SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0003

The purpose of this amendmnet is to incorporate the following:

1. Extend the proposal due date to 11 July 2019 by 2:00 PM EST. Delivery instructions remain unchaged.

2. Provide RFI Responses

3. Attachments

4. Incorporate Revised Wage Determination: DC20190002 06/14/2019

All other terms and conditions remain unchanged.

RFI RESPONSES

1. Does the contractor have to pay for the cost of utilities or are they being provided for by the government at no cost to the contractor? If the contractor is required to pay for the utilities, please provide us with the prevailing rate along with the last two years of utility cost for each building.

GOVERNMENT RESPONSE: The Government will provide utilities at no cost to the contractor.

2. Elevation A4/A410 shows acid base cabinets, schedule on A641 has checkmark indicating solvent cabinets;

schedule on A641 also states fume hood to have (1) acid and (1) vacuum pump. Please specify cabinets are required at this location. Reference Spec Section 12 36 00

GOVERNMENT RESPONSE: Both FH-3 base cabinets shall be capable of storing acids. A641 schedule note still applies.

3. Please add SC-10 Safety Cabinet to schedule (Epicenter #127 East). Reference Spec Section 11 53 13

GOVERNMENT RESPONSE: (9) safety cabinets are required. Refer to revised drawing sheets.

4. Where can SC-4 Safety Cabinet be located? Schedule states room 121, but there are no SC-4 shown in that room. Please provide location for SC-4 Safety Cabinet. Reference Spec Sections 11 53 13 & 12 36 00

GOVERNMENT RESPONSE: SC-4 is located in Room 121. Refer to “NRL 7481 Drawing Revisions 6_27_19” revised drawing sheets that have been uploaded as attachments with Amendment 0003.

5. Clean bench schedule states CB-6 and CB-7 are to have “metamine” liners. Please confirm this is meant to be “melamine”. Reference Spec Sections 11 53 13 & 12 36 00

GOVERNMENT RESPONSE: CB-6 and CB-7 are to have Melamine liners.

6. Drawing MP 200.1 refers to a detail #3 on drawing P-400.5. There is no detail #3 on P400.5. Please advise.

GOVERNMENT RESPONSE: Detail 3 is shown on P400.5 on the top left corner of the sheet.

7. Please confirm “Safety Cabinets” is your term for biological safety cabinets.

GOVERNMENT RESPONSE: “Safety cabinets” are not biological safety cabinets. They are fume hoods with an interior supply fan and HEPA filter to achieve ISO 14644 Class 5 minimum interior cleanliness rating.

8. If Safety Cabinets are biological safety cabinets, please advise on the following:

a. BSCs are not available with the following liners: Polypropylene, epoxy resin

b. BSCs are not available with the following work surfaces: epoxy resin, polypropylene

c. BSCs are not available with a polypropylene exterior

d. BSCs cannot have cupsinks, this will void the NSF listing

e. Number of fixtures, some of these cabinets appear to have 6 fixtures which is very unusual for a BSC.

GOVERNMENT RESPONSE: Materials specified in the fume hood schedule on sheet A641 are required.

Refer to RFI #7 response.

9. Please confirm “Clean Bench” is your term for a laminar flow hood

GOVERNMENT RESPONSE: The government is aware of at least one manufacturer who calls this type of hood a “laminar airflow workstation”. Refer to specification 11 53 00 paragraph 2.2.5.8 for the exact requirements.

10. All clean benches are listed in schedule as 30”W, but are all drawn at different sizes in elevations. Please confirm we are to follow the elevations in lieu of schedule for clean bench sizes.

GOVERNMENT RESPONSE: The fume hood schedule has been corrected to match the plans and elevations. Refer to “NRL 7481 Drawing Revisions 6_27_19” revised drawing sheets that have been uploaded as attachments with Amendment 0003.

11. Please confirm we are to follow elevations in lieu of schedule for fume hood, clean bench and safety cabinet base cabinets.

GOVERNMENT RESPONSE: The fume hood and safety cabinet widths on sheet A641 match what is depicted on plan sheets. The clean bench widths have been corrected. Refer to “NRL 7481 Drawing Revisions 6_27_19” revised drawing sheets that have been uploaded as attachments with Amendment 0003.

12. Confirm clean benches are to have plumbing fixtures on them. This is difficult and expensive to do as the side panels are made of glass. Fixtures will also interfere with changing the filters.

GOVERNMENT RESPONSE: Confirming clean benches are to have plumbing fixtures in them as indicated on the drawings.

13. The following liners are not available on clean benches: epoxy resin, fiberglass, melamine. Please advise on what to include.

GOVERNMENT RESPONSE: The government believes clean benches are available with these materials.

Please propose in accordance with the plans and specs.

14. The Hazardous Materials Survey shows Mercury Sampling but there are not any other samples. Is there an Asbestos and Lead Report that is not posted on NECO?

GOVERNMENT RESPONSE: Refer to supplemental hazardous material report dated September 26, 2012.

15. Specification Section 25 50 00.00 20, is this work a specific requirement at this facility? Will all sections in

1.2.3 be required to be vetted by the KTR?

GOVERNMENT RESPONSE: The cyber security requirements in Section 25 50 00.00 20 apply to this project. Paragraph 1.2.3 shall be modified as follows:

“Incorporate each of the requirements identified in paragraph CYBERSECURITY HYGIENE REQUIREMENTS into applicable equipment and systems specified in the following sections:

Section 14 24 00 HYDRAULIC ELEVATORS Section 23 09 23.13 20 BACnet DIRECT DIGITAL CONTROL SYSTEMS FOR HVAC Section 26 11 16 SECONDARY UNIT SUBSTATIONS Section 26 23 00 LOW VOLTAGE SWITCHGEAR Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM Section 26 24 13 SWITCHBOARDS Section 26 27 14.00 20 ELECTRICITY METERING Section 26 29 23 VARIABLE FREQUENCY DRIVE SYSTEMS UNDER 600 VOLTS Section 26 32 13.00 20 SINGLE OPERATION GENERATOR SETS Section 26 36 23.00 20 AUTOMATIC TRANSFER SWITCHES Section 26 51 00 INTERIOR LIGHTING Section 26 56 00 EXTERIOR LIGHTING Section 28 31 76 INTERIOR FIRE ALARM AND MASS NOTIFICATION SYSTEM”

16. Please consider moving the bid due date to July 18th, 2019 to allow for consideration of the Holiday week and RFI answers to come back from the Government.

GOVERNMENT RESPONSE: The Proposal due date has been extended to 11 July 2019 at 2:00PM EST via Amendment 0003.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
