About this file
This document contains pre-bid questions and answers regarding Solicitation Number N4008421B5502 for renovation work at North Pond Phase 1 at Marine Corps Air Station Iwakuni, Japan. The solicitation requires dredging an estimated bid quantity from the pond to a design depth of 1.4 meters below the Tokyo Peil datum. It also includes slope protection repair work at the south end of the pond and along the central bridge pier access road. Pre-bid questions address equipment height limits, dredging methods, dewatering processes, construction schedules and completion inspection methods. The Navy will evaluate proposed materials and temporary measures required to complete the work. Only contractors authorized to operate in Japan with a construction license may bid on this solicitation, which includes an in-person bid opening and award through the System for Award Management register.

GOVERNMENT PRE‐BID INQUIRY FORM Amendment 0001 Attachment (1)
Page Section Para.
1 13‐Jul‐21 GC102 We would like to know the height limit of each work area in the equipment work area of drawing number GC102. (1) Areas with a 7m limit, (2) Areas where night work is performed beyond the 7m limit, and (3) Areas where night work is performed regardless of the height limit.
Height limitations are identified by the 7:1 transitional surface contour for areas within.
Contractor will be responsible to submit the airfield waiver that identifies equipment height for airfield approval.

NOTES: 5
It says "On‐Shore Soils Disposal Sites are Limited to 7m in Height", but where is 7m based on? Does it refer to the height of fill in the soil disposal or the height of construction equipment in the disposal site?
Both Equipment and fill material must be below the 7meter height requirment. This is based on the 7:1 transitional surface contour for areas within.
3 13‐Jul‐21 General Since the water level required for construction is different for dredging work and slope protection work, is it acceptable to install a temporary equipment at the existing outlet in the hollow to adjust the water level?
(Location of Drawing No. CN101, E1 EXIST. OUTLET
FOR BASIN)
We would like to install temporary large sandbags in the concrete area of the existing outlet for the basin, and adjust the water level in the basin with several submersible pumps.
Any temporary measure will require Government Approval after award of the project.
4 13‐Jul‐21 17 01 14 00 1.3.4.1 Is it possible to carry out dredging work during the daytime if the height of the equipment is less than 7m, although it is described as night work in the specification?
The airfield waiver will determine what features of work can be accomplished during day time and night time hours.
5 13‐Jul‐21 General What is the average water surface height in the dredging area? For the pump dredging barge, the 70cm draft (Vertical distance from the bottom of the hull to the water surface) needs to be secured, is it possible to adjust the water surface level?
It is not possible to adjust the water level, the water surface level is dependent on the Koimazu Pump operation, on at ‐0.5 m Tokyo Piel (TP) off at ‐0.7 m (TP)
6 13‐Jul‐21 General If using a pump dredging barge for dredging work, is it acceptable to install anchor blocks for moving the barge?
A floating crane exavator dredge will be used to perform all dredging work under contract per the specifications.
7 13‐Jul‐21 General If using a dewatering processor (filter press) for dredged sediment, is it acceptable to discharge wastewater generated by dewatering ptocess into the North Pond?
The proposed method is not allowed by the Government.

8 13‐Jul‐21 General If a dewatering processor (filter press) is used in the equipment storage area, the pipes for mud and drainage need to cross the road.
Is it acceptable as long as vehcle access is secured by temporary materials?
Yes this would be allowed on Skyraider RD and Humvee Road as long as the temportary materials include structural backfill and pavement. This would also need to be maintained for the duration of the project.
9 13‐Jul‐21 General In the case of using a pump dredging barge, based on past experience, it will take about 7 months to complete the project even if it is calculated at a maximum of 1,000m3/month. Is it possible to extend the construction period?
A floating crane exavator dredge will be used to perform all dredging work under contract per the specifications.
10 13‐Jul‐21 General It is assumed that the existing paved road facing to MIDDLE PIER will be used by Contractor while assembly and disasssembly of the pump dredge barge.
Is it acceptable?
This area can be used for the project. 0001
11 13‐Jul‐21 General For the dredged soil quantity confirmation and acceptance method, will the quantity of data calculated before and after dredging used? or will the quantity of soil disposal used?
Dredged soil quantity confirmation shall be based on the haul out volume of the sediment based on wet volume or weight. Disposal of cleared sediment shall be based on haul out volume of the sediment as loose dry volume or weight.

BASIS
FOR BIDS
It states "Base bids on the quantity of dredging indicated."
Please provide the quantity of dredging for bidding.
The bidder shall proivde base bid quantity for the dredging work, because the contractor is also responsible not to exceed the allowable overdreged depth quantity. Over dredge sediment quantity shall not be compensated due to the contrator's fault exceeding the allowable overdredge depth.

Please clarify the contents of the description.
Does it mean that overdigging in dredging from T.P‐ 1.4m is only allowed ‐0.15m?
What is meant by "the maximum amount of allowable unpaid overdepth dredging"?
The allowance for overdreging shall not be more than ‐0.15M based on the original design depth. Any dredge sediment beyond the allowed overdreging depth shall be fault by the contractor and shall not be compensatable.
15 13‐Jul‐21 CN102 Are the two "Elevated Utilities Crossing" in the west channel dredging area electrical cables or water pipes?
Please provide pipe information (what utility, living or not in use) to consider the protection method.
These are buried electrical that are live to the best of our knowledge.
16 13‐Jul‐21 CN103 F1 There are two south end slope protection repair areas, one is between CP12 and CP14, and the other is between CP17 and CP20.
Is the Contractor's understanding correct?
Yes, this is correct. 0001
