QUESTIONS AND ANSWERS
Q&A
QUESTIONS ANSWERS
1. My company does not have any repair or maintenance work performed on US Navy vessels and crafts to include barges ($300,000.00 to $2,000,000.00 final contract value), but this is an area we would like to support.
Would you be able to post this with the Q&A and/or forward accordingly?
As per the solicitation, In order to be eligible for the award of any contract resulting from this solicitation, the offeror must have executed the current AGREEMENT FOR REPAIR
AND ALTERATION OF VESSELS
2. Is there a heating system to heat the interior of the barges? And what would that be (boiler) or (heating element)?
Yes, there are heating systems on the barges and they are electric heating/cooling systems. The barges do not have boilers supplying steam for heat.
3. Does the barge have fresh water capabilities (Water Makers with fresh water holding tanks)?
No, the barges do not have the ability to make fresh water. Fresh water fed from pier riser.
4. Does the barge have any other source of power other than ships-power, shore power (Generators)?
No, The barges do not have generators or the ability to produce their own power. All Power is supplied from pier.
5. Does the barge have a fire compression system for each deck
(sprinkling system)?
No, The barges do not have a fire compression system. Each barge has a fire main system that runs throughout the barge and is charged from the shore pier risers.
6. Is there a standard operating procedure for heavy weather?
Heavy weather plan is to be developed by the offeror in accordance with the LOCAL STANDARD ITEMS (LSIs) may be requested from the SUPERVISOR and will be invoked on all delivery orders: 099-58SE Heavy Weather Plan for Naval Station Availability; provide 08 FEB 2022
7. Will a (SSPC) Society for
Protective Coatings Supervisor have to be on site every day?
No, but the Contractor should have SSPC qualified personnel to accomplish requirements as listed in the statement of work and as per
NAVSEA STANDARD ITEM 009-32.
8. Who was the last company awarded this contract and what was the reason they are no longer working this contract?
QED Systems, Inc. is the incumbent contractor. The BARGE IDIQ contract is still active and expires 30 September 2024.
9. What would the average work order consist of for a 5-year contract?
The Minimum order listed in the solicitation is the only guaranteed work for this contract. When the Government requires supplies or services covered by this contract in an amount of less than $1,800, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract
10. Under Section F – Deliveries of Performance, para Place of Performance, “The supplies to be furnished hereunder shall be performed on vessels located within a 70 mile radius of Mayport Naval Station, Mayport, FL.” On page 10, para C.1.7 (under C.1 Scope of Work), it states, “Generally, work shall be accomplished within a 75-mile radius of Mayport Naval Station, Jacksonville, FL.” Is this just an administrative error? Should the correct mileage for both para be 75 miles?
Yes. Mileage should be 75 miles in both paragraphs. Section F will be amended to reflect the correction
11. Please provide clarification why a Certificate of Compliance (COC) clause is included in the solicitation. This appears to be in conflict with General Requirements, Section C-6, para W, that states, “all material installed in the barges shall be commercial marine grade quality….” In our experience, COC’s are generally not available or can’t be provided for commercial “off the shelf” marine grade materials. Should this clause be deleted?
No clause will be deleted. If vendor cannot provide Certificate of Compliance, the contractor shall request a deviation to the material in accordance with NAVSEA STANDARD ITEM 009-01 paragraph 3.8.
12. Looking at the 5 tabs in the S-2 Cost Data Breakdown, the Base year and the Option year 1 ELINS are easily identifiable. Base year ELINs are shown as 0001, 0002, 0003…. Option year 1 ELINs are shown as 1001, 1002, 1003…. Option years 2 through 4 ELINs are identified exactly as the BASE Year ELINs. Is the intention to identify the Option years 2 through 4 ELINs with different numbers to easily separate them from the Base Year ELINs, i.e./, Base year 2 - 2001, 2002, 2003, Base year 3 - 3001,3002,3003, Base year 4 - 4001,4002,4003?
This solicitation is issued with a base year period and four (4) ordering year periods. Attachment S-2 – Cost Data Breakdwon was updated on Amendment 01, dated 5 August 2024 to reflect ordering periods vs option years with ELINs as following:
BASE Year ELINs: 0001 ELINs Year 2: 1001, etc… ELINs Year 3: 2001, etc… ELINs Year 4: 3001, etc… ELINs Year 5: 4001, etc…
13. On page 104, para 5.
VOLUME III – PAST
PERFORMANCE PROPOSAL
under the section Proposal Submittal Requirements, it specifies, “The Government will review finalized CPARS or PPQs for the three-year period preceding the date of this RFP. Also, “Offeror may submit up to five (5) completed Past Performance Questionnaires (PPQs) (Attachment J-6) to the SERMC Contracting Office …. The PPQs must be submitted directly to SERMC by the Project Manager/Contracting Officer or
No. PPQs are not required.
an authorized agent of the customer who oversaw the effort.
If a past performance citation has a CPARS, is a PPQ also required to be submitted to the customer?
14. If the contractor relies on finalized CPARs, should it identify the five contracts by filling out the cover page of the PPQ and submit only that page with Volume IV? Or, No. The Government has access to CPARS. If a contractor does not have relevant CPARS for the three-year period preceding the RFP, the contractor may submit PPQs identifying up to five.
15. Should the contractor provide a table, identifying the five contracts, providing a brief narrative for each?
Only if the Contractor has no relevant
CPARS.
16. Can CPARs based on annual evaluations of an Indefinite Delivery Indefinite Quantity contract be used for Past
Performance?
The soliciting Contracting Office will retrieve CPARs for each vendor who submits a proposal for the three-year period preceding the issuance date of this RFP.
17. Additionally, the Past Performance Questionnaire (PPQ) is noted as Attachment J-
6. In the RFP attachments it is noted as S-3. Will the government please clarify the correct attachment?
The Past performance Questionnaire is attachment S-3.
18. Amendment 01 received which had updated spreadsheets in the attachment S-2+Cost+Data+Breakdown+Revised+8.1.2024_. Review of the spreadsheets found that the Base Year, row 210, on the 4th page, was missing the Unit Price and subsequent total as on ELIN 2–4-year spreadsheets as noted in the examples below:
Base Year:
0016AA Hazardous Waste Produced on Naval Vessels; control (to be specified in each delivery order)
Dollar 2500 $0.00
ELIN 2-4 year spreadsheets
0016AA Hazardous Waste Produced on Naval Vessels; control (to be specified in each delivery order)
Dollar 2500 $1.00 $2,500.00
Correction can be made by entering $1.00 in the Unit Price or will the government please clarify the correct attachment?
The unit price has been updated to reflect $1.00 for the Base Year ELIN 0016AA.
Revised attachment S-2 Cost Data Breakdown has been posted on SAM.gov
