EXECUTIVE SUMMARY
This Integrated Pest Management Plan provides a comprehensive, long-range document that captures all of the pest management operations and pesticide-related activities conducted at Marine Barracks Washington, DC. It incorporates pest management practices and the local, state, federal, and Department of Defense regulations, and conforms to the requirements of Department of Defense Instruction 4150.07, DOD Pest Management Program, and Marine Corps Order Plan 5090.2A, Environmental Compliance and Protection Manual, Chapter 14—Pesticide Pollution Prevention. It supplies comprehensive information about the pest management program to installation staff and internal and external compliance auditors.
The Naval Facilities Engineering Command, Atlantic’s Applied Biology Center prepared this plan using information obtained through pest management data collection, on-site observations, installation personnel interviews, and document reviews.
The main goal of the various pest control functions is to support the mission of Marine Barracks Washington, DC. Commercial contract pest control operators currently provide all of the pest control services for the Marine barracks. Pest control services are needed at Marine Barracks Washington, DC to:
1. Provide services that will prolong the life of the structures through subterranean termite and nuisance pest control
2. Provide nuisance pest control to all buildings and outdoor areas to ensure a good working and living environment
3. Control weed and insect pests in all recreational and lawn areas to maintain aesthetics and provide recreational facilities to personnel
4. Provide control of mosquitoes, flies, and other potential disease vectors to ensure the comfort and well-being of all personnel
5. Provide vertebrate pest control, including rodent control, to all areas.
For the current level of work to be accomplished, a sufficient staff of qualified applicators must be maintained. Contract personnel must meet state certification requirements as specified by the contract.
Pest management performance assessment representatives must successfully take an initial pest management performance assessment representatives course. To maintain their certification, the pest management performance assessment representatives must successfully pass a Department of Defense refresher course every three years.
This plan focuses on safe, environmentally-sound, and cost-effective control of pests through integrated pest management. Integrated pest management depends on education, proper surveillance, and identification of pests, non-chemical and chemical control methods, and individual responsibility for pest prevention.

CHAPTER 1
Introduction
1.1 INSTALLATION BACKGROUND
1.1.1 Mission
Marine Barracks Washington, D.C. (MARBKS), also known as “8th & I,” supports the ceremonial and security missions in the nation’s capital. The main goal of the various pest control functions is to support this mission.

1.1.2 Location and Facilities
The main post of MARBKS is located near the Washington Navy Yard on the corners of 8th and I streets in southeast Washington, D.C. An annex is located on 7th St SE and L St SE. A map of the buildings is in appendix A. Marine Corps Barracks Washington, D.C. is home to many nationally-recognized units, including the Marine Corps Silent Drill Platoon, the Marine Drum and Bugle Corps, the Marine Band, the official Marine Corps Color Guard, and the Marine Corps Body Bearers. It is also the site of the Home of the Commandants, which, along with the barracks, is a registered national historic landmark.

1.2 THE INTEGRATED PEST MANAGEMENT PLAN
1.2.1 Scope
The MARBKS Integrated Pest Management Plan (IPMP) is a long-range, comprehensive planning and operational document that establishes the strategy and methods for conducting a safe, effective, and environmentally-sound integrated pest management program. The IPMP covers all pest management and pesticide-related activities conducted by civilian and military Department of Defense (DOD) personnel and commercial contractors within all functional areas of MARBKS. Acronyms and abbreviations used in this document are listed at the end.
1.2.2 Authority
Department of Defense Instruction (DODI) 4150.07, DOD Pest Management Program, and Marine Corps Order Plan (MCO P) 5090.2A, Environmental Compliance and Protection Manual, Chapter 14—Pesticide Pollution Prevention, require that all Marine Corps installations develop and implement an IPMP in accordance with the guidelines. The IPMP will detail all aspects of pesticide management including administration, procurement, contract services, storage, disposal, safety, reporting, vehicles, integrated pest management (IPM), and applicable laws and regulations.
1.2.3 Department of Defense Measures of Merit
This plan provides the framework for MARBKS to meet the DOD’s annual goals or measures of merit (MoMs). As established in DODI 4150.07 and updated by the Armed Forces Pest Management Board, the MoMs are:
1. Measure of Merit 1: All DOD installations will maintain installation Pest Management Plans that have been reviewed and approved by a DOD-certified Pest Management Consultant and annually updated by the installation pest management coordinator.
The MARBKS helps meet this goal by the implementation (by the commanding officer’s signature) of this plan.

2. Measure of Merit 2: All DOD installations will adhere to the principals of integrated pest management and the DOD will maintain the goal of minimizing annual pesticide use by both government and contractor pesticide applicators on its installations. This goal is set at 425,000 lbs of active ingredient, the DOD’s average annual usage for Fiscal Years 2007–2009 and an overall 52 percent reduction from the original fiscal year 1993 baseline.
The MARBKS provides data for this MoM through the reporting requirement (section 2.3).
3. Measure of Merit 3: All DOD pesticide applicators will be certified. All contracted employees shall have appropriate U.S. state or host-nation pesticide applicator certification in the appropriate categories at the time the contract is let.
The MARBKS ensures proper certification of all applicators through regular verifications and maintains a list of certifications in appendix E of this plan. See section 2.4 for training and certification requirements.
1.2.4 Using the Integrated Pest Management Plan
The IPMP provides a comprehensive overview of the pest management and pesticide-related operations on the MARBKS. It can be used as a reference by all installation personnel and can be provided to external pesticide regulators. The IPMP is divided into the core plan and appendixes.
1.2.4.1 Core
Chapter 1—Introduction. Provides an overview of the installation pest management program, its objectives, and its requirements.
Chapter 2—Administration. Describes the organization of the pest management program and identifies the staffing and their roles and responsibilities. This section also lists and describes the primary DOD requirements for DOD and contract pest management service providers.
Chapter 3—Operations. Provides detailed descriptions of integrated pest management practices on the installation and the management of pesticides. Compliance requirements for all the operational practices are provided.
Chapter 4—Health and Safety. Describes the potential health hazards for the pesticide applicators as well as the public due to pest management operations on the installation. Hazard abatement practices and medical emergencies are also discussed.
Chapter 5—Environmental Considerations. Describes the pest management program within the framework of Environmental Management Systems (EMS) including a description of possible hazards to the environment from chemical and non-chemical practices.
Chapter 6—Emergency Pest Management. Provides a description of and resources in the event of public health or agricultural pest management emergencies.
Chapter 7—Resources. A list of Department of the Navy (DON) and local resources for pest management issues.

Chapter 8—Integrated Pest Management Sheets. Provides information on target pests that may occur on MARBKS, survey techniques for those pests, non-chemical and chemical control methods, and contractor work considerations.
REF—References. Provides links to regulations, technical guides, and documents listed in the plan.
GLOSS—Glossary. Provides definitions to common pest management terms and positions.
LOAA—List of Acronyms and Abbreviations. Spells out acronyms and abbreviations.
1.2.4.2 Appendixes
The contents of the appendixes are designed to be modified depending on the needs of the pest management service provider (PMSP) or stakeholder that possesses the IPMP. Some of the contents are included in the binder while others are in electronic format on the supplemental CD-ROM.
Appendix A—Includes the MARBKS location maps and space for installation maps.
Appendix B—Contains a list of installation points of contact for pest management.
Appendix C—Provides space for copies of pest management program reviews and compliance inspection reports. DOD and state compliance checklists and IPMP update forms are also included.
Appendix D—Includes the approved pesticides list for the installation. Pesticide labels and safety data sheets (SDSs) can be added to this appendix.
Appendix E—Lists the current applicator certification numbers and categories. Space is provided for additional applicator licenses and certifications and training records.
Appendix F—Provides a list of federal laws, state regulations, DOD instructions, and installation instructions/orders related to pest management. Copies of DODI 4150.07, MCO P5090.2A, Chapter 14, and OPNAVINST 6250.4C are included on the CD. Other regulatory and policy documents related to the installation program are also included on the CD.
Appendix G—Provides space for any installation-specific operation documents. General program operation information is also included.
AppendixH—Contains installation-specific EMS documents. Installation environmental plans or excerpts of plans that pertain to pesticides and pest management are included as well.
Appendix I—Contains the installation Emergency Vector-borne Disease Control Plan and other documents related to vector surveillance and control.
1.2.5 Integrated Pest Management Plan Implementation
The IPMP must be reviewed and approved by installation stakeholders and professional pest management consultants (PPMCs) from the Naval Facilities Engineering Command, Atlantic (NAVFACLANT) and the Navy Bureau of Medicine and Surgery (BUMED). The IPMP is implemented upon signature of the installation commanding officer. The integrated pest management coordinator (IPMC) has the task of
1-5 implementing, coordinating, and executing the IPMP among each of the functional areas of the installation.
1.2.6 Integrated Pest Management Plan Maintenance
Once the IPMP has been developed and implemented, it must be reviewed annually and updated as necessary. The installation IPMC is responsible for maintaining the IPMP.
1.2.6.1 Internal Review
An internal review is conducted annually by the IPMC in coordination with the PMSPs and other functional area points of contact (POCs). The review should include updating contract information, applicator certifications, pesticides, and pest management operations to be used on the installation, and updating pesticide use records. An Internal Assessment Plan (IAP) for the pesticide program should be used by the IPMC as a tool to review compliance issues during the internal review. A sample IAP and other compliance self-assessments can be found in appendix C.
1.2.6.2 Off-site Review
The IPMC may request a review by a NAVFACLANT Applied Biology PPMC for review of regulatory requirements, reporting, and pesticide approval procedures.
1.2.6.3 On-site Review
An on-site review of the entire pest management program shall be performed by the NAVFACLANT Applied Biology PPMC every 3 years to ensure compliance with the IPMP. The review may be performed more frequently if extensive program problems exist.
1.2.6.4 Integrated Pest Management Plan Rewrite
The IPMP should be rewritten every five years to reflect new contracts, personnel, pest management practices, and regulatory changes.
1.3 PEST MANAGEMENT PROGRAM OVERVIEW
1.3.1 Overview
The pest management program is summarized below:
1. An employee in the S-4/Logistics, Maintenance Division is designated as the integrated pest management coordinator, as well as the pest management performance assessment representative
(PMPAR).
2. Alexandria Pest Control, a subcontractor under Marathon, provides general pest control services at the main post through a regional contract with NAVFAC Washington. This includes larval and adult mosquito control.
3. Western Pest Services, a subcontractor under EMCOR, provides general pest control services at the annex through a regional contract with NAVFAC Washington.

4. Ruppert Landscape, a subcontractor under Diversified Service Contracting, performs grounds and landscape maintenance under a regional contract through NAVFAC Washington. If pesticides are needed, Ruppert Landscape contracts with TruGreen Lawncare to apply the pesticides.
5. The installation Preventive Medicine Department, located at the Washington Navy Yard Branch Health Clinic, performs food service sanitation and facilities habitability inspections and oversees programs to prevent vector-borne and other infectious diseases.
In addition to the PMSPs, individual personnel including employees and housing tenants have a responsibility for preventing and reducing pest infestations in their workplace and/or berthing/residence areas. This IPMP encompasses all of the activities of the PMSPs and individuals.
1.3.2 Pest Management Objectives
The MARBKS pest management mission should be directly derived from the installation mission;
therefore, the focus of pest management at the MARBKS should be as follows:
1. The prevention of pest interference with the mission through:
a. Mosquito surveillance and control
b. Bed bug control in the barracks.
2. The prevention of pest-related health and safety problems through:
a. Cockroach surveillance in eating areas
b. Rodent surveillance in eating areas
c. Bee, wasp, and hornet surveillance and control.
3. The protection of government real property and materiel through:
a. Termite and other wood-destroying insect surveillance and control
b. Decay fungi surveillance and control.
4. The protection of recreational areas through:
a. Turf disease, insect, and weed surveillance and control
b. Ornamental disease and insect surveillance and control.
5. The prevention of morale problems through insect and other pest surveillance and control in eating, working, and living areas.

1.3.3 Program Requirements
1.3.3.1 Administration
Proper administration of the pest management program ensures accountability and documentation through planning, record keeping, reporting, training, pesticide and contract approval, and regulatory compliance.
Table 1-1 outlines the pest management administrative program requirements.
1.3.3.2 Operations
Operations are the day-to-day management of pests through pesticides and non-chemical means. Each of these operations must meet various requirements that are listed and described in table 1-2. Pest management on the MARBKS includes the following categories of operations:
1. Ornamental and turf–Control and management of pests of landscape plants and turf, including arthropods, fungi, and weeds.
2. Industrial, institutional, structural, and health-related–Control and management of pests in and around buildings. Pests may include cockroaches, termites, bees, venomous animals, stored product insects, rodents, and feral animals.
