About this file

This document is a Naval Air Facility Atsugi Instruction (NAFATSUGIINST) detailing the excavation program procedures for Naval Air Facility Atsugi in Japan. The instruction establishes comprehensive policies and procedures for conducting excavation operations, requiring all departments, tenant commands, and contractors to follow a detailed permit request process. Key requirements include completing an Excavation Permit Request Form, submitting a Prior to Excavation Report, obtaining approvals from multiple base offices (Utilities and Energy Management, Base Communications, Environmental Office, and CATV Office), and following strict safety protocols outlined in references including OSHA and U.S. Army Corps of Engineers regulations. Excavating organizations must identify and protect underground utilities, mark excavation areas, assume liability for potential damages, and immediately cease work and report any unexpected discoveries such as unexploded ordnance, cultural artifacts, or underground communication lines.

Team. If the Excavating organization elects to conduct the prior to excavation survey on their own they will assume complete liability for damage to any underground utilities or communication lines.

d. Whoever completes the Prior to Excavation survey is responsible for marking the location of buried utilities and communication lines.

e. Once underground utilities/communication lines have been marked, it is the excavating organizations responsibility to maintain the markings throughout the duration of the excavation.

3. Routing of Excavation Permit Request Form and Prior to Excavation Report

a. The completed Excavation Permit Request form will be taken by the requester to the

Utilities Office (building 1310) Utility Outage Coordinator (UOC). The UOC will review the excavation area and provide the requesting activity with any utility drawings that may be affected by the excavation. The UOC will coordinate with the Japan Maritime Self-Defense
