SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFI RESPONSES

1. The following information as been modified in clause 52.212-2.

Factor 2 Corporate Experience:

(1) Solicitation Submittal Requirements:

a. The offeror shall submit three (3) projects that best demonstrate their experience on relevant projects that are similar in size, scope and complexity to the solicited project as defined in the chart below. For the purpose of this evaluation, submitted projects must have been completed within the five years preceding the release of the solicitation (if the contract is ongoing, at least twelve months of performance must be completed at the time of release of the solicitation):

Size Contract includes base plus option years(s) valued at $1,000,000 or greater per year.

Scope Providing hazardous waste services Complexity Please demonstrate each of the following:

1. Project must involve management and operations of hazardous waste services that included the management of a staff of a minimum of fifteen (15) personnel who, providing hazardous waste operations;

2. Project must involve management, collection and disposal of hazardous material, hazardous waste and other regulated waste on a recurring and non-recurring basis at multiple locations in multiple jurisdictions; and

(3) Project must involve oil and hazardous substance spill response, cleanup and disposal.

1) Experience as the prime contractor.

2) The offeror shall use the exact same projects submitted for Past Performance, Factor 3.

3) Completion within the last five years, or, if the contract is ongoing, at least twelve months of performance must be complete at the time of release of the solicitation. The following project information submitted:

(a) Contract number, title, and location

(b) Dollar value; annually and contract life

(c) Type of Contract (i.e. fixed price, cost reimbursable, or other - specify)

a. Identify base period and all option periods

(d) Contract start date and completion date

(e) Identify type of Services provided - similar scope, size & complexity (brief)

(f) Client points of contact with current telephone and electronic mail addresses if available

(Confidential clients are not acceptable and will result in non-consideration of the project.)

Joint Venture. All example projects must have been performed by the Offer as the prime contractor or as a member of a Joint Venture, as opposed to performance as a subcontractor under another firm's contract. Corporate experience presented for any other entity (e.g. team subcontractor or a prime that did not provide field staffing and direct field work oversight, but only provided general management) will not be evaluated.

If the Offeror is a Joint Venture (JV), at least one of the relevant projects should be submitted for the JV entity. If the JV does not have shared relevant experience, at least one project shall be submitted for each JV partner, unless the JV is an SBA approved mentor/protégé agreement, in which case only the mentor is required to submit projects. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV partner offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percent of employees provided for the overall contract by the JV member as well as the overall percentage of work performed by the JV member. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the JV member offering on this contact, the project will not be evaluated.

It is the Offeror’s responsibility to clearly explain and demonstrate to the Government how their work experience in each referenced contract is relevant to the contract requirements in this solicitation.

If the Offeror does not clearly explain how their experience(s) are relevant to the contract requirements in this specification, the Government may interpret that to mean there is no relevant experience for the contract requirements not mentioned by the Offeror.

Teaming arrangements are not considered Joint Venture agreements.

Experience of proposed subcontractors will not be considered.

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.

(2) Basis of Evaluation: Offerors will be evaluated based on an offeror submits 3 projects that meet the minimum relevancy requirements for factor 2, then the offeror would be acceptable. Relevancy evaluated in terms of size, scope and complexity as defined above.

Factor 3, Past Performance:

(i) Solicitation Submittal Requirements: Offerors shall provide CPARS for each project submitted for Factor 2, Corporate Experience. IF THERE IS NOT A COMPLETED CPARS EVALUATION, a completed Past Performance Questionnaire (PPQ) form must be submitted each project the offeror includes in its proposal for this Factor 2.

(ii) IF A CPARS EVALUATION IS NOT AVAILABLE and if the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment C), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires submitted directly to the Government's point of contact, Cari Gill, Contracting

Officer’s Representative, cari.gill@navy.mil and James H. Waite, Contracting Officer, james.h.waite@navy.mil to proposal closing date.

(iii) Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

(iv) For the purpose of the past performance evaluation, a relevant project is defined any waste disposal services contract peformed within the last five (5) years.

(i) Basis of Evaluation: This evaluation will consider how well the Offeror performed on relevant projects submitted under Factor-2 Corporate Experience and past performance on other projects currently documented in known sources. The Offeror cannot submit additional PPQs or CPARs for any additional projects that not submitted for Factor 2 – Experience. The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offerors past performance will be used as a means of evaluating the Offerors probability to successfully meet the requirements of the RFP. To be considered Acceptable, a minimum of three relevant projects submitted must have past performance ratings of “Satisfactory” or higher. Ratings of “Marginal” or lower within the submitted CPARS or PPQ considered “Unacceptable.”

Past performance rated on an “acceptable” or “unacceptable” basis using the following definitions:

Past Performance Evaluation Ratings

Rating Description

Acceptable (A) Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable (U) Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to perform successfully the required effort.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” considered, “acceptable”.

Factor 4 Safety

(1) Solicitation Submittal Requirements: The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR, DART and TRC Rates not submitted for subcontractors.)

(1) Experience Modification Rate (EMR): Include three previous complete calendar years’ worth of data (2016, 2017, 2018). This rate compares company’s annual losses in insurance claims against its policy premiums. The offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the offeror has no EMR or premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends addressed as part of the factor submission.

(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate and Total Recordable Case (TRC) Rate: Submit three previous complete calendar years’ worth of data (2016, 2017, 2018). If an offeror cannot submit an OSHA DART and TRC rates, for any year, affirmatively state so and an explanation provided. Any extenuating circumstances that affected the OSHA, DART, and TRC rate data negatively addressed as part of this factor submission.

(2) Basis of Evaluation: The basis of evaluation for EMR, DART, and TRC is based the following general guideline to evaluate the EMR, DART and TRC rates:

Risk EMR Very Low Risk Less than 0.6 Low Risk from 0.6 to less than 0.8 Moderate Risk from 0.8 to 1.0 High Risk Greater than1.0 to 1.1 Extremely High, Risk Greater than 1.1

Risk DART Rate Very Low Risk Less Than 1.0 Low Risk from 1.0 to 1.99 Moderate Risk from 2.0 to 2.99 High Risk from 3.0 to 4.0 Extremely High, Risk Greater than 4.0

Risk TRC Rate Very Low Risk Less Than 2.49 Low Risk from 2.5 to 3.49 Moderate Risk from 3.5 to 4.49 High Risk from 4.5 to 5.99 Extremely High, Risk Greater than 6.0

The evaluation will collectively consider the following:

- Experience Modification Rate (EMR)

- OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total

Recordable Case (TRC) Rates

- Other sources of information available to the Government

(1) The offeror will be considered acceptable when the EMR, DART and TRC are high risk or better for three consecutive years (2016, 2017, 2018) or the offeror provides an acceptable explanation for any higher rates.

(4) Other Sources of Information Available to the Government: Other sources for safety may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS) in Enterprise Safety

Applications Management System (ESAMS), Contractor Performance Assessment Reporting System (CPARS) and other related databases.

2. The attached RFIs and responses are listed below from all offerors:

Questions for Solicitation N40080-19-R-0310

1. Regarding the waste shipment history volumes, are the quantities presented the number of outer drums/pails shipped or the quantity of individual items within the larger containers?

Gov’t Response: Quantities have been presented in J-1800000-01 Historical Utilization Data by total containers, as well as total pounds.

2. Can you provide the number of manifested containers and container size shipped per month by wastestream/ELIN/CLIN?

Gov’t Response: Quantities have been presented in J-1800000-01 Historical Utilization Data by total containers, as well as total pounds broken down by month and location. Actual containers vary in size.

3. Please clarify Best Value Decision and Documentation. Page 92, Evaluation-Commercial Items, (a) states that “The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.” This would seem to indicate this is a Best Value acquisition. However, page 98 §C states “The SSA shall select the source whose proposal offers the lowest evaluated price and for which all non-price factors rated as Acceptable in accordance with the established criteria in the solicitation.” This would seem to indicate it is a Lowest Price, Technically Acceptable acquisition.

Gov’t Response: The evaluation is to be evaluated as a Lowest Price, Technically Acceptable acquisition. The evaluation factors have been modified by this amendment.

4. Please clarify the response due time. The SF 1449 indicates midnight on 22 October, but the

Notice/Synopsis indicates 10:00 am Eastern 22 October.

Gov’t Response: The original response time at date was intended to be 10:00AM on 22 October. There was a typographical error on the SF 1449 of 22 October at 12:00PM. The solicitation response date will be extended to 14 November 2019 at 10:00AM.

5. Please clarify which Wage Determination(s) is to be used? The 1996-0223 WD is “for removal of oil spills hazardous waste materials and related cleanup services” (broken only into 4 regions) and all the others starting with 2015-XXXX are based on a wide range of contract service occupations and broken out by county and state. Typically we have seen only one type of SCA schedule selected (i.e. either 1996-XXXX or 2015-XXXX) If the 2015-XXXX series is the one to be used is there a preferred Occupation Series for this procurement within that schedule?

Gov’t Response: All of the wage determinations the valid for the localities included in the solicitiation.

The labor catagories listed in each of them may be applicable to the services as described in the PWS and its attachments based on offeror(s) proposal.

6. Please clarify whether employee parking will be available to contractor personnel at NSA Bethesda, or whether personnel will be required to use public transportation.

Gov’t Response: Parking is not available.

7. 1800000, §3.1 (pg. 70). Hazardous Waste Analysis it states, “that the contractor shall provide sampling and analysis of hazardous waste streams to ensure compliance reporting requirements”. Who makes the determination that a sample needs to be taken and what analytes it should be analyzed for? Who is responsible for selection of lab and payment?

Gov’t Response: The Public Works Department or the actual generator of the waste will make the determination that a sample needs to the taken and what specific analytes it should be analyzed for.

DLA is responsible for the selection of the laboratory. Lab analysis is a CLIN in the DLA contract and will be paid for by the government to DLA. The contractor has no role in lab selection or paying for any lab work.

8. 1800000, §3.4 (pg. 77) Inspections, states that monthly inspections are required of all satellite accumulation sites. Please clarify whether these sites are those under the contractor’s area of responsibility, or whether monthly inspections will be expected at every satellite accumulation site on each installation unless otherwise specified in that section.

Gov’t Response: The satellite accumulation sites are not the contractors’ responsibility. Contractor is only responsible for the immediate areas when performing a pick-up from active locations. If discrepancies are noted in the course of other business (i.e. picking up waste from SAA), the contractor should report these to the government representative. No further action on the contractor’s part is necessary.

9. 1800000 §3.2 (pg. 71) references the use of DLA’s “ETID” system. DLA no longer uses ETID for turn ins.

Gov’t Response: Government representative has provided amplifying information, ETID is still an active system being utilized by DLA. ETIDS may be on the way out, but the replacement (as far as I know) has not been named yet.

10. 1800000 §2.3 (pg. 67) Describes Laboratory Accreditation and Certification. Will the contractor be selecting labs used for sampling analysis? Is lab analysis a cost to be borne by the contractor?

Gov’t Response: The contractor will not be selecting the labs. The government will be responsible for the lab analysis cost. Lab analysis is a CLIN under the DLA contract and will be paid for by the government to DLA. The contractor has no role in lab selection or paying for any lab work.

11. Attachment J-0200000-05 indicates no GFE will be provided. Will NMCI workstations, printers, desks, chairs, equipment be available? Is the expectation that the contractor provides their own laptops, printers, hotspots, etc.?

Gov’t Response: Government Furnished equipment will not be provided, contractor will be required to provide workstations, printers, desks, chairs, equipment, etc.

12. Please identify any specific required material handling equipment by facility and whether it will be government provided or contractor (i.e. forklifts, pallet jacks, scales).

Gov’t Response: Government Furnished equipment will not be provided, contractor will be required to provide workstations, printers, desks, chairs, equipment, etc.

13. For the Site Safety and Health Officer (SSHO) and Environmental Energy Manager (EEM), can years of experience in that field be substituted for a BS degree?

Gov’t Response: Years of experience properly documented with certificates to validate specific safety and Hazardous Waste skillsets will be required in lieu of a BS degree.

14. 0200000 §2.8.1 (pg. 29) Employee Listing, the list to be provided to the KO includes social security numbers as well as other personal information. Please verify that the following PII information is required to be provided to the KO?

Gov’t Response: The Contractor shall maintain a current Employee List and submit per Section F. The list shall include employee’s name, social security number, home address, phone number, date and place of birth, citizenship, resident alien card number if applicable, supervisor, company, and level of security clearance.

15. Please clarify what level of security clearance is required for personnel on this contract. 0200000 §2.8.7 (pg.31) Security Clearances states that the requirements are indicated in DD Form 254. The DD Form 254 does not identify any facility security clearance is required or what level of safeguarding is required.

Gov’t Response: The facility clearance required is Secret, and the level of Safeguarding is None.

16. 0200000 §2.8.7 (pg. 31), Please clarify this process and responsibilities? If proposed offeror does not have current contracts that require a DD254 or facility clearance but have the capability to perform the contract what is the procedure to get them approved to onboard personnel?

Gov’t Response: Please refer to Annex 0200000 – Management and Administration, Spec Item 2.8 for Security requirements and DBIDS Badging requirements for personnel as well as vehicles.

17. 0200000 §2.8.7.1 (pg.32), Security Requirements. Regarding Security Contractors requiring IT-II level access, it states “Prior to any labor hours being charged on the contract, the Contractor shall ensure all personnel under this Statement of Work must be able to obtain and maintain a favorably adjudicated background determination . . .” Does this requirement apply to just those requiring IT-II level access, or all personnel before billing can commence? Is DBIDS acceptable for those who do not require IT-II level access?

Gov’t Response: This requirement applies to all contractor personnel that will perform work under this Solicitation.

18. 020000 §2.10.1.4 (pg.38), Spill Prevention, Containment, and Clean-up. Please clarify what level of protective clothing would the contractor be required to potentially respond to spill at?

Gov’t Response: The contractor will not be the first responder in the event of a spill. The first responders will be the local fire department who will then turn over a controlled site. Standard protective clothing for final disposition will be required.

19. Is FAR 252.215-7009 Proposal Adequacy Checklist required for this solicitation and if so are all section applicable?

Gov’t Response: Yes it applies. All sections are applicable.

20. Page 94, Factor 2 references a Project Data Sheet as Attachment C and limited to two pages. Attachment C appears to be the Past Performance Questionnaire referenced on page 96, Past Performance. Is there a separate Project Data Sheet?

Gov’t Response: There is no separate Project Data Sheet included in Attachment C. The statement on page 94 is an error. It has been corrected with the revised Source Selection Evaluation Criteria.

21. Page 96, Factor 3, Past Performance it states to provide CPARS for each project. If we are part of a CTA (Contract Teaming Arrangement) with a GSA BPA the CPARS are only issued to one contractor although the CTA treats all CTA partners as the Prime with privity to government. Can we submit the CPAR from our CTA contract although it may not have our name directly on the CPAR (the CTA agreement could be provided also to show Prime/Prime relationship)?

Gov’t Response: The government response is shown below and is included in clause 52.212-2 of this revised amendment.

complete and submit with the proposal the first page of the PPQ (Attachment C), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires submitted directly to the Government's point of contact, Cari Gill, Contracting previously submitted PPQ information in the past performance evaluation. While the

(ii) Basis of Evaluation: This evaluation will consider how well the Offeror performed on relevant currently documented in known sources. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-cost/price factors:

Factor 1– Technical and Management Approach Factor 2 – Corporate Experience Factor 3 – Past Performance on Recent, Relevant Projects Factor 4– Safety

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price:

(1) Solicitation Submittal Requirements: Offerors shall complete Contractor ELIN Price Schedule spreadsheet. A complete spreadsheet shall be submitted (using the latest version if it has been modified in an Amendment to the Solicitation) on a CD marked with the Solicitation Number (and Amendment number if applicable), offeror’s name, and date of submittal.

(2) Basis of Evaluation: The Government will evaluate price based on the total price.

Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s).

Analysis performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

(v) Proposed price evaluated in accordance with FAR 15.404.1 to determine cost Realism and balance/unbalanced pricing.

PRICING DISCREPANCIES

In the event there is a difference between the unit price and extended total amounts, the unit price held to be the intended offer and total of the CLIN or ELIN /Sub-ELIN recomputed accordingly.

The CLIN includes the recomputed ELIN/Sub-ELIN will also recomputed to take into account the change in the ELIN/Sub-ELIN.

In the event there is a discrepancy between the Section J ELIN pricing and the Section B CLIN price, the Section J ELIN pricing held to be the intended offer.

(b) Technical Factors

Factor 1 - Technical and Management Approach

(1) Solicitation Submittal Requirements. The Offeror must submit under this factor all the requested submittal requirements for each item below. Page limits per item adhered to and any pages in excess of the page limits per item not considered as part of the evaluation for the item. The Offeror shall submit the following:

The offeror shall submit a narrative response that clearly demonstrates its understanding of and approach to accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement. Each of the components below tabbed in the technical proposal and discussed separately.

(A) Phase-In/Phase-Out Transition Plan. Describe what you will do to “startup” and demobilize for the performance of this contract. The phase in transition period is 30 days and the Phase-out transition period is 30 days as per Section L of the solicitation of the RFP. Include a schedule of key events;

The page limitation for (A) Phase-In/Phase Out Plan and (B) Workforce Management is fifteen (15), 8 ½ x 11 pages combined.

Describe the lines of management authority, supervision, span of control and accountability, including the relationship between overall management (corporate and on-site), administration, joint venture agreements and subcontractors. Provide a short rationale for the direct labor hours consistent with the technical approach. The page limitation for (A) Phase-In/Phase-Out Plan and (B) Workforce Management is fifteen (15), 8 ½ x 11 pages combined.

(C) Organization Chart. Offerors must submit an organizational chart that depicts and describes the requirements of Item (B) Workforce Management of this solicitation. a. Organization Chart submittal must be limited to one (1), 8 ½ x 11 page.

b. Letters of Commitment must be limited to one (1), 8 ½ x 11 page per subcontractor.

(2) Basis of Evaluation: Acceptability is based on the quality of the Offerors Technical and Management Approach.

To receive a rating of “Acceptable” for this factor, the narrative must provide an explanation of how the offeror will meet the requirements and the Offeror must provide the submittals that are required within this factor. The Government will evaluate the feasibility of the offeror technical/management approach to provide the full range of support services described in the PWS. Simple statements that the offeror will fulfill the requirements without a detailed description of how an offeror will accomplish the work maybe insufficient to demonstrate that the offeror can perform the contract requirements, which may result in a technical rating of Unacceptable. Do not assume that the evaluator(s) is/are familiar with the technical approach of your company based on other contracts with this or another agency.

The

JV member proposed for this contract shall also address home office management performed by that JV member including the number/percent of employees provided for the overall contract by the JV member as well as the overall percentage of work performed by the JV member.
