RFP N40083-13-R-2637; SMALL BUSINESS MULTIPLE AWARD CONSTRUCTION CONTRACT, NAVAL SUPPORT ACTIVITY, CRANE IN AMENDMENT 03: Questions/Clarifications 10-12

SBMACC 2013 PHASE I

Questions and responses to clarifications

Future questions and clarifications will be added to this set and released as a continuous list.

FIRST question set: August 1st 2013

1. QUESTION: Will you be providing an SF 1442 for Phase I?

ANSWER: No.
2. QUESTION:On page 8, under Factor 1: Technical Approach, (a)(3) Corporate Management, the solicitation reads, " Offerors shall complete Personnel Reference sheets in the solicitation for all key personnel.." Can you please provide Personnel Reference sheets?
ANSWER: No. Any standard resume that defines education and work history with the proposer and any prior companies will be sufficient.
3.QUESTION:Factor 3 - Past Performance "The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQ's previously submitted for other RFPs." In past government proposals we have been allowed to use PPQ's that have been completed for other proposals but in others it has been required that a new PPQ be completed for this submittal only. Does the Navy require that new PPQ's be filled out and submitted or can we submit PPQs that have been completed for past proposals?

ANSWER: We do not require new PPQs be completed. The RFP does not prohibit reusing previously completed questionnaires. It prohibits just referencing those questionnaires and not including copies of them in RFP.

4. QUESTION: For the Crane, Indiana SB MACC under Factor 2, it states that we are required to utilize the Construction Project Data Sheet but that we may expand individual blocks. However, the format provided is an un-editable PDF. In order to expand the boxes, it needs to be a form. Could you please re-issue as a form so that we may expand the boxes?

ANSWER: See attached word versions.
5.QUESTION:. In the RFP Factor 2 - Experience (a), (1) - "Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP." Bold and italicized added. Would the Navy consider changing this requirement for projects being completed by 30 July 13 (the RFP issuance date) to the date the proposals are due to the Navy or consider reducing the requirement from "completed" to "substantial completion" which is typically defined as 80% or more complete?

ANSWER: No. The experience verbiage is from the portion of the tech evaluation factors that have been set by headquarters and cannot be edited. The intent is to evaluate company history to the time of the RFP issuance and not to potentially affect the conduct/processing of contracts and Task orders that are not closed out yet..

6. CORRECTION: On page 5 of the solicitation, ‘1.1. GENERAL PROJECT OVERVIEW’ please revise the following statement:

FROM: “The total contract term shall not exceed five years (60 months) or $40,000,000.00, whichever comes first.”

TO READ: “The total contract term shall not exceed five years (60 months) or $50,000,000.00, whichever comes first.”

SECOND question set: August 13th, 2013

7. QUESTION: On page 12, Factor 4 - Safety, (3) Technical Approach for Safety, the RFP states: "The Safety narrative shall be limited to two pages." Is the Safety Narrative to be two pages double-sided (4 single-sided pages), or two single-sided pages?

ANSWER: two pages double-sided (4 single-sided pages).

8. CORRECTION: On page 12 of the solicitation, Factor 4, ‘Safety’, please revise the following statement”

FROM: “For the four (4) previous complete calendar years, submit your EMR (which compares your company’s annual losses in insurance claims against its policy premiums over a three (3) year period).”

TO READ: “For the four (4) previous complete calendar years, submit your EMR (which compares your company’s annual losses in insurance claims against its policy premiums over a four (4) year period).”

9. CORRECTION: Delete Factor 1 Technical Approach (a) (4) financial Support. 1. & 2. and replace with the following:

(4) Financial Support. Offerors shall clearly demonstrate their financial stability by providing the information requested below.

1. Line of credit: Provide a letter from a financial institution showing your available line of credit (e.g., Minimum six figures) or a letter from your financial institution showing proof of financial stability, i.e. high and low account averages over the last six months.

THIRD question set: August 22, 2013

10. QUESTION: In Section 00202, Factor 1 - Technical Requirements on page 8, it states "Offerors shall complete Personnel Reference sheets in the solicitation for all key personnel (e.g., corporate personnel who will have decision making responsibilities over the term of the contract)". Amendment 1, question #2, clarified format, but we are still unclear as to who's resumes we should be presenting - Offeror's corporate personnel or the design-build team personnel.

Furthermore, in Section 00202, 1.1.3 Project Requirements provides a list of design-team personnel. Is this the list of people we should provide resumes for in Phase 1?

ANSWER: From Factor 1, "The composition and management of the firms proposed as the design-build (DB) team (emphasis added) for this contract will be evaluated in this factor."

At a minimum, Corporate individuals from the proposed primary construction firm who accept Task Orders under this contract or who can stop work on a Task Order shall have Personal Reference sheets or Resumes include. This could include the Company President, Project Manager(s), Person the Project manager/s report to (if not the President), Superintendent(s), and Quality assurance Manger(s).

Furthermore, the intent of Factor 1 is also to evaluate the Design firm. At a minimum, proposals shall also include Personal Reference sheets or Resumes for the proposed primary design firm personal, including the Design Manager(s), Architect, Mechanical, Civil, and Electrical Engineer.
