 2027
Could you clarify how early vehicles may be delivered?
Due to model changes or production schedules, some models may need to be delivered much earlier than July 2027.
For example, would delivery in March 2027 be acceptable
ANSWER: Please see question# 15 in this Notice 2.
22. Document: Attachment 1: Statement of Work
>> LINE ITEM 0003, PASSENGER VAN
>> MINIMUM DIMENSIONS (Metric).
>> ""Wheel Base 4,560mm"" & ""Overall Length 1,690mm""
Should we understand that the actual minimum requirements are:
- Wheel Base: 1,690 mm
- Overall Length: 4,560 mm
ANSWER: Please see question# 5 in Notice 1.
23. Document: Attachment 1: Statement of Work
>> LINE ITEM 0002, SPORTS UTILITY VEHICLE (SUV)
>> Two (2) SUVs shall be delivered to NCIS Misawa, Japan.
>> ""Tires and Wheels: Manufacturer’s standard steel belted radial tires with full covered wheel caps.""
Since Misawa experiences significant snowfall and icy road conditions during winter, would you please confirm whether studless winter tires are required?
Studless winter tires are not required as CLIN 0002, paragraph (19) requires provision of tire chains.
If contract vendor desires to provide studless winter tires in lieu of providing tire chains for the Misawa location, that would be allowable by this agency.
24. Document: Attachment 1: Statement of Work
>> LINE ITEM 0002, SPORTS UTILITY VEHICLE (SUV)
>> ""gasoline or hybrid engine drive""
>> ""Engine Displacement: 1,995 cc rated or more, gasoline driven.""
When offering a hybrid vehicle, please accept 1,495cc.
Generally, the driving performance of a hybrid vehicle is provided by the combination of a gasoline engine and an electric motor.
Therefore, engine displacement alone does not fully represent the vehicle's overall driving performance.
Hybrid is changed to a minimum displacement of 1.4 liter or 1,400 cc.
25. Document: Attachment 1: Statement of Work
>> LINE ITEM 0004, TRUCK VAN PANEL
>> "5 door"
>> "Overall Length 5,380"
>> "Overall Width 1,880"
Please accept "Overall Length 5,230mm".
Please accept either A or B:
A: [5 door] and [Overall Width 1,695mm]
B: [4 door] and [Overall Width 1,880mm]
Since the Toyota HiAce is the only model that satisfies all the requirements, we initially intended to offer the HiAce.
However, the availability and ordering schedule of the HiAce are uncertain, which is also related to our Question No. 21.
Regarding the Nissan Caravan, even its longest model has an overall length of only 5,230 mm.
In addition, the 5 door model has an overall width of 1,695 mm, while the model with an overall width of 1,880 mm is available only with 4 doors.
We would appreciate it if you could consider our request so that the Nissan Caravan can also become eligible for this solicitation.
Overall length of 5,230mm is acceptable, see question# 13 in Notice 1.
Overall minimum width of 1,695mm is acceptable.
26. In reference to the 37 sedans, if it is not possible to procure all of the same model/make, is it ok to have similar vehicles of same spec different model/make?
A mixture of different make/models within each Line Item is acceptable. Please see question# 16 in
Notice 1.
27. Is there a minimum requirement for year/maximum mileage on the vehicles as long as they are in good working order?
Provided vehicles shall be new upon delivery, latest model available, as per paragraph 5 of the SOW.
