About this file

This document is an industry day notice from the Naval Facilities Engineering Command (NAVFAC) regarding a special notice for the Solicitation Number N4008021R1827 opportunity. The project involves replacing approximately 140,000 linear feet of aging potable water lines and fire suppression systems at the Naval Support Facility in Indian Head, Maryland. The site is sensitive with explosive safety restrictions requiring unexploded ordinance surveys and safety work permitting. NAVFAC is requesting information from industry on scheduling, logistics, limiting factors and recommendations to optimize constructability, cost control and risk mitigation given the unique site constraints. Responses are due by August 20th, 2021. Drawings, specifications and estimates from the 95% design package are provided for industry review and feedback.

NAVFAC WASHINGTON

NAVAL SUPPORT FACILITY – INDIAN HEAD

Indian Head, Maryland

Date: August 05, 2021

To: Interested Parties Subject: Solicitation Number N4008021R1827 - P232, P233, & P234, Potable Water Lines, and Energetics Production Fire Suppression System Naval Support Facility – Indian Head, Indian Head, Maryland

NOTE: PLEASE READ THE ENTIRE NOTICE CAREFULLY

To ensure this project is executed in the most effective manner possible, NAVFAC Washington is Requesting Information to promote early exchanges of information among industry about this future procurement.

BACKGROUND:

This water distribution system replacement project is being performed in a “Restricted Area” on NSF Indian Head. The project supports mission critical industrial processes and is located within explosive safety arcs. Construction cannot take place at the same time as industrial processes within a respective explosive safety arc. Due to the unique site and access constraints associated with this project, the government has developed a work zone and phasing plan in an effort to:

1. Balance construction work with industrial operations.

2. Plan for and provide adequate construction site availability.

3. Optimize output and minimize unplanned downtime for both the construction contractor and NSF Indian Head industrial operations

4. Ensure safe and successful execution for all stakeholders within allotted time and budget constraints.

PROJECT DESCRIPTION:

Potable Water and Fire Suppression System Replacement Project (P232, P233, & P234, Potable Water Lines, and Energetics Production Fire Suppression System) Naval Support Facility – Indian Head, Indian Head, Maryland is comprised of the following:

A. Replace aging potable water lines and fire suppression system throughout NSF-Indian Head site. The site consists of approximately 140,000 linear feet of potable water and fire suppression water lines that require replacement

1. Replacement of both systems will require.

Special Construction Features include a sensitive site with unexploded ordinance surveying and safety work permitting requirements. Approval of safety protocols will be required prior to working in each area of the site. The Government has uploaded a portion of technical drawings and specs from the 95% design package for interested parties to review. This information will provide an opportunity for industry’s feedback into the tentative design of the proposed project.

REQUEST FOR INFORMATION:

The Government will provide uploaded documents, to interested parties in preparation for the anticipated release of the RFP for MILCON Potable Water and Fire Suppression System Replacement Project, Naval Support Facility, Indian Head, Maryland. The Government encourages input/recommendations regarding work zones and phasing requirements that will optimize contractor constructability, scheduling, cost control, resource management, and risk mitigation.

In order to contribute to the effectiveness of the project, please review the following questions and provide input/recommendations in writing to Kennett Morris at kennett.a.morris.civ@us.navy.mil by COB 20 August 2021.

Scheduling:

1. Are the planning and sequencing requirements feasible from a constructability and scheduling perspective?

2. Are there any aspects of the project schedule and/or phasing requirements that provide additional and unintended cost premiums?

3. What schedule and cost considerations should the Government be aware of which are associated with the project?

4. Are the government estimates for notional durations based on estimated work quantities and crews realistic?

5. Based on the phasing plan and work restrictions, can the project be completed within 24 months? If not, why? If the work is to be complete within 24 months, how many work crews would you expect to need, to complete the project on time?

Logistics:

6. What do you foresee as a major concern or complication for construction coordination?

7. Does the proposed construction phasing plan provide any unique logistical or delivery challenges for the individual work zone?

8. What restrictions (site, base, security, etc.) does the contractor believe has the most cost impact to the project?

Limiting Factors:

1. Do you believe the project can be completed with 7 or 8 work crews maximum, working the project?

2. Do explosive safety requirements provide any labor or construction restrictions for the project that could drive up the cost?

General Comments and Recommendations:

1. Please provide additional comments or recommendations that will assist the government in executing a successful project given the unique constraints associated with this site.

This notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP)/solicitation. Any requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this notice and any follow-up information requested.
