About this file
This document contains an amendment to a solicitation for a firm fixed price construction services contract and responses to questions from offerors. The solicitation is for communication tie-in work at Building 3169 (C-21) at Commander Fleet Activities Yokosuka in Japan. The period of performance is 540 days from award, unless this would extend past January 31, 2025, in which case the end date is January 31, 2025. The Navy's Naval Facilities Engineering Command Far East is the contracting agency. The amendment provides additional instructions for proposal submission and pre-proposal inquiries. It clarifies that the option period would extend the contract completion date by up to 540 days if exercised within 365 days of award, rather than adding 540 additional days. Offerors must be authorized to do business in Japan and price proposals in Japanese yen. The proposal due date is May 1, 2023 and the last date for questions is April 13, 2023.

1 General
There are conflicts within the solicitation documents regarding performance period.
Page 6 of 59, CLIN 0001 states requirements related to CLIN 0001 must be completed by 15Dec2024. Page 3 of 59, Option 2, states if Option is awarded within 365 of CLIN 0001 award, government will add 540 days to the performance period.
Page 6 of 59, Section FAR 52.211-10 to complete entire work for use not later than 540 days. Summary of Work, section 1.2.1, states all work must be completed in 540 days or before 31Jan2025. Request government define performance period by CLIN, providing specific delivery dates/performance periods for each CLIN?
CLIN 0002 States “The exercise of the option item will include an extension to the contract completion date of 540 calendar days”. Which Means when the Option is exercised the period of performance of the option will extend up to the 540 day completion date. Not an additional 540 days.
For the summary of work section 1.2.1. When the contract is awarded the period of performance is 540 days. However, if from award the date of 31 January 2025 is less than 540 days (i.e. 500 days from award) then the PoP end date is 31 January 2025 and not 540 days.
The total period of performance with options exercised will be either 540 days or end 31 January 2025 whichever is earlier.
2 General
Solicitation document page 1 of 59 mentions proposal due date is 1 May 2023, and question due date on page 49 of 59 is 13 May 2023 which is after the proposal due date. Confirm if both of the due date is correct.
1 May 2023 is the correct proposal due date.
Questions are due by 13 April 2023. See amendment 1.
