Criterion 1: Should experiences demonstrating the following specialized capabilities may be considered more favorably include the following:
•Electrical Distribution (Item 5) – should this specifically include medium voltage experience of at least
2.4 kV, as much of the exterior and underground distribution serving
NAVFAC Washington are typically
13.2 kV to 13.8 kV voltages? The government may consider rewording to: “Experience in electrical medium voltage (13.2 to 13.8 kV) underground and low voltage interior electrical distribution systems.”

Experience – renovation design of existing 125 PSIG high pressure steam plants and piping systems serving at least a dozen buildings.

Experience – work in plants and systems serving at least a dozen buildings and a minimum capacity of
5,000 tons.
•If these items above are added, would NAVFAC consider permitting

No, Bid per Synopsis.

Criterion 1: Is there a minimum
(estimated) construction cost for an
Item F project and is there value in showing a full range of project sizes?
Our experience is than NAVFAC
MEP projects may have estimated construction costs as low as $200k.
For example, would a project with a
$400k construction cost receive full consideration, or would it be rated not as highly as a project with a different construction value?
Yes. Bid per Synopsis. Section
II, Criterion 1 state: For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms
