About this file

This document contains responses to requests for information (RFIs) related to a federal solicitation for repair work at a substation. The solicitation seeks replacement of existing 15kV and 35kV switchgears with gas-insulated switchgear including microprocessor-based interrupters. Responses provide clarification that the switchgear must be capable of both manual and supervisory control and data acquisition (SCADA) operation, though the base SCADA system is not currently connected. Motor operators are required for ways on switchgear as determined by the design. Drawings specify use of potential transformers to power protection devices. Contact information is provided for outage coordination with the local utility. A list of fire alarm panels in FBI facilities supplements the drawings. The contractor must perform all required studies and meet commissioning requirements.

RFI Responses for N40080-20-R-4144; Repair TBS Electric System - Substation

Section 2.1.4 Automatic Controls

There is nothing under this section are to supply motor operators? None are shown on the drawings. If so on what ways are they required? This section goes with the SCADA section 2.1.4.2.

Section 2.1.4.1 Manual Operation

Provide the motor operator controllers with “close” and “Open” pushbuttons for manual operation.

1. Both Sub-Paragraphs 2.1.4.1 & 2.1.4.2 apply to this project. The switchgears to be installed shall be capable of operating manually or via a SCADA system. Currently the Base SCADA system is not connected at the TBS Sub Station. The underground conduit, fiber, and enclosure have been installed to the TBS sub-station. The final connection of the Base SCADA system at the TBS sub-station shall be accomplished under a future project. However, any switchgears to be installed shall be “SCADA control capable” as per SPEC 2.1.4.2 for integration Base SCADA system when the final connection is made.

Same as above where are the motor operator supposed to go and how many?

2. Motor Operators: Provide switchgear units with motor operators.

We need know how many ways on each switch need Motor Operators and need to report to the SCADA system?

3. Reference to “S&C RTU”: Govt assumes the reference is to the Company S&C and RTU meaning “Remote Terminal Units and Communication Packages for SCADA Integration”. Response: See Response in #1 above. The Govt does not require that S&C equipment be specifically used for this project. Any switchgear manufacturer that meets the contract requirements and design specifications can be submitted for Govt approval.

Drawing E-100

Drawings show internal VT are we to provide an internal VT or is control being supplied by the Single Phase Pad Mounted Transformer? What is the internal VT to be used for if needed?

4. Drawing E-100: The RFI references “VT”. I assume that on the drawing that “PT” is what the KTR is referring to. Per note #12 on the drawing, the PT is part of the switchgear and it powers the Digital Multimeter (DMM) and Feeder Protective Relays (FPRs).

Historical Record 77423.DOCX: Updated 9/11/20:SJK: Responses to 11 RFI Questions

1. Provide the maintenance vendor for The MCS and FBI facility?

Response #1: The company names of the fire protection maintenance vendors is not required for a proposal to be submitted. The FBI has their own fire protection maintenance contract and the Base fire protection maintenance contract work for the TBS area is performed by a sub under our BOS contractor.

The names of these vendors can be provided after contract award.

2. Can a P.E. be substituted for a NICET 3 technician?

Response #2: No.

3. Does DVP require their review and approval of the new 15kv and 35kv incoming switchgear?

Response #3: DVP does not require review and approval of any new switchgear for this project.

4. Who is providing the power studies for the new settings of the 15kv and 35kv incoming switchgear?

Response #4: The contractor shall be responsible for all studies required to accomplish the installation of equipment under this project along with meeting all the commissioning requirements.

5. Are there existing power studies and settings available on the 15kv and 35kv switchgear?

Response #5: The Basis of Design contains an ARC Flash Evaluation along with coordination and short circuit studies. This information is provided for informational purposes. The contractor shall be responsible for all studies required to accomplish the installation of equipment under this project along with meeting all the commissioning requirements. See the information below marked with Response #5 at the top of the page.

6. Is the fault current available for the 15kv and 35kv circuits feeding the MCS and FBI switchgear?

Response #6: See Government response to #5.

7. Is there a current DVP contact for outage coordination?

Response #7: Drawing G‐002 has the phone # to call for the DVP Operations Center for outage coordination.

8. Does the list of fire Alarm Panels on G‐003 include the FBI facility? Is there a list for the Fire

Alarm Panels in the FBI Facility?

Response #8: The list of fire alarm panels on Drawing G‐003 is for TBS facilities only. The list for the FBI buildings was left out of package by mistake. See the information below marked with Response #8 at the top of the page for the list of FBI facilities with fire alarm panels.

9. How are fire alarm system troubles documented prior to outages?

Response #9: If a fire alarm panel/system is not functioning properly, the building facility manager turns in a maintenance ticket to have it repaired. As stated in RFI #1 above, there are 2 separate fire alarm panel/system maintenance contracts. The status of these tickets changes daily. A list of fire alarm panels can be provided by the Government to the contractor before each outage so that it can be determined which panels were functioning properly before the outage occurred.

10. Is there a basis of design for the incoming 15kv and 35kv switchgear?

Response #10: The Basis of Design has a brief 1 page summary for electrical power objectives.

11. Is there a limit of construction, quantity of each type of detail and linear footage for the substation fence grounding replacement?

Response #11: For the Limit of Construction, refer to “SF” on drawing C‐100. There are no quantity takeoffs. Drawing E‐104 has some dimensional info. The other drawings have graphical scales.

Otherwise dimensions or quantities shall have to be field obtained by the contractor.
