About this file
This document is a Notice containing Request for Information (RFI) Questions and Responses for RFP N40084-26-Q-1023, a straight vehicle lease solicitation issued by the Department of the Navy, Naval Facilities Engineering Systems Command Far East on August 28, 2026.
The solicitation procures vehicle lease services for the Naval Criminal Investigative Service across six performance locations in Japan: Atsugi, Iwakuni, Misawa, Okinawa, Sasebo, and Yokosuka. Four line items are specified: sedans (Line Item 0001), sport utility vehicles (Line Item 0002), 8-passenger vans (Line Item 0003), and 5-door panel vans (Line Item 0004). Vehicles must meet minimum dimensional and engine displacement requirements, with the government clarifying that hybrid vehicles are acceptable for all line items with engine displacement specifications applied only to internal combustion engines. The government confirmed that vehicles must be registered with the Government of Japan with standard Japanese license plates and inspected at Japanese District Transport Bureaus. All vehicle-related taxes, statutory inspections, and periodic inspection costs (shaken) are borne by the contractor and included in the lease price. Quotations must be submitted in Japanese Yen only, with contract payments made exclusively in Japanese Yen. The original closing date of August 28, 2026 was extended to September 18, 2026 at 11:00 AM Japan Standard Time. Vehicles must be delivered on or before July 1, 2027, with vehicle quantities required continuously throughout the full contract period. The government reserves the right to award to the lowest overall offeror and will only award each line item or combination of line items to a single contractor. Amendment 0002 addressed multiple clarifications regarding vehicle specifications, delivery terms, and submission requirements.

2. Document: Attachment 1: Statement of Work
Reference: Line Item 0001 (SEDAN). The vehicle size and engine specified for this line item do not correspond to any current-production compact sedan available in the Japanese market. Will the Government accept a current-production compact hybrid sedan, such as the Toyota Corolla sedan or equivalent, as meeting the requirements for this line item?
ANSWER: The Government does not pre-evaluate proposals. Quoters must ensure proposed items meet all minimum requirements in the solicitation.
N40084-26-Q-1016
3. Document: Attachment 1: Statement of Work
Reference: Line Item 0003 (PASSENGER VAN) - Minimum Vehicle Requirements, Minimum
Dimensions. The dimensions listed for this line item (Wheel Base 4,560 mm; Overall Length
1,690 mm; Overall Width 1,800 mm; Overall Height 1,340 mm) appear to be transposed or incorrect for an 8-passenger van. Please Advice
ANSWER:
Length: 4,685–4,770 mm (184.4–187.8 in)
Width: 1,695–1,740 mm (66.7–68.5 in)
Height: 1,865 mm (73.4 in)
Wheelbase: 2,860 mm (112.6 in)
Please see Amendment 0002.
4. Document: Attachment 1: Statement of Work
Attachment 1, LINE ITEM 0001, MINIMUM VEHICLE REQUIREMENTS.
The minimum dimensions require a wheel base of 2,670 mm, an overall length of 4,560 mm, an overall width of 1,695 mm, and an overall height of 1,470 mm. Sedans currently produced for the
Japanese market generally have an overall height of approximately 1,430 to 1,455 mm. We have not identified a current sedan meeting all four minimums.
(a) Would a sedan with an overall height of 1,450 mm, meeting all other minimums, be considered non-compliant?
(b) If so, please identify a sedan currently available in Japan that meets all four minimums.
(c) Alternatively, will Attachment 1 be amended to reflect vehicles currently available in Japan?"
ANSWER: "Height of 1,430mm to 1,450mm is allowable.
5. Document: Attachment 1: Statement of Work
Attachment 1, LINE ITEM 0003, MINIMUM VEHICLE REQUIREMENTS.
The minimum dimensions are stated as wheel base 4,560 mm, overall length 1,690 mm, overall width 1,800 mm, and overall height 1,340 mm. These appear inconsistent. The wheel base exceeds the overall length, and the height is lower than the 1,470 mm required for the sedan under LINE ITEM 0001. An 8-passenger van cannot be built to these dimensions.
Please provide the corrected minimum dimensions for LINE ITEM 0003.
Length: 4,685–4,770 mm (184.4–187.8 in)
Width: 1,695–1,740 mm (66.7–68.5 in)
Height: 1,865 mm (73.4 in)
Wheelbase: 2,860 mm (112.6 in)
6. Document: Attachment 1: Statement of Work
Attachment 1, all Line Items.
Each Line Item description permits "gasoline or hybrid engine drive", while the MINIMUM
VEHICLE REQUIREMENTS state "gasoline driven" with a minimum displacement (2,000 cc for 0001; 1,995 cc for 0002, 0003 and 0004).
To meet Japanese emission and fuel economy standards, hybrids with reduced engine displacement are now mainstream, and displacement is often slightly below these minimums.
(a) Are hybrid vehicles acceptable for LINE ITEMS 0001, 0002, 0003 and 0004?
(b) If so, does the minimum displacement apply to the internal combustion engine only?
(c) Is a displacement slightly below the minimum acceptable, for example 1,993 cc for 0001 or
1,986 cc for 0002?
(d) If the intent is to ensure adequate output, may compliance be evaluated on combined system output in kilowatts instead of displacement?
ANSWER: Hybrid vehicles are acceptable, for all line items. Vehicle engine displacements for hybrid vehicles are acceptable for all line items.
7. Document: Attachment 2: Provisions and Clauses
Attachment 2, Addendum to Evaluation, Evaluation Factors for Award.
This states that "The Offeror must be an authorized dealer and/or manufacturer."
Amendment 0001 revised the NAICS code to 532112, Passenger Car Leasing. The requirement is for lease services, not vehicle sales. In Japan, lease services are provided by leasing companies, and authorized dealers or manufacturers do not normally provide them alone. Any offeror would therefore include both within its performance arrangement.
(a) Please confirm that an offeror whose performance arrangement includes a leasing company holding authorized dealership agreements with vehicle manufacturers meets this requirement.
(b) Please advise what documentation is required, noting that the Submission Requirements do not list any document evidencing dealer or manufacturer status.
ANSWER: Offeror whose performance arrangement includes a leasing company holding authorized dealership agreements with vehicle manufacturers meets this requirement.
*The statement on Attachment 2 has been deleted. Please see Amendment 0002.
8. General. Please provide the contract number of the predecessor contract and the name of the incumbent contractor. For each Line Item, please also advise the vehicle manufacturer and model currently provided under that contract, and whether those vehicles meet the minimum dimensions and displacement stated in Attachment 1 as written.
ANSWER: Current contract N40084-22-C-0019 is held by Futurebud International using dimensions and displacements as requested in that solicitation listed below:
Sedans: Toyota Corolla and Mazda3 20s Proactive
SUV: Nissan X-Trail
Passenger Van: Nissan Serena
Panel Van: Toyota Hi-Ace.
The current solicitation has different dimensions as we desire with slightly higher interior height in cargo area. Quoters must ensure their quote meets the solicitation minimum requirements.
There are no requirement for any line-item to have same make/models.
Attachment 1, SOW, "Scope Of Work" updated to include mixture of make/model within the Line Items.
9. Document: Attachment 4: Price-Schedule
Page 2-5
Attachment 4, Price Schedule, CLIN 0005 through CLIN 0020.
Do the option years require continued lease of the same vehicles delivered in the base year, or delivery of new vehicles at the start of each option year?
If the same vehicles are continued, does any vehicle age or mileage limitation apply during the option years?
ANSWER: Deferred.
10. Document: Attachment 2: Provisions and Clauses
Attachment 2, Addendum to 52.212-1, paragraph 5, and Submission Requirements (i).
(a) A completed Attachment 1 must be submitted. It contains numerous ""OFFEROR AGREES:
YES / NO"" checkboxes and blank fields for the proposed vehicle dimensions. As quotations must be in Adobe PDF format, may these entries be completed electronically, or are handwritten entries on a scanned printout required?
(b) Completed Representations and Certifications of SF 1449 are also required, but SF 1449 is not among the attachments to this solicitation. Please provide the form or advise where it may be obtained."
(a) Entries can be completed electronically.
(b) Completed Representations and Certifications of SF 1449 is not required for this solicitation. Deleted the requirement on Attachment 2. Please see Amendment 0002.
11. Document: Attachment 1: Statement of Work
Attachment 1, paragraph 9, and the corresponding paragraph in each Line Item.
These state that vehicles must be registered with the Government of Japan and have the standard domestic Japanese "Kanji" license plates.
Please confirm that this means the vehicles are to be inspected and registered at a Japanese
District Transport Bureau and fitted with standard Japanese license plates.
ANSWER: Confirmed. Vehicles will require inspection and registration at Japanese district transport bureaus and must be fitted with standard Japanese license plates.
12. Document: General. Vehicle taxes and statutory inspection. Please confirm that automobile tax, automobile weight tax and the cost of statutory periodic inspection (shaken) are to be borne by the
Contractor and included in the lease price. If any exemption applies under the Status of Forces Agreement or otherwise, please advise which taxes are exempt and at what rate, so that it can be reflected in the entry required by DFARS 252.229-7001, Tax Relief.
ANSWER: Costs of vehicle taxes, statutory inspections, and shaken, are to be borne by the contractor and may be included in the lease price.
13. Document: Attachment 1: Statement of Work
Attachment 1, LINE ITEM 0004, TRUCK VAN PANEL.
The description requires a "5 door" van with 3/6 passenger seating, with a minimum overall length of 5,380 mm, width of 1,880 mm, height of 2,285 mm, and payload of 1,000 kg (3 passengers) / 850 kg (6 passengers).
Among wide-body one-box vans available in Japan, only one body type meets all of these dimension, payload and seating requirements, and it is offered only with 4 doors. A comparable model with 3/6 seating and 5 doors has an overall length of 5,230 mm, below the minimum. No vehicle meets all requirements at the same time.
(a) Would a 4-door vehicle meeting all dimension, payload and seating requirements be acceptable?
(b) Alternatively, would a 5-door vehicle with an overall length of 5,230 mm be acceptable?
(c) If neither, please identify a vehicle currently available in Japan meeting all requirements.
ANSWER: 4 or 5 door vehicles are acceptable. Overall length of 5,230 is acceptable. Standard and mainstream Truck, Van Panel dimensions and configurations are acceptable.
14. Document: Attachment 4: Price-Schedule, Attachment 2: Provisions and Clauses
Both require that quotations be priced only in Japanese Yen.
(a) Please confirm that payments under the resulting contract will also be made in Japanese Yen.
(b) If payments are to be made in U.S. Dollars, please advise the exchange rate basis and the date on which the rate is determined.
(c) Please confirm whether the Contractor bears any currency exchange risk over the five-year period of performance.
ANSWER: This Contract is awarded in Japanese yen only and paid in Japanese yen only.
15. Document: Attachment 1: Statement of Work
DELIVERY, INSPECTION, AND ACCEPTANCE, for each Line Item.
Delivery is required on or before 1 July 2027.
(a) May the Contractor deliver to the six locations progressively over a period ending 1 July
2027, rather than delivering all sixty vehicles on a single date?
(b) If so, what is the earliest date on which the Government will accept delivery at each location?
(c) Does the twelve-month period of performance commence on 1 July 2027 regardless of the actual delivery date, or on acceptance of each vehicle?
(d) If it commences on 1 July 2027, please confirm that no lease charges accrue before that date.
16. Document: Attachment 1: Statement of Work, Attachment 2: Provisions and Clauses
Attachment 1, DELIVERY, INSPECTION, AND ACCEPTANCE, and Attachment 2, Contract
Clauses.
Delivery is required on or before 1 July 2027. For several models that would meet the Attachment
1 minimums, manufacturers do not publish a standard lead time and direct customers to individual dealers; for certain other models new orders are currently suspended. Vehicles cannot be ordered until after award, and securing thirty-seven units of one model at once may require a longer lead time than a single unit.
(a) Please advise the anticipated date of contract award.
(b) Will the required delivery date be adjusted if award occurs too late to allow sufficient procurement lead time?
(c) Would a delay attributable to the manufacturer's production or allocation be an excusable delay under FAR 52.212-4?
(d) Would liquidated damages or any other remedy apply to delivery after 1 July 2027? If so, please advise the terms.
ANSWER: Same make and model, within each line item, is not required. There may be a mix of make/models within any line item.
Attachment 1, SOW, "Scope Of Work" updated to include mixture of make/model within the Line Items.
17. Document: Attachment 2: Provisions and Clauses
Attachment 2, Addendum to Evaluation, Evaluation Factors for Award, paragraph 3.
The Government reserves the right to award each Line Item, or combination of Line Items, as separate contracts.
(a) Will the base year Line Items (CLIN 0001 through 0004) and the corresponding option year
Line Items (CLIN 0005 through 0020) for the same vehicle type always be awarded to the same contractor?
(b) If option year Line Items may be awarded to a different contractor, how would the base year vehicles be transferred or replaced?
(c) May an offeror quote on some Line Items only, without quoting on all Line Items?"
ANSWER: The statement on Attachment 2_Provisions and Clauses has been updated to "The
Government will only award to the lowest overall offeror. "
18. Document: Attachment 1: Statement of Work
Please provide the required number of vehicles, broken down by vehicle type, for each performance location: Atsugi, Iwakuni, Misawa, Okinawa, Sasebo, and Yokosuka.
