About this file

This document provides responses to questions regarding a solicitation to renovate fire alarm systems in several buildings at Dahlgren, Virginia. The solicitation seeks a contractor to demolish existing fire alarm systems and replace them with new systems in seven buildings in accordance with applicable codes. Work must be completed while buildings remain operational. One superintendent, one safety officer, and escorts will be required. Testing must occur after hours. Painting and tile replacement will be limited in scope. The document clarifies that beam detectors can replace air sampling in one building. It also provides guidance on permitting, wiring gauge sizes, and confirms design requirements.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

The following responses are provided for RFI’s received by the cutoff date:

1. The specifications are inclusive of both Asbestos and Lead specs but the drawings do not mention known lead or asbestos as part of this project. Please confirm no hazmats have been identified nor should be accounted for as part of this proposal. If this is incorrect, please quantify the amount and location of any hazardous material abatement/encapsulation which should be included as part of this proposal. During walkthrough noticed Bldg 199 Lab 111 has asbestos marked in room. Otherwise no know hazardous material.

2. Should a hazmat survey, inclusive of all areas to be disturbed, be included in this proposal? Specification 02 82 16.00 20 is included

3. Please confirm that, per the specs, 1 dedicated SSHO and 1 dedicated Superintendent/QC Manager will be required for this project. 1 dedicated SSHO and 1 dedicated Superintendent/QC Manager will be required for this project,

4. The SSHO spec states that there should be an SSHO at “each site”. Making a dedicated SSHO on each site necessary in order to work in multiple buildings simultaneously would greatly increase the project cost and seems unnecessary on this project which has mostly low risk activities. Can one SSHO oversee multiple buildings? One SSHO can oversee multiple buildings for low risk activities.

5. Please confirm that per the specs, a PE stamp will be required on all FA design shop drawings for all buildings. If this is incorrect on any of the buildings and a NICET will suffice, please provide building numbers and NICET level required. “Shop drawings, product data and calculations shall be reviewed by a registered professional engineer in fire protection. The drawings, product data and calculations shall bear a reviewed by stamp on them indicating the fire protection engineer has reviewed them prior to submitting to the Government.” Indicated in specification 28 31 76, paragraph 1.7.1.1.

6. On the drawings for B199/200 there are hatched areas on the drawings with the note “Hatched areas were not accessible during site visit. It is assumed that there are no devices in hatched areas”. During the site visit it was noticed that one of the hatched areas did have a heat detector. For bidding purposes please provide assumed location and quantity of existing and new devices located in hatched areas. This is especially important to accurately price the CLIN 0003 option to upgrade the system to class A. The areas that are hatched are the demo sheets. Devices are shown in some of the hatched areas on the new work sheets. See sheet FA-113. Notes 5 and 6 specifically indicate not to provide coverage to parts of the hatched spaces.

7. During the site walk at B1400 is was noticed that there is very limited/not enough space around the existing measuring chamber for an articulating aerial lift which would be necessary to safely access the existing purlin mounted heat detectors for removal and installation of the new air sampling pipe. If necessary, it would be very costly to erect scaffolding throughout to access these areas. Can the inaccessible heat detectors be abandoned in place and can the air sampling pipe be replaced with laser smoke detectors so they can be mounted in a more accessible location? In building 1400, the following will be acceptable alternative to air sampling indicated above chamber: Provide intelligent addressable linear optical beam smoke detection with remote test key switch that is accessible from the floor. Provide beam detector that incorporates technology to provide tracking/alignment to account for building/structure movement. Provide detector that compensates for dust. Provide capability at the main fire alarm control panel to disable beam smoke detection. Comply with NFPA 72 and product listing for detector spacing requirements.

8. Will new fire alarm testing be required to be completed after hours? Fire alarm testing to be complete after hours.

9. It is likely, due to the age of most of the buildings, that it will be difficult to match the surrounding paint colors on the areas being patched for FA install. Should it be assumed that all areas to be patched and painted will have to be painted corner to corner and floor to ceiling? Paint point to point of impacted area.

10. Which buildings will require escorts and how many escorts will be provided at a time?

Buildings 199, 1369 and 1400 will require escorts. Buildings 110B, 152, 200, 1118, and 1186 will not require escorts but work may need to be coordinated with Main Range/Control for some facilities. See 11.

11. Please confirm that escort availability will not limit the number of buildings which can be worked in at 1 time (i.e. we cannot complete all system installations simultaneously because there are not enough escorts available.) We do not anticipate escort availability will limit the number of buildings that can be worked at a given time.

12. Some of the buildings have some older ceiling tile which may be hard to find and/or match. Please confirm that similar tile will be acceptable and that replacement of the tiles surrounding the new tiles will not be required Best match existing tile, do not replace surrounding tiles.

13. Please confirm that UFC 3-600-01, 8 August 2016, Change 4, 7 February 2020 is the applicable version of UFC 3-600-01 for this project UFC 3-600-01, 2016 version is used to create contract documents.

14. Are any of the buildings known to contain asbestos or lead and if so will government be abating those? See

15. Specification 28 31 74.00 20 part 1.1 references UFC 3-600-10N which is no longer in publication on WBDG.org. Please confirm that this document is not applicable. The document is no longer available.

UFC 3-600-10N is not applicable.

16. UFC 3-600-01, section 2-1.15.1 defines a QFPE as a professional engineer who has passed the fire protection written examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) and has relevant fire protection engineering experience. Section 1-7.1.1 requires that “major projects” require design, review, and oversight of a QFPE. This includes design of the fire alarm, construction inspections, and witnessing of fire protection acceptance testing and commissioning. Please confirm that this project is considered a major project, from a fire protection perspective, and will require the participation of a QFPE. QFPE is required.

17. Drawing FA-106 indicated the installation of visual notification appliances on the high-bay ceiling. As this ceiling appears to be more than 30’ tall, mounting on the ceiling is not permitted. Please confirm that mounting these devices on the walls permissible. If ceiling-mounted devices are required in the high bay of Building 152, will it be permissible to use the platform of the overhead crane for the installation of these devices? Mount strobes in compliance with the requirements of NFPA 72 and the listing of the device.

Wall mounting of devices is permitted.

18. General drawing notes state “REMOVE EXISTING FIRE ALARM CABLES, INCLUDING CONDUIT” Please confirm the intent here is to remove all exposed and accessible conduit and wire and any concealed conduit and wire where feasible without having to damage the ceilings or walls. In those cases make safe and abandon in place. Accessible conduit and wiring includes all conduit above ceiling.

19. Since the roof level of Building 1400 above anechoic chamber is not readily accessible, is it permissible to abandon the existing heat detectors in place? See #7

20. Drawing FA-130 indicates the installation of air-sampling points at the level of the underside of the roof deck, but this area is nearly inaccessible as there is no way to get a boom-lift into the space. We assume that the air-sampling was chosen to eliminate the need to access the roof deck for testing and cleaning of the detectors. Please confirm that it is permissible to install beam-type detectors in this space in lieu of air sampling.? See #7.

21. Are we to provide in our bid all devices/device types required to meet current UFC requirements or for the purpose of consistency in pricing amongst all bidders, use the field devices as shown on the bid documents as the basis of pricing other than specific device questions posed in previous RFI concerning beam detection in lieu of air sampling in Bldg 1400 ? The drawing documents provided indicate an intent of coverage of devices. The spaces are required to comply with NFPA and UFC requirements.

The design identifies specific building as requiring mass notification. Buildings that are not identified for combined fire alarm and mass notification, are to be bid as fire alarm system as specified.

22. General notes on drawing state “SECURE ALL NECESSARY CONSTRUCTION PERMITS, INSPECTIONS AND FINAL SYSTEM ACCEPTANCE” Please provide information on what “construction permitting” is required on base and cost if known. Coordinate outages and commissioning.

23. General drawing notes state “VISUAL NOTIFICATION APPLIANCES (STROBES) - 12/2 AWG”. New strobes pull significantly less current and therefore most notification circuit designs no longer require 12/2 to support the current draw and voltage drop concerns. Is 14/2 acceptable for Notification device circuits provided the design calculations support the load? 14/2 AWG is acceptable for visual notification/strobe circuits.
