About this file
This document is an amendment to the solicitation for the N4008024R2186: NAVFAC Washington AE IDIQ Mechanical, Electrical, Plumbing, and Fire Protection (MEP-FP) contract opportunity.
The amendment provides responses to Procurement Performance Indicators (PPI) questions. Key details include:
- The Government confirmed that the plumbing engineer need not be a licensed engineer, but rather a qualified plumbing professional demonstrated through training and experience, similar to the controls engineer requirement.
- The Government defined a "Qualified Fire Protection Engineer" and clarified that this should be noted, with the performance as the Architect-Engineer (AE1) under the DoD contract, not the construction contractor.

Section Para
43 4/30/24 Section II Criterion
Criterion 2: Similar to a controls engineer, a plumbing engineer / designer is frequently not a professional engineer, but rather a qualified plumbing professional, demonstrated through training and experience such as “Certified in
Plumbing Design (CPD)”.
Amendment 1, Response 21 notes the controls engineer need not be a licensed engineer, but rather a qualified control professional, demonstrated through training and experience. May a plumbing engineer meet the similar definition, that is
“the plumbing engineer need not be a licensed engineer, but rather a qualified plumbing professional, demonstrated through training and experience”?
Plumbing engineer should be licensed engineer as this is a design.

Amendment 1 Criterion 2 & response
15 – “Quality Fire Protection
Engineer”. Please define a quality fire protection engineer. UFC 1-300-09N, UFC 3-600-01, and UFGS 21 13 13 have defined “Qualified Fire
Protection Engineer”. Further, is the intent to perform as a QFPE during construction as AE1 in design-bid-build or design-build (roles that occur under AE contracts), or is the intent to perform as a QFPE during construction under the construction contractor (a role that occurs under construction MACCs). We assume the performance as AE1 with a contract with DoD and not the contractor, but wish to confirm.
Should note as Qualified and the performance as AE1.
