About this file
This is a Question & Answer form for solicitation N40084-24-R-0054 regarding hazardous waste disposal support services at U.S. Marine Corps Base Camp Kinser for U.S. Commander Fleet Activities Okinawa (CFAO), Japan. The document contains 14 questions submitted between January 28-February 6, 2025, with government responses provided in Notice 1 (dated February 4, 2025) and Notice 2 (dated February 6, 2025).
Key clarifications include: the contract is open to non-U.S. citizens; there are seven installations where waste collection operations will be performed (Camp Shields, Kadena Air Base, White Beach, Awase Communication Site, Naha Port, Tengan Pier, and Camp Kinser); offerors may propose their own staffing quantities beyond the government estimates; proposals must be submitted through the PIEE Solicitation Module; and firms without Japanese business licenses may satisfy requirements through JV partners or vendors with proper Japanese registration ("Kaisha Tokibo Tohhon"). The government also clarified that while Building 407 and 500 are the primary facilities, additional facilities may be added post-award through contract modification.
