AMENDMENT 0002

The required response date/time has changed from 09-Jul-2018 02:00 PM to 11 Jul-2018 02:00 PM.

RFI RESPONSES

1. Is this a design build project?

RESPONSE: No.

2. There is no mention of how many men to run this project, will there be one, two or three men required for SSHO, QC and Superintendent?

RESPONSE: Refer to Specification Section 01 35 26 Governmental Safety Requirements. “1.6.1.1.1 Additional Site Safety and Health Officer (SSHO) Requirements and Duties. The SSHO may serve as the Quality Control Manager. The SSHO may also serve as the Superintendent.” A triple-hatted SSHO, QCM and Superintendent is allowable by the specification given the person meets all requirements of the three positions.

3. Will the building be occupied during construction?

RESPONSE: Yes. Refer to specification section 01 11 00, 1.3 Occupancy of Premises “Adjacent buildings and facilities will be occupied during performance of [work].”

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of areas to insure that ongoing operations are not impacted.”

4. Is the government going to lay out the fence line of are we to provide survey services?

RESPONSE: The contractor is responsible for layout and construction of the fence line.

5. Is there any requirement for a design engineer?

RESPONSE: No.

6. To what level are as built drawings are required, A & E services or in field red lining?

RESPONSE: As-built mark-ups and record drawings are required as per specification section 01 78 00. The intent of the record drawings is to provide a field survey of all construction elements for inclusion in the governments electronic database. This has been reflected in the revised specification section issued as part of this response.

7. The distance is 650' for power to the gate. Question, are handholds required if so how many and what type?

RESPONSE: Handholes are required. In accordance with the National Electrical Code, the maximum number of conduit bends has to be less than 360-degrees to prevent damaging conductors. Splices are not allowed except in junction boxes, manholes, and handholes. Conductors are typically supplied on reels of 500-feet maximum. Handholes shall be included by the contractor to ensure a NEC compliant electrical installation.

8. RFP states underground conduit to be RGS (rigid galvanized steel). Question, is this correct or can PVC be used below grade?

RESPONSE: RFP is correct.

9. Since this is not a design build project can you please size the gate feeder conduit and wire size so everyone is bidding the same thing?

RESPONSE: The gate manufacturer shall be selected by the Contractor. Conduit and wire shall be sized to accommodate the gate manufacturer’s equipment and requirements.

Minimum wire and conduit sizes are per Section 01 11 00. Final wire size, conduit and voltage drop shall be included with the gate submittal to the government.

10. LED pole lights, again since this is not design build, will you please provide location and quantity of poles and lights?

RESPONSE: Refer to Specification Section 01 11 00 Paragraph 1.17 and all sub paragraphs.

11. The RFP states that a buried bonding jumper must be used to bond across a gate or other opening in the fence, unless a non-conducting fence section is used. Question, instead of boring under road and stairs can a separate ground rod be installed on each side of the road/gates?

RESPONSE: Requirements of the RFP shall be maintained.

12. In the past at NAS Pax River we have been required to drive ground rods and bond the fence roughly every 50'. Question, is this required for this fence and if so how many feet between ground rods and will they be required to be exothermic welded.

RESPONSE: The fence is not a security fence and therefore grounding is only required for either side of a gate or opening as indicated in Section 01 11 00, 1.17 Work Items.

13. Please confirm that no hazardous materials have been identified nor should be accounted for as part of this proposal.

RESPONSE: Confirmed.

14. May the QC manager/SSHO also act as site Superintendent (aka Triple Hat)? Please provide/confirm the administrative requirements for this project.

15. Will the electrical panel outage to tie in the new circuit for the motorized gate be required to take place afterhours?

RESPONSE: Refer to specification section 01 11 00, 1.3 Occupancy of Premises “Adjacent buildings and facilities will be occupied during performance of [work].”

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of areas to insure that ongoing operations are not impacted.” After hours’ work is acceptable if it is coordinated according to Section 01 11 00, 1.9 Performance of Work.

16. Will MDE permits be required for completion of this project? Please provide any other permitting requirements for this project.

RESPONSE: Permitting including MDE is not required for this project.

17. Will engineering (civil, electrical or other) and/or architectural services be required to be provided as part of this proposal? If so, please identify work tasks which will require engineer/architect stamp and to what extent of detail drawings need to be. If not, please confirm manufactures shop drawings for fence specs and surveyors fence stake-out will suffice for pre-construction design and closeout submittals.

RESPONSE: Manufactures shop drawings for fence specs and surveyors fence stake-out will suffice for pre-construction design and closeout submittals. Lighting shop drawings will be included as indicated in 01 11 00 Summary of Work Paragraph 1.17 and all sub paragraphs.

18. Will 3rd party commissioning be required? If so, please identify work item which will have to be commissioned.

RESPONSE: 3rd party commissioning is not required.

19. Can/Will the DWG files for the preliminary design included in the RFP be provided to the contractor post award?

RESPONSE: RFP drawings will be provided in accordance with Section 01 78 00, 1.3 Source Drawing Files, “Request the full set of electronic drawings, in the required state plane coordinates and AutoCAD format, for Record Drawing preparation, after award and at least 30 days prior to required use.”

20. Will any 3rd party concrete testing (slump & break strength) be required and if so how often?

RESPONSE: 3rd parting testing of the concrete strength will be required. Testing guidelines are now indicated in the revised Section 32 31 13, 3.2.4 Concrete Strength included with this response.

21. Will all spoils from excavating fence post holes be required to be removed from site or can the soil be spread out in the area around the new posts?

RESPONSE: Refer to Section 32 31 13, 3.2.2 Excavation, “Uniformly spread soil from excavations adjacent to the fence line or remove excavated soil from Government property where soil would create hazard or cannot be stabilized. All disturbed areas shall receive topsoil, seed and stabilization as necessary to promote turf.”

22. Will properly documented foreign nationals/non US citizens be allowed to work on this project?

RESPONSE: Yes.

23. Will any afterhours work be allowed on this project?

RESPONSE: After hours’ work is acceptable if it is coordinated according to Section 01 11 00, 1.9 Performance of Work.

24. Please provide simple sketch or detailed description of the makeup of the wood fencing.

Or provide pictures of existing fencing which meets aesthetic requirements. Hard to determine what will be acceptable based on spec descriptions.

RESPONSE: Wood fencing shall have top, center and bottom rails as specified in specification Section 32 31 29. Example of this is as follows:

25. The Large Vehicle Turn Around Area, as shown on RFP attachments, does not appear that it would allow a tractor trailer the room it needs to get turned around. Can it be changed so that it is not so parallel to the road or are we trying to stay out of the wooded area there?

RESPONSE: Large Vehicle Turn Around Area to be constructed as shown on RFP attachments.

26. Please provide the distance to the existing Johnson’s Controls Panel to the office space where the new security workstation will be located.

RESPONSE: 100 linear feet from the panel to the workstation.

27. Will the tie-in and programming of the new gate equipment to the existing security panel be performed by others or should a security controls contractor be included in the proposal?

RESPONSE: The Government’s Security Contractor will perform programming and tie-in at the existing security panel. Contractor shall provide detailed wiring diagrams and control sequences for the gate equipment for coordination with Security Contractor.

28. The specifications say to use NESC guide for substation fence grounding as reference for grounding requirements even though there is not a lot of electrical equipment associated with this project. Am I reading it correctly that we will be required provide grounding of ALL chain link fence per the referenced NESC spec? If not, please clarify.

RESPONSE: The fence is not a security fence and therefore grounding is only required for either side of a gate or opening as indicated in Section 01 11 00, 1.17 Work Items.

29. The specifications for both types of fencing include clearing of 10’ inside and outside of brush and trees but during the site walk it was discussed that the new fence would remain within the tree line throughout. Please confirm that the fence line, as depicted in the RFP, remains 10’ inside of the tree line and if not please quantify the expected amount woods expected to be cleared.

RESPONSE: The new fence will remain within the tree line as indicated on the drawings. As currently laid out there is no clearing expected as part of this project.

30. Will there be a Top rail or Coil wire along the top of the fence? If there is coil will there also be Coil wire along the bottom of the fence also?

RESPONSE: Top rail is required per specification section 32 31 13 paragraph 2.2.6.

Coil wire is not required.
