The solicitation seeks to replace R22 refrigeration equipment, including chillers, refrigerators, and air conditioning units, at 22 locations of the Commander Fleet Activities Yokosuka. Replacement equipment must utilize an EPA-approved refrigerant with zero ozone depletion potential. The solicitation includes a base CLIN for 2 facilities and 3 option CLINs that would add work at 11 additional facilities, 4 more facilities, and 1 more facility. The performance periods range from 605 to 970 days depending on the CLIN. The government will evaluate pricing by adding the total of the base CLIN and all option prices. Bids are valid for 120 days and option prices until March 2022. The pre-bid conference and site visit details are to be determined. Offerors must be authorized to do business in Japan and hold the necessary construction license. REFERENCE QUESTION ANSWER

Page Section Para.

Reference Amendment 0002 Pre-Bid Inquiry Responses Question No. 2

Government Response to Pre-Bid Inquiry Question 2, Amendment 0002 pertains, states the government does not intend to extend the proposal due date; however, Amendment 02 distributed by government on 24May21, replaced the specifications and drawings in their entirety, and site survey at multiple locations over a 2 day period was just conducted this past week. Given the magnitude of this requirement, 9 days following receipt of Amendment 0002 with revised specifications and drawings is an inadequate and an unreasonable time frame to provide a formal competitive cost proposal. It is requested that government consider providing a minimum of 19 additional days for a revised proposal due date of 21Jun21.

Consideration of this request is greatly appreciated.

See Amendment 0004. The extended bid due date is 16 July 2021, 10:30 AM Japan Standard Time.
