About this file
This document provides responses to questions from offerors on a solicitation for a Multiple Award Construction Contract at Commander Fleet Activities Sasebo in Japan. The solicitation seeks proposals for design-build and design-bid-build projects ranging in value from 50 million Japanese yen to 3 billion Japanese yen related to construction, repair, and renovations. The performance period for the seed project is 510 calendar days with 150 days for design and 360 days for construction. Questions were answered clarifying documentation requirements, liquidated damages amounts, and definitions of single and aggregate bonding capacities. Attachments included a pre-proposal conference sign-in sheet and responses will be updated as needed in Phase Two of the solicitation process. Evaluation will consider technical approach, past performance, and price with awards made to multiple awardees.

Attachment L ‐ Government Responses to Questions Received Amendment01
SOLICITATION NO. RFP N4008420R6500
PROJECT TITLE: Regular MACC at CFAS
Page Section Para.
SF 1442
14 of 61, Para 7
It is indicated that “Provide applicable documentation on projects that were validated and/or certified through USGBC or the equivalent organization or process.”
Please clarify what specific documents should we need to furnish for this purpose?
The documentation only needs to be submitted if validation or certification was received by the USGBC or equivalent organization. If you are not aware of these specific documents then it is unlikely that you have received validation or certification from the USGBC or an equivalent organization.
Therefore, the documentation would be not applicable to your submission;
however, the description should still address any sustainable design features for the project.
SF 1442
7 of 61, No.5 The liquidated damage for the seed project seems very high comparing to the past LD. Is this amount indicated correctly?
The amount of the LD is correct and is calculated using the actual damages the Government will incur if the project is not completed on time. 01
3 Attachment H
Please clarify what is the‟Entity Identifier Number” in attachment H? Is it the same as DUNs Number?
Yes; ‟Entity Identifier Number” = DUNS.
If you have a DUNS, please include it. If you do not have a DUNS, please obtain one and include it, if possible, on the form with your proposal.
RFP Pg.12 Regarding bonding capacity
We are still unclear the difference between “single” and “aggregate” bonding capacity. Could you please define the words again here?
Single bonding capacity is against the task order. Aggregate bonding capacity is against your company for all task orders.
Single bonding capacity is the maximum amount the surety will issue a single performance bond.
Aggregate bonding capacity is the maximum amount, in total, the surety will issue for the company.
For example: If your surety will provide a performance bond for JPY 1,000,000,000 but they will not give you any more performance bonds, the single bonding capacity is JPY 1,000,000,000 and the aggregate bonding capacity is JPY 1,000,000,000.
If your surety will provide a performance bond for the maximum size task order of JPY 500,000,000, but they will provide you additional performance bonds for a total maximum of JPY 1,500,000,000 in performance bonds, the single bonding capacity is JPY 500,000,000 and the aggregate bonding capacity is
JPY 1,500,000,000.
Request your surety to provide your single and aggregate bonding capacity in writing. If the letter from surety is only provided in Japanese, please submit original copy and original copy with English Translation.

RFP Pg. 16 Factor 3-Past Performance
We do not understand the meaning of sentence saying “Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.” Does that mean we cannot use the same past performance evaluation we submitted before for other RFP, like RFP for Iwakuni MACC?
You can use same past performance evaluation as you submitted for other RFPs.
However, you cannot "reference other RFP packages" with the expectation the Government will obtain the previously submitted documentation. You must submit a complete proposal with all of the documentation the Governmnet requested and you desire the Government to consider.

7 of 61, No.4
Regarding the seed project for this solicitation, it is specified in SF 1442 page 7 No.4, "complete the entire work ready for use not later than 360 days after date of Task Order award. The time stated for completion shall include final cleanup of the premises."
If we are selected Phase one, is it possible for us to request the extension of construction schedule at that stage?
The "DESCRIPTION OF SEED PROJECT" in the RFP has been updated by Amendment 0001 to correct the performance period. It should have read, "...
complete the entire work ready for use not later than 510 days after date of Task Order award."
The total performance period is 510 calendar days, (150 calendar days for Design and 360 calendar days for on-site Construction).
The Government will review the performance period, including the number of days for onsite work, and will respond to any additional PPIs during Phase Two of the Solicitation.
As with any PPI, please include specifics regarding what you believe is an appropriate period for design, onsite work, and total performance period in order for the Government to provide the best response.
Please provide attendance records of the pre-propsoal conferernce. Please see attachment Attachment M - Pre-Proposal Conference Sign-In

6. Bonding Requirement
Regarding the Performance bonds, since our surety bond provider is Federal Insurance Company, located in the U.S. and the documentation arrival may delay due to the location and the time lag. Because of the delay, will the government accept our corporate letter explaining that we are in the process of providing the document for the Performance bonds instead of actual Performance bonds document from surety bond provider?
The letter from bonding agent or surety is a requirement for the Business Proposal for Volume One. If you are unable to provide the letter, please provide the information or other explanation for the Government to consider.
Offerors requested to submit proposals in Phase Two of the solicitation may update this information in the Business Proposal Volume for Phase Two along with any other updates as may be required.
