About this file

This document contains pre-bid inquiries and responses related to a federal solicitation to renovate the North Pond at Marine Corps Air Station Iwakuni in Japan. The solicitation requires dredging of the pond using a floating crane excavator as specified. One question asked if hydraulic dredging would be a more efficient method due to site conditions, but the government response stated the design was based on using a floating crane excavator as stipulated. Another question sought to extend the proposal due date from July 27th to July 30th due to impacts from a typhoon and holidays delaying delivery of required bid bonds, which the government allowed by extending the bid opening date to July 30th as well. The solicitation is being conducted by the Naval Facilities Engineering Command on behalf of the Department of the Navy for renovation work at the U.S. Marine Corps Air Station in Iwakuni, Japan.

SOLICITATION NO. N4008421B5502

RENOVATE NORTH POND PHASE 1 AT U.S. MARINE CORPS AIR STATION IWAKUNI, JAPAN (ID#3711119)

GOVERNMENT PRE‐BID INQUIRY FORM Amendment 0002 Attachment (1)

Page Section Para.

1 21‐Jul‐21 General In reference to the government response to questions # 7, 9, which states "A FLOATING

CRANE EXCAVATOR DREDGE WILL BE USED

TO PERFORM ALL DREDGING WORK UNDER

CONTRACT SPECIFICATION". Is the hydraulic/pump dredging not acceptable method for this contract? After the site visit and reviewing the contract drawing, contractor think that hydraulic/pump dredging will be more efficient method due to the site condition and contract requirement. It will also lower the contractor risk of overdredging. Please advise.

Government design was based on using the floating crane excavator which is what is on the specification. The Contractor is responsible to provide the means and method to perform the dredging and assume the risks associated.

2 21‐Jul‐21 General Current Proposal Due Date is 27Jul. Can this date be extended to 30Jul, due to multiple impacts, such as typhoon impacting some contractors, and holidays delaying express courier delivery of required bid bond, etc?

Bid Opening Date has been extended to 30 Jul 2021, 11:00AM Japan Standard Time.
