Please confirm what companies use of WAWF applies to.

Because this contract is for "local sources only" would local sources that are registered to do business in Japan be subject to using WAWF even if they have a US home office and the Japanese companies would not be required to use WAWF?

We have not had to use WAWF on other NAVFAC FE Contracts, but have used it once for an Air Force Contract and found it difficult and time consumming and this could put us at a competitive disadvantage, if forced to use it.

According to Spec Item 2.3.9.1please consider the Spec Item 2.9.9.2.

2.4.3 and 2.4.4. Can you explain what government property the Contractor will need to accept and possess during this contract? The government is not furnishing any materials and so please clarify what this is meant to address.

This is a service contract versus a construction contract and so can you explain the relevance and applicability for having to have the CQM certification? Will there be some construction work that is not spelled out in the specification?

According to Spec Item 2.7.1.2. All Contractor as required to take CQM training.

10 2.7.1.3/4/10 of 26

This is a service contract versus a construction contract and so can you explain why OSHA 30-hour is required. OSHA 10-hour seems more than adequate for the types of maintenance work being performed. Will there be some heavy construction work that is not spelled out in the specification?

According to Spec Item 2.7.1.3. All Contractor as required to take OSHA training. This project does not demand the heavy construction work.

11 2.7.1.4/1/10 of 26

Can you clarify what this person will be doing? Specifically in reference to "the Installation Energy Plan, and other specified Sustainability requirements affecting this contract". The paragraph says the person "shall develop, implement and monitor environmental strategies, policies and programs that promote sustainable development and examine the contract activities to establish where improvements can be made and ensure compliance with environmental legislation and energy policy." Because this is primarily an inspection and maintenance type services project it is difficult to see where these tasks fit in. Can you clarify and maybe give a couple of examples so we can evaluate the level of effort required. It is assumed this effort will be included in the FFP part of the contract and so this is important to know.

According to Spec Item 2.7.1.4
