About this file

This document contains a coefficient breakdown form and details of a federal contract opportunity for general construction services. The coefficient breakdown form is a template to be completed by offerors, breaking down pre-priced and non-pre-priced costs for materials, labor, equipment, overhead, and profit. The maximum profit rates proposed on this form will apply to all task orders under the subsequent contract.

The federal contract opportunity is a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract (JOC) for general construction projects valued between $2,000 and $1,000,000. The solicitation will result in a single award IDIQ contract with a base year and four option years not to exceed $50 million total. The contract is 100% set aside for small businesses and is for construction services at Naval Research Laboratory locations in Washington DC, Chesapeake Beach, and the Naval Warfare Center in Carderock, Maryland. The source selection method is Lowest Price Technically Acceptable and proposals are due under Solicitation #N4008022R9543.

Offerors should fully understand "at a minimum" what is to be included in the coefficient. Section B of the RFP, and more specifically paragraphs B.2 OFFEROR'S COEFFICIENT AND PRE‐PRICED WORK (and its subparagraphs) and B.3 NON PRE‐PRICED WORK (and its subparagraphs) define the requirements for the pre‐priced and non‐pre‐priced coefficients.

The amounts shown above are based on the presumption that the Contractor has an annual billing amount of $10,000,000 and up. The amounts listed herein are fictitious as are the cost items. These examples should not be construed to be minimum or maximum, or even normal, amounts. Cost items should be added, removed, or separated as the Offeror deems necessary to demonstrate a detailed breakdown of coefficient cost. Any Offeror edits to the form must be explained in detail in the

Offeror’s proposal.

NOTE: The profit percentage proposed by the contractor on this form to be included in its pre‐priced and non‐pre‐priced coefficients shall be binding and shall be the maximum profit rate the Contractor will be allowed to propose for all task orders and/or subsequent modifications issued under this contract.

The Contractor may propose a lower profit rate when responding to an individual task order request

(or subsequent modifications) based on the tasks identified in the request. Profit will be negotiated on an individual Task Order and modification basis, but shall never exceed the maximum profit rate proposed by the Contractor on this form. The maximum profit rate shall be binding even if the DFARS

215.404‐73 ALTERNATE STRUCTURED APPROACH PROFIT WORKSHEET would result in a higher profit.

The maximum profit rate shall not be construed as a “fixed” profit percentage for all Task Orders or

Modification actions issued under this contract. If DFARS 215.404‐73 ALTERNATE STRUCTURED

APPROACH PROFIT WORKSHEET calculations indicate a lower profit rate is merited, the lower profit percentage shall be applied.
