QUESTION GOVERNMENT RESPONSE
1 RFQ / Page 14 The minimum guarantee is JPY20,000,000. After the first contract year, assuming the contracted is extended 1 or more years, is there a new minimum guarantee for each sequential fiscal year?
The contract minimum guarantee only applies to the Base period.
The ELIN X003 for the option periods is not a minimum guarantee. This line item will be paid to the contractor when the option period is exercised, to help offset the contractor's costs for mobilizing and demobilizing for all the service calls for that period.
2 RFQ / Page 14 If the contract is renewed for one or more years, is the minimum guarantee for the life of the contract (1-up to 5 years) a one time guarantee of
JPY20,000,000?
Yes. Also, see response to Q1.
3 RFQ / Page 14 If there is a minimum guarantee for each sequential year, is the minimum guarantee \20,000,000 for each sequential year?
There is no minimum guarantee for the option periods. But please see response to Q1.

Since this is an “indefinite Delivery / Indefinite Quantity” contract, is the Navy expecting cost based bids on volume/quantity?
Yes.
5 attachment J- 0200000-08
Since this is an “indefinite Delivery / Indefinite Quantity” contract, does the Navy prefer quantity based bids such as \xxx,xxx / 1,000 gallons of OWW collected?
This is a business decision based on the offeror's preference. Please note that the quotes will be evaluated based on the total price.

6 As is currently required by the contracts in Yokosuka and Sasebo, after being awarded this RFQ, the Contractor should maintain a log to record the quantity of OWW off-loaded from U.S. Navy vessels and the amount of treated water to be discharged after treatment. The Contractor should report this information to the Government monthly. Additionally, the Contractor should record the levels of PFOS and PFOA in the treated water in this log.
We understand that this log ensures that the PFAS-contaminated wastewater discharged matches the amount off-loaded from the U.S. Navy vessels, preventing any hazardous materials from being released into Japanese waters.
Noted. Please see Section F of the PWS for required submittals.
