About this file

This document provides responses to questions on a solicitation for a general construction IDIQ job order contract (JOC) for Naval facilities. The solicitation will result in a single award IDIQ contract for general construction projects and related services valued between $2,000 and $1,000,000 at Naval Research Laboratory locations in Washington, DC and Maryland, as well as the Naval Warfare Center in Carderock, MD. The period of performance is a one-year base period and four one-year option periods, with a maximum value of $50 million over all option years. The source selection process is lowest price technically acceptable. This procurement is set aside 100% for 8(a) small businesses under NAICS code 236220 with a size standard of $39.5 million. The responses clarify requirements around bonding amounts, proposal due dates, evaluation criteria, cost indexes to be used, and facility locations covered by the contract.

AMENDMENT 0002

RFI QUESTIONS AND RESPONSES

1. Please explain the required per Offeror aggregate bonding amount of $20,000,000 per year when the total value of the contract over 5 years is $50,000,000.

GOVERNMENT RESPONSE: The aggregate bonding amount has been revised to $10,000,000 per year

2. Will you please consider an extension of the proposal due date by at minimum one week?

Currently RFIs are due June 6th and proposals are due June 16th. Depending on the turnaround time of RFIs, this will give us less than one week to incorporate RFI responses. Please consider an extension so we have the ability to incorporate the responses and provide a compliant and responsive proposal.

GOVERNMENT RESPONSE: Unfortunately, we will not be extending the proposal due date.

3. Per Subfactor 1b, Corporate Experience. Projects submitted under past performance must demonstrate that the Offeror self-performed at least 50% or more of each project (not just oversight). Per page 5 of the RFP under Post Award Limitations on Subcontracting, “at least 25% of the cost of contract performance to be incurred for personnel will be spent on the 8(a) prime contractor’s employees.”

Please either remove the self-performance requirement of 50% under the past performance requirements, or at minimum reduce it to match the contract requirements of “25% of the cost of contract performance.”

GOVERNMENT RESPONSE:

4. Under Volume II Technical Volume – what is the difference between Part B – Subfactor 2 Corporate Experience and Part E – Construction Experience Project Data Sheet? Per the Evaluation Factors, only “Subfactor 1b Corporate Experience” is discussed and requires the use of the Project Data Sheet in this section.

GOVERNMENT RESPONSE: Corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. The Construction Experience Project Data Sheet is a formal form to provide supporting project information for Corporate Experience.

5. Since the naming of the proposal sections is different between the Proposal Organization and Format section of the RFP and the Evaluation Factors for Award, can you please confirm that the Proposal Organization Instructions are how you want us to put together and label our proposal? For example, proposal organization instructions include Volume II Parts C through E, but those sections are not referenced in the Evaluation Factors.

GOVERNMENT RESPONSE: Yes, label your proposal in accordance with the Proposal Organization Instructions.

6. Section IV Management Approach is limited to two pages. Per the proposal instructions on page 29, the Management Approach requires a narrative on how the Offeror intends to manage multiple task orders across three different bases, how they intend to manage personnel and equipment between the sites, and projects, and plans to acquire additional personnel or subcontractor labor. Per the Evaluation Factors for Management Approach (page 39 of RFP): “The Offeror shall provide a 2 page narrative demonstrating the Offeror’s approach to completing the work by effectively manage multiple task orders at geographically separated locations. The Offeror should address if they have or how they plan to perform multiple task orders with concurrent period of performances at different sites. For the purposes of this narrative, provide actual examples or assume 3 separate projects valued at $125,000 located on each site, with overlapping periods of performance.”

Due to the level of information required, and the different requirements of the proposal instructions vs the Evaluation Criteria, please consider extending the page limit to at least 10 pages for this section.

GOVERNMENT RESPONSE: No, the page limit for Section IV Management Approach will remain unchanged.

7. Can clean editable pdfs or MS word be provided for Attachments 1-5?

GOVERNMENT RESPONSE: Yes, the will be provided.

8. Can we submit design-build projects for the Relevant Construction projects? Will they be rated less favorably?

GOVERNMENT RESPONSE: Yes, they can be provided. No, they will not be rated less favorably.

9. Can we submit projects greater than $2M for the Relevant Construction projects? Will they be rated less favorably?

GOVERNMENT RESPONSE: RFP states At least two (2) relevant construction projects shall have a final construction cost of $500,000 or more, and one (1) relevant construction project shall have a final cost of $1,000,000 or more. The project may be performed by the Offeror as a Prime contractor or as a Subcontractor. Submit projects that meet this criterion.

10. The section states to use the CCI for Patuxent River, MD for all work under this contract.

Patuxent River is not one of the listed cities in the RS Means City Cost Indexes. Should the CCI for Waldorf, MD be used as that is the closest location based on the zip code?

GOVERNMENT RESPONSE: The CCI that will be used is that for each geographic location of the installation. In the case that one is not available in the Reference Section of RS Means, the CCI that will be used will be one that the installation uses.

11. The section states to use the CCI for Patuxent River, MD for all work under this contract.

Per Statement of Work Item 1 (page 5 & 6 of 169), this is not one of the locations that this contract can be used. Should the CCI for each of the zip code locations be as follows:

• Naval Research Laboratory (Washington DC): CCI for Washington, DC

• Naval Research Laboratory (Chesapeake Bay Detachment): CCI for College Park, MD

• Naval Warfare Center, Carderock, MD: CCI for College Park, MD

• Washington Navy Yard, DC: CCI for Washington, DC

• NSA Bethesda, MD: CCI for College Park, MD

• Marine Corps Base Quantico, VA: CCI for Fairfax, VA

GOVERNMENT RESPONSE: The CCI that will be used, is for each geographic location of the installation. In the case that one is not available in the Reference Section of RS Means, the CCI that will be used will be one that the installation uses.

12. This section references Enhanced Oversight Requirements for PWD Patuxent River, MD.

Does this section apply as this contract does not state the Patuxent River is a work location?

GOVERNMENT RESPONSE: Yes, this section applies.

13. The “RS MEANS BARE COST ADJUSTMENT (PRODUCTION/DISCOUNT - FACTOR)” has been prefilled with the value of 0.9. Can the contractor change this number if they feel that the RS Means Bare Cost Adjustment is not 0.9?

GOVERNMENT RESPONSE: Please use the factor provided in the solicitation.

14. To how many decimal points are the Pre-price Coefficient and Non-pre-price Coefficient to be provided?

GOVERNMENT RESPONSE: While there is no decimal limit requirement, the preferred Pre-price Coefficient and Non-pre-price Coefficient should be up to 2 decimal points.

15. Page 5 – Section 11 references NAICS 238220-Construction by special trade contractors, requiring 25% of the cost of contract performance incurred for personnel will be performed by the prime contractor. However, this contract, as noted on the SF1442, will be awarded under NAICS 236220, requiring 15%. Please confirm that this contract will be awarded under NAICS 236220 and will require 15% of the cost of performance by personnel to be performed by the prime contractor.

GOVERNMENT RESPONSE: Yes, this contract will be awarded under NAICS 236220

16. Page 5 – Statement of Work lists NSA US Naval Academy as a Work Location under this contract. However, the SF1413 and other areas of the solicitation only list NSA Patuxent

River, Indian Head and Dahlgren. Please confirm if NSA US Naval Academy at Annapolis is included in this contract

GOVERNMENT RESPONSE: This solicitation covers the area of responsibility as Naval Research Laboratory Washington DC (NRL-DC), Naval Research Laboratory Chesapeake Bay Detachment (NRL-CBD), Naval Warfare Center in Carderock, MD. The contract will also allow unused contract capacity to be utilized by non-NRDE NAVFAC Customers serviced by NSA Washington, NSA Bethesda, and NSA Marine Corps Base Quantico.

17. Page 98 – Individual Task Order Bonding Requirements stipulate the task order thresholds for payment bonds and payment and performance bonds. Since historically the JOC contracts produce a high volume of lower dollar value task orders, will the government accept a blanket bond for all work performed on the contract?

GOVERNMENT RESPONSE: No, we will not accept a blanket bond

18. Page 72 – Please confirm that the CCI for Patuxent River will be applied to all locations under this contract.

GOVERNMENT RESPONSE: The CCI that will be used, is for each geographic location of the installation. In the case that one is not available in the Reference Section of RS Means, the CCI that will be used will be one that the installation uses.

19. Page 72 – Please confirm that the intent of the enhanced requirements is by request only and is not included in the submitted coefficient. This additional level of Supervision will be included in the RS Means line items on a task order basis.

GOVERNMENT RESPONSE: Yes.

20. Are we permitted to submit previously filled out PPQ’s for this RFP?

GOVERNMENT RESPONSE: Yes

21. Part C of Volume II – Organization calls for an Organization Chart to be included with Volume II: Technical Volume. Are we also required to submit resumes for specific roles for this solicitation? If so, can you please specify the roles/titles required for submittal?

GOVERNMENT RESPONSE: Part C of Volume II only calls for an organizational chart.

22. Is the aggregate bonding amount correct? (“Aggregate bonding in the amount of $20,000,000”

GOVERNMENT RESPONSE: Please see question #1

23. Is the government only deeming proposals complete (responsive) if the offeror can meet the $20,000,000 aggregate bonding requirement.

GOVERNMENT RESPONSE: Yes.

24. The requirement for the aggregate bonding is $20,000,000. Will a letter from surety bond agents suffice for this requirement?

GOVERNMENT RESPONSE: Yes. The aggregate bonding amount has been revised to $10,000,000 per year.
