About this file
This Standard Form 30 (SF30) is an amendment to Solicitation Number N4008425B8008 for a construction project at the U.S. Naval Air Facility in Atsugi, Japan. Amendment 0001 provides detailed responses to pre-bid inquiries, updates bid submission instructions, and incorporates several administrative changes. Key modifications include expanding ceiling removal areas, clarifying work restrictions (7:45 a.m. to 4:30 p.m., Monday through Friday), and revising technical specifications for mechanical systems.
The amendment addresses multiple contractor questions regarding project details, such as acceptable temporary AC installation methods, heat exchanger equipment specifications, and qualifications for Quality Control Managers. Bid submission requirements are updated to specify electronic submission through DoD Solicitation Module, DoD Secure Access File Exchange, or email (with prior authorization). Contractors must submit various documents including SF1442, bid bond, representations and certifications, and construction licensing documentation. The amendment also incorporates an updated excavation program and adds a FAR clause related to foreign procurement taxes.

**AMENDMENT 0001**
The purpose of this amendment is as follows:
(1) Provide Government responses to pre-bid inquiries.
#1 (Ref: DWG, M-107 Note)
Q: It is impossible to complete mechanical work if the ceiling system can be removed only above corridor and hallways. Please add the area we can remove ceiling system, at least marked blue to the attached map.
A: The Government accepts the additional areas for the ceiling removal work. (Attachment 4)
#2 (Ref: - )
Q: Could you please provide us with existing design drawings (architectural, mechanical, and electrical)? Also, could you share the specifications of the insulation in the attic with us?
A: Please utilize the drawings (28 sheets) included in the RFP. We don't have any suitable drawing to provide. As to the insulation above ceiling, there is no insulation in the project construction area.
#3 (Ref: DWG M-101)
Q: Is it okay to use decorative caps or similar for the penetration processing of the temporary AC in the wall and ceiling shown in drawing M-101?
A: We accept to use decorative caps or similar materials for the temporary A/C system.
#4 (Ref: DWG M-004)
Q: From what we have researched so far, the heat exchanger (heat recovery type ventilator) required is made to order, so it will take a considerable amount of time to deliver, and we are concerned that this may affect the specified contract construction schedule. Could you please tell us if there are any specific pieces of equipment that meet the specified specifications that the FEAD Design Division used as reference during the design stage?
N4008425B80080001
A: In the event that delivery of the parts affect the critical path and a delay in construction schedule is anticipated, the contractor may submit a time extension request. The government is looking for any equipment that meets the function as described in drawing M-004. The government cannot provide a specific item/manufacturer/brand without a justification and approval (J&A) per FAR 6.
#5 (Ref: -)
Q: Regarding the on-site work, will there be time restrictions imposed within normal work hours depending on the area or time of year?
A: As shown in RFP, the project site will be accessible during regular working hours established by the Contracting Officer, between 7:45 a.m. and 4:30 p.m., Monday through Friday, excluding all U.S. legal holidays, unless otherwise specified by the Contracting Officer.
#6 (Ref: DWG EP101)
Q: Regarding the drawing EP101, all underground pipes will be to remain, and only the wiring will be removed, with usable pipes being left reusable. Regarding the indoor ceiling conduits, is it correct to assume that unused conduits will be removed and disposed of?
A: Regarding P-1 side, only the wiring will be removed and the existing underground conduit will be remained, but new underground conduit will be installed using HIVE. Regarding P-2 side, there will be no excavation work on the asphalt pavement, so only the wiring will be removed and underground conduit will be reused being left reusable. However, some wiring such as the feeder line of P-2 will also be reused, so please refer to the government drawings for details. Regarding piping, it is correct to remove and dispose of unused conduit as your comment.
#7 (Ref: DWG M-002)
Q: Regarding the air conditioning system for "FSC BRANCH OFFICE" on drawing M-002, the outdoor unit's capacity is insufficient when the indoor unit is operating at full capacity. Please advise whether we should follow the specifications as per the contract drawings or change the outdoor unit to one that matches the actual capacity.
A: In order to secure the appropriate capacity ratio between outside unit and inside units per the advice, the inside unit's capacity is changed. Please refer to the revised M-002 drawing as attached. (Attachment 2-R1)
#8 (Ref: SPECIFICATIONS P132 1.5.1.2 Qualifications)
Q: One of the conditions for becoming a QCM is to hold a first-class pipework construction management engineer license, but would it be possible to expand the scope to include other first-class construction management engineer qualifications?
A: We accept the Contractor's request and revise the description of Chapter 1.5.1.2 Qualifications as attached. (Attachment 1-R1)
#9 (Ref: SPECIFICATIONS)
Q: The specifications state that there is lead in the materials, but there is no mention of asbestos. Is it correct to assume that there is no asbestos in the materials used in this project?
A: We assume that the project construction area does not have asbestos material.
