About this file
This document outlines a federal contract opportunity for replacement of potable water lines and fire suppression systems at Naval Support Facility Indian Head in Indian Head, Maryland. The project involves replacing approximately 140,000 linear feet of aging potable water and fire suppression lines across the site. Special construction features are required due to the sensitive site involving unexploded ordinance surveying and safety work permitting. The Government has provided a portion of the 95% design package for industry feedback prior to finalizing the project design. Interested offerors should review solicitation number N4008021R1827 for additional details on this opportunity being procured by the Department of the Navy Naval Facilities Engineering Command.

Assumes a maximum of 3 crews per work zone
For multiple crews, assumes a 20% diminishing rate of productivity
Assumptions:
1. The main construction rate per day considers time for initial utility locates, potholing efforts, potential alignment shifts due to unknown utilities, pavement repair, other non-pipeline related work that is necessary, and mobilization between work zones.
2. No delays in permitting review/approval or access with the Base.
3. No new archeological sites will be encountered during construction.
4. No UXO delays will occur.
5. No failed pressure or Bac-t tests.
6. The contractor and field personnel can work through any alignment and/or profile modifications to keep the production rate utilized for each zone.
7. Work is only allowed Monday - Friday. Saturday work would provide an opportunity to make up lost time or reduce construction duration; however, productivity for working six days a week is likely to be reduced and the full number of crews may not be available for Saturday work.
8. All facilities needing water service have been properly identified. If a facility is identified to need water service during the abandonment period additional time will be required.
9. Limited number of temporary connections will be necessary.
10. Materials will be readily available and delivered on time. There are some larger gate valves on Energetics that could be troublesome with work zone W12 being in Phase 1 in the south project. Larger gate valves can have lead times of 12+ weeks.
11. Abandonment activities for existing mains can occur during the time when service lines are being transferred/installed.
