About this file

This document is an amendment to a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Mechanical, Electrical, Plumbing, and Fire Protection (MEP-FP) Architect-Engineering Services at various locations within the Naval Facilities Engineering Command Washington Area of Responsibility (AOR).

The amendment provides responses to Procurement Performance Information (PPI) questions related to the requirement for Past Performance Questionnaires (PPQs) from the contracting agent or their representative. It clarifies that PPQs from prime contractors may be accepted for design-build projects where the offeror was the Designer of Record under a subcontract. The amendment also confirms that offerors may submit projects and resumes from subconsultants, and that the Telecom Engineer must have both a Professional Engineer (PE) license and a Registered Communications Distribution Designer (RCDD) certification. Additional key personnel, such as cost estimators and commissioning providers, must also have their resumes submitted.

33 4/24 Amendment 01

Criterion

Amendment #1 language added to

Submission Requirements under

Criterion 3 – Past Performance, we request a clarification of the following wording: “contracting agent and/or their representative responsible for the contract administration.” As the Designer of

Record on a design/build team, our contracting agent is always a representative of the General

Contractor (builder) who holds the prime contract with the Government.

As a matter of policy, the

Government typically will not provide CPARs or PPQs to the design firm in this case, and generally will not mention the designer in the

CPARs or PPQs that the

Government’s representative provides to the prime General

Contractor. Consequently, for many of our most relevant projects we will be unable to provide a performance review other than one written by our direct client, the General Contractor.

This new requirement was not a part of your recent “Synopsis N40080-24-

R-2184 Indefinite Delivery Indefinite

Quantity (IDIQ) for General

Administrative Architect-Engineer

(AE) Services for Small to Medium

Projects” so it was unexpected, and we have proceeded for the last several weeks under the assumption that we would be able to use PPQs already in hand. In order to rectify this situation, we request that the wording of the next sentence in the amended language as follows: “It shall not be from the prime contractor on a project to a subcontractor, with the exception of the case of a

Designer of Record who serves under a subcontract to a General Contractor on a design/build project.”

Bid per Synopsis.

Alternatively, if you are unable to agree with this interpretation, we respectfully request an extension of the May 14, 2024 deadline in order to allow us time to pursue new PPQ’s on these projects.

34 4/30 Section II Criterion

Can we show projects from our sub-consultants? If so, is there a limit of how many?

Yes. Bid per Synopsis. Section

II, Criterion 1 state: For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. Offeror shall submit projects that best demonstrate the proposed teams qualifications to provide the services expected to be executed under this contract.

The Offeror may submit subcontractor experience to demonstrate relevant specialized experience.

35 4/30 Does the Telecom Engineer need a

PE and an RCDD or will an RCDD suffice?

Telecom Engineer resumes shall include both a PE and an

RCDD.

36 4/30

Criterion

Do the "Additional personnel" listed require resumes? (i.e. Cost

Estimators, Project Managers, Industrial hygienists general or laboratory planners, commissioning providers, controls engineers, plumbing engineers, architects, civil engineers, structural engineers or other Subject Matter Experts

Bid per Synopsis. Criterion 2 states, "Specific disciplines that must be included in key personnel are: Licensed professional Mechanical, Electrical, Telecom, and Fire

Protection engineers. Additional personnel may include..." The factor requires that the Offeror provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract.

37 4/30 Criterion

When providing a Past Performance

Questionnaire for a Design-Build project, may the PPQ be signed by the general contractor that we (the

A/E) provided the design services for?

No. Bid per Synopsis, Criterion
