The Government will only accept offers from small business concerns. The Government will award a single award contract for the same or similar supplies or services under this solicitation. Award will be made to the lowest priced responsive offeror with acceptable past performance whose proposal represents the best value to the Government.
This is a competitive Lowest Price Technically Acceptable source selection in which competing offerors’ non-price proposals shall be evaluated on an acceptable/unacceptable basis. All proposals with acceptable ratings shall be treated equally except for their prices. The evaluation process shall proceed as follows:
1. BASIS OF AWARD
The evaluation of proposals submitted in response to the solicitation will be conducted utilizing a Lowest Price Technically Acceptable (LPTA) Source Selection procedure. The evaluation factors are described below.
Offerors shall comply with the submission requirements set forth in Section L, PROPOSAL SUBMISSION REQUIREMENTS. Failure to comply shall result in an offeror being ineligible for award.
1. EVALUATION FACTORS
The evaluation factors and criteria, by proposal volume, are set forth below:
VOLUME I – Price Proposal
Price Proposal: Price proposals will be evaluated to determine fairness and reasonableness IAW FAR 15.404. The Government will not evaluate price adjectivally or assign strengths or weaknesses to the price proposal. Total evaluated price shall be calculated in the following manner:

Past Performance: The Government will review finalized CPARS for the three-year period preceding the date of this RFP. These CPARs will be retrieved using the offeror’s CAGE Code, name, address, and division identified on SF 33 or SF 30. The Government will also evaluate Offeror’s submitted Past Performance Questionnaires (PPQs) (Attachment S-3). The PPQ must be submitted directly to SERMC by the Project Manager/Contracting Officer or an authorized agent of the customer who oversaw the effort. The Government will analyze offerors’ Interior Deck past performance of previous Interior Deck IDIQ delivery orders or contracts executed on Navy vessels/Barges utilizing finalized CPARs (individual delivery orders over $20,000 and Yearly Review).
