1.5.3.2 Design - Bid - Build Projects
For this project type the government will issue a full set of plans and specifications to the contractors. These specifications may have been developed by either the government or an architect-engineering firm working for the government via a separate contracting vehicle. For this type of project little or no design will be required on the part of the contractor with the exception of shop drawings field changes and other similar items that are typical in a project effort. All applicable specification sections from the CSI Masterformat 2004 will be issued along with drawings.
1.5.3.3 Statement of Work only project
This catagory of project is provided for those projects that require very little if any design and can be confidently conveyed via a written statment of work prepared by the government. This may or may not follow a standard format. If a statement of work project is issued as an RFP then the contractor shall comply with the technical information that is required in parts 2 and 4 of the small project design build scope without the design requirements.
1.5.4 Proposal Preparation
Each RFP shall be accompanied by a set of technical evaluation factors.
These are the major items that the government requires the contractor to address while preparing a proposal. A government technical evaluation board will compare the proposals of there contractors against these technical evaluation factors. Proposals shall be arranged in order with and tabbed in accordance with the technical evaluation factors.
It is in the contractors best interest to formulate and format the proposals in accordance with the technical evaluation factors. Addressing all of the topics and content are important as well as readability.
When submitting schedules with proposals, all contractors shall allow adequate time for the contractor to provide the submittals, a minimum of 21 calendar days for Govt review/approval of submittals unless otherwise stated in the RFP, adequate time for the ordering and delivery of any equipment/materials, adequate time for any commissioning and testing, a minimum of 5 calendar days to schedule and conduct a final inspection, a minimum of 5 calendar days to complete punch list items, and adequate time to provide all required documentation including but not limited to as-builts and O&M manuals.
