About this file

This document is a Question and Answer (Q&A) Form for a federal procurement solicitation (N4008426Q1002) for a 36M Aerial Platform for Naval Facilities Engineering Command Far East (NAVFAC FE) in Yokosuka, Japan. The Q&A form contains 10 questions and answers dated between 12/8/2025 and 12/16/2025, addressing technical specifications, identification markings, delivery conditions, and operational requirements. Key points include clarification of product identification numbers (corrected to 7-digit format), requirements for control panel indicators (must not be only in English), and unloading procedures for the aerial platform. The procurement specifies strict compliance with construction standards, with the government rejecting proposals that do not fully meet Japanese Industrial Safety and Health Act and related standards. Notably, the government requires specific crane and transportation arrangements for equipment delivery, with the vendor prohibited from self-unloading and required to coordinate detailed unloading methods post-contract.

For your reference, following tasks will be required if we arrange Crane (appropriate capacity 100ton) for unloading:

5 12/8/2025 Attachment 1 Specification (11)Bucket Control Panel Due to the limited space of indication plate, please accept only in English indicators for control levers and switches.

Not acceptable for only in English indicators.

6 12/8/2025 In reference to the General description in Attachment 1- Specification, while our design and manufacturing complies with the "Construction Standards for Aerial Work Platforms" under the Japanese Industrial Safety and Health Act, not all components/devices conform to JIS or ISO standards. Do you find this acceptable?

Not acceptable.

7 12/8/2025 Regarding the General description in Attachment 1-Specification (5), since the machine cannot unload itself from the trailer, would it be possible for you to arrange the unloading? See Q6 and Q7 on this QA2_QandA_N4008426Q1002.

9 12/15/2025 In addition, we would like to raise a follow-up question regarding No. 4. In accordance with the manufacturer's regulations, unloading from the trailer by self-driving is not permitted.

Furthermore, as a trailer similar to the one shown in the attached image will be used, unloading by a crane will be required.

We kindly request the opportunity to discuss the specific details, including the necessary equipment and feasible unloading methods, after the conclusion of the contract.
